Village of South Chicago Heights Board of Trustees met July 20.

Here is the minutes provided by the board:

Regular meeting was held at the Village Hall, 3317 Chicago Road, South Chicago Heights, Illinois. Mayor Terry Matthews called the meeting to order at 7:00 p.m. and the Pledge of Allegiance followed. Mayor Matthews requested Clerk Linan to call roll. The following were present:

Police Lieutenant Jesse Kozinski was absent.

APPROVAL OF MEETING MINUTES: Trustee Marrufo motioned to approve the Regular Board of Trustee meeting minutes of July 6, 2020, seconded by Trustee Bosco. There being no further discussion, the roll call vote being 

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None.

Abstain: None. 

Absent: None. 

Motion carried 6 to 0.

PUBLIC COMMENT: None.

APPROVAL OF THE BILL LIST OF JULY 20, 2020: Trustee Bosco motioned to approve the bill list of July 20, 2020 seconded, by Trustee Marrufo. There being no further discussion, the roll call vote being: 

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: None. 

Absent: None. 

Motion carried 6 to 0.

TRUSTEE/COMMITTEE REPORTS:

Trustee Marrufo stated that the 1st annual summer concert was held on July 18th featuring the band “Replay". Trustee Marrufo stated that the concert was well attended and thanked the Mayor, Trustees, Directors and staff for helping with the concert Trustee Marrufo reminded everyone the “Movie in the Park" would be Saturday, July 25th starting at dusk featuring “Toy Story 4". Trustee Marrufo stated that because of Covid-19, the Mayor's Senior and the Back to School picnics were both cancelled this year.

Fire Chief Vlietstra stated that a member, Jose Barraza, of the fire department recently graduated from the academy and welcomed him to the department.

JULY 20, 2020 REGULAR MEETING

Police Chief Joyce summarized an incident that occurred tonight causing Lt. Kozinski to be absent. Chief Joyce stated that Lt. Kozinski assisted another department that was pursuing a vehicle that lead to a crash into a home. Chief Joyce stated that as they were apprehending the offender, they discovered that a little girl was trapped in the home the vehicle crashed into. Chief Joyce stated that they were successful getting the child out.

Public Works Director Martin stated that his department repaired 9 water main breaks, 2 water main valves 3 B-Box repairs, and 3 sanitary sewer repairs. Director Martin stated that one of the valve repairs was leaking bad and that the daily average dropped from 410,000 to 370,000 gallons per day.

APPROVAL – INDEPENDENT AUDITOR SERVICES 3 YEAR EXTENSION: Mayor Matthews presented the 3-year extension and explained that GW & Associates is our independent auditing firm that conducts our annual audits. Trustee Fiorenzo motioned to approve the 3-year contract extension, seconded by Trustee Stanton. There being no further discussion, the roll call vote being: 

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: None. 

Absent: None. 

Motion carried 6 to 0.

ORDINANCE 2020-ORD-27: AN ORDINANCE OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS, COOK COUNTY, ILLINOIS, AUTHORIZING AND APPROVING A FIRST AMENDMENT TO THE PURCHASE AND SALE AGREEMENT BY AND BETWEEN THE VILLAGE OF SOUTH CHICAGO HEIGHTS AND KIND CRAFT GROW AND TRANSPORTER, LLC (3201 EAST END AVENUE): Mayor Matthews presented the ordinance. Trustee Stanton motioned to approve the ordinance, seconded by Trustee Fazzini. There being no further discussion, the roll call vote being: 

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: None. 

Absent: None. 

Motion carried 6 to 0.

ORDINANCE 2020-ORD-28: AN ORDINANCE OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS, COOK COUNTY, ILLINOIS, GRANTING A SPECIAL USE TO ALLOW FOR AN “ADULT-USE CANNABIS INFUSER ORGANIZATION" IN CO-LOCATION WITH THE PREVIOUSLY GRANTED SPECIAL USE FOR OPERATION OF A CRAFT GROWER AND TRANSPORTING ORGANIZATION WITHIN THE INDUSTRIAL DISTRICT (3215 BUTLER AVENUE): Mayor Matthews presented the ordinance and explained that Uprise Products previously applied for a Special Use permit for operations of a Craft Grow and Transporting organization but the Infuser permit was missed. Trustee Stanton motioned to approve the ordinance, seconded by Trustee Ross. There being no further discussion, the roll call vote being: 

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: None. 

Absent: None. 

Motion carried 6 to 0.

ORDINANCE 2020-ORD-29: AN ORDINANCE OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS, COOK COUNTY, ILLINOIS, AMENDING SECTION 78-140 OF ARTICLE V OF CHAPTER 78 OF THE CODE OF ORDINANCES OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS RELATED TO THE REMOVAL OF INOPERABLE VEHICLES: Mayor Matthews presented the ordinance. Trustee Fazzini motioned to approve the ordinance, seconded by Trustee Fiorenzo. There being no further discussion, the roll call vote being:

Ayes: Eugene Fazzini, Terry Fiorenzo, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross. 

Nays: None. 

Abstain: None. 

Absent: None. 

Motion carried 6 to 0.

MAYOR'S REPORT: Mayor Matthews thanked the Trustees and Department Directors that participated in the 1st annual summer concert on July 18th and stated that everyone had a good time.

ADJOURNMENT: With nothing further to discuss, Trustee Stanton motioned to adjourn the Regular meeting, seconded by Trustee Bosco. On a voice vote, all ayes, no nays; the motion so ordered. 

Meeting adjourned at 7:14 p.m.
