Democrat Daniel Lipinski has been declared the winner in the 3rd Congressional District against Republican Arthur Jones.
With 92 percent of the precincts reporting, Lipinski, the incumbent, had 74 percent of the vote with a total of 143,729 votes.
Jones received 26 percent of the vote with a total of 51,467 votes.
