Village of South Chicago Heights Board of Trustees met July 6.

Here is the minutes provided by the board:

Regular meeting was held at the Village Hall, 3317 Chicago Road, South Chicago Heights, Illinois. Mayor Terry Matthews called the meeting to order at 7:00 p.m. and the Pledge of Allegiance followed. Mayor Matthews requested Clerk Linan to call roll. The following were present:

APPROVAL OF MEETING MINUTES: Trustee Marrufo motioned to approve the Regular Board of Trustee meeting minutes of June 15, 2020, seconded by Trustee Bosco. There being no further discussion, the roll call vote being: 

Ayes: Eugene Fazzini, Terry Fiorenzo, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: Eric Stanton. 

Absent None. 

Motion carried 5 to 0.

PUBLIC COMMENT: Mike Merry from Jones Lang LaSalle Midwest LLC which is the listing agent for 2701 Jackson Avenue addressed the Board with allowing truck traffic to go south on Jackson Avenue to enter a truck dock for this property. Mayor Matthews asked the Board members if anyone had an issue allowing truck traffic to go south on Jackson Avenue from 26th. The Board agreed that it would not be a problem for this property.

APPOINTMENT - PART-TIME POLICE OFFICER TERRELL BORUM - Police Chief Joyce summarized Terrell Borum's history and stated that he would attend the academy as a part time office. Clerk Linan swore in Terrell Borum.

PROMOTION TO SERGEANT - MITCH HAMILTON – Police Chief Joyce summarized Mitch Hamilton's work experience and stated Mitch does a great job for South Chicago Heights. Clerk Linan swore in Mitch Hamilton as Police Sergeant.

APPROVAL OF THE MANUAL CHECK LIST OF JUNE 30, 2020: Trustee Marrufo motioned to approve the manual check list of June 30, 2020 seconded, by Trustee Bosco. There being no further discussion, the roll call vote being: 

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: None. 

Absent: None.

Motion carried 6 to 0.

APPROVAL OF THE BILL LIST OF JULY 6, 2020: Trustee Marrufo motioned to approve the bill list of July 6, 2020 seconded, by Trustee Fiorenzo. There being no further discussion, the roll call vote being: 

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: None. 

Absent: None. 

Motion carried 6 to 0.

TRUSTEE/COMMITTEE REPORTS:

Trustee Marrufo reminded everyone that the Village Wide Yard Sale will be on July 9th, 10th, & 11th, and that a list of addresses will be provided at the Village Hall, Walgreens, & Jewel. Trustee Marrufo stated that the 1st annual summer concert will be held on July 18th featuring the band "Replay".

Asst. Fire Chief asked everyone to check on the elderly and small children because of the heat advisory.

Police Chief Joyce stated that in the month of June there were 664 calls for police service. Chief Joyce summarized some events over the holiday weekend and stated that there were 37 complaints on fireworks and that 17 citations were issued. Chief Joyce explained an incident with a dog called Sarge that feared the fireworks and that running from the fireworks resulted in Sarge having a heat stroke and died on Sunday.

PRESENTATION BY GW & ASSOCIATES FOR FISCAL YEAR 2019 AUDIT: Mayor Matthews introduced John Wysocki from GW & Associates. John Wysocki summarized the different fund balances and fact and finding on the 2019 Audit. Mayor Mathews asked the Village Board if they had any questions regarding the audit. Treasurer Dolasinski explained the annual requirements for reporting.

2020-ORD-26: AN ORDINANCE OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS, COOK COUNTY, ILLINOIS, AMENDING ARTICLE XII OF CHAPTER 50 OF THE CODE OF ORDINANCES OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS RELATED TO VIDEO GAMING TERMINALS: Mayor Matthews presented the ordinance and explained that this fee is not for the businesses but, will be passed on to the companies installing the machines. Trustee Stanton motioned to approve the ordinance, seconded by Trustee Bosco. There being no further discussion, the roll call vote being: 

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: None. 

Absent: None. 

Motion carried 6 to 0.

MAYOR'S REPORT: Mayor Matthews read a letter from Mayor Gonzalez about raising the rate of water from $4.26 to $4.44 per 1000 gallons effective 8/1/2020 and that Finance Director Dolasinski stated no further increase is needed at this time. Mayor Matthews read a letter from Thorn Creek Basin Sanitary District stating that effective July 1 they are increasing their rate 5%.

ADJOURNMENT: With nothing further to discuss, Trustee Stanton motioned to adjourn the Regular meeting, seconded by Trustee Bosco. On a voice vote, all ayes, no nays; the motion so ordered. Meeting adjourned at 7:44 p.m.
