Call to Order

1 President Resler called the meeting to order at 7:00 p.m.

Roll Call

Present: Mr. Canning, Mrs. Gleason, Mr. Johnson, Mrs. Kampwirth, Mr. Whitcomb, Mrs. Resler Absent: Ms. Stearns

Minutes

3 Mrs. Gleason moved to approve the regular and closed session minutes of November 19, 2019. Mr. Whitcomb seconded the motion. Roll call vote indicated:

Ayes: Mrs. Gleason, Mr. Whitcomb, Mr. Canning, Mr. Johnson, Mrs. Kampwirth, Mrs. Resler Nays: None

Mr. Whitcomb moved to approve the committee of the whole regular and closed minutes of December 10, 2019. Mr. Canning seconded the motion. Roll call vote indicated:

Ayes: Mr. Whitcomb, Mr. Canning, Mrs. Gleason, Mr. Johnson, Mrs. Kampwirth, Mrs. Resler

Nays: None

Board Award

4 Assistant Chief Michelle Hullinger, of the Country Club Hills Fire Department, is being recognized for the Board Volunteer Award. She has been with the fire department since 2003. One of the partnerships she is currently assisting with, is Operation Prom. She has also been instrumental in the annual homecoming bonfire. Her work with the fire department and the community speaks volumes and is commendable. She thanked the Hillcrest administration and the Country Club Hills Fire Department.

Presentations

5 Dr. Simms recognized the Hillcrest football team and coaches. She stated how extremely proud they are of the team and named their many accomplishments. Coach Weaver was the SSC Coach of the Year for their division.

For the academic presentation, Mr. Marty Coyle, Industrial Tech teacher, presented on the grant/donation to the industrial tech program from Milwaukee Tools. He discussed the various programs offered and why he reached out to Milwaukee Tools. He also asked an alum of Hillcrest to speak on how the programs have helped him.

Communications

1 Mrs. Resler opened the floor to the public for comments.

Laura Stronach, concerned resident and District 228 teacher voiced her concerns regarding contract negotiations between District 228 and the JFA. 

Brian Poncin, concerned citizen, expressed his support of the teachers in the district.

There being no additional comments, Mrs. Resler closed the floor to the public for comments.

Board Member Reports

2 Mrs. Resler read a statement regarding negotiations with JFA. (See attached) During the reading of the statement, the teachers in support of the JFA’s position left the meeting.

Mrs. Kampwirth stated that the walkout was rude, as the Board has listened to everything that the public had to say.

Mrs. Gleason agreed.

Mr. Canning agreed and stated the walkout was highly inappropriate and not an example to set for the children.

Superintendent’s Report

3 Dr. Kendall reported the following: Freedom of Information Act Requests

Since the last regular Board meeting, we have received the following Freedom of Information Act requests.

 Rachel Conner requested the fiscal or budget year start date (mm-dd) for Bremen Community High School District No. 228. This request has been completed.

 Dwight Morton, Emerge Online Math Tutoring, requested the raw data for PSAT scores for October 2018, raw data SAT scores for April 2019, and the Sylvan tutoring contract for supplemental support services for 2018-19 and 2019-20. This request has been completed.

Superintendent’s Report

 In the days ahead, our students will be taking final exams, and Friday will be the last day of school before winter break. On behalf of the Board of Education, administration and all staff in Bremen District 228, I would like to thank our entire school community for a successful first semester and wish everyone a happy and safe holiday season. School resumes on January 6th and we look forward to another semester of great things from our students and staff.

4 Mrs. Morrison presented item 7.1 – Bills, Addendum to Bills, Payroll, and CDS Bills. Mrs. Gleason moved to approve item 7.1. Mr. Canning seconded the motion. Roll call vote indicated:

Mrs. Morrison presented item 7.2 – 2019 Tax Levy and Resolutions. Mr. Whitcomb moved to approve item 7.2. Mrs. Gleason seconded the motion. Roll call vote indicated:

Mrs. Morrison presented item 7.3 – Loss & Cost Factor Resolution – 2019 Levy. Mrs. Gleason moved to approve item 7.3. Mr. Canning seconded the motion. Roll call vote indicated:

Ayes: Mrs. Gleason, Mr. Canning, Mr. Johnson, Mrs. Kampwirth, Mr. Whitcomb, Mrs. Resler

Mrs. Morrison presented item 7.4 – FY 2020 Property Tax Relief Grant Application. Mr. Whitcomb moved to approve item 7.4. Mr. Canning seconded the motion. Roll call vote indicated:

Mrs. Morrison presented item 7.5 – Adoption of a Resolution Regarding the Payment of Recurring Bills and the Execution of Time Sensitive Actions in the Event of a Work Stoppage. Mr. Whitcomb moved to approve item 7.5. Mr. Canning seconded the motion. Roll call vote indicated:
