Village of Justice Board of Trustees met Oct. 25.

Here are the minutes provided by the board:

CALL TO ORDER:

Wasowicz called the meeting to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE:

Mayor Wasowicz led the reciting of the Pledge of Allegiance.

ROLL CALL:

Clerk David Kroll recorded the roll. Present are: President Kris Wasowicz, Trustees Melanie Kuban, Stan Ogorek, Fran Mills, Jeff Allen, John Obrochta, and Gabriel Lopez, Village Attorney Michael Cainkar, Public Works Director Joe Cekus, Building Commissioner Ed Shilka, Economic Development Director Matt Zarebczan, Economic Development Coordinator Peggy Schillne, JPD Deputy Chief Michael Kurchner, and Justice-Willow Springs Water Commissioner George Pastorino.

PUBLIC COMMENTS:

Mayor Wasowicz asked for questions or comments directly related to tonight’s agenda. There were none.

RECOGNITION OF BUSINESSES CELEBRATING 25 and 10 YEAR MILESTONES:

Trustee Ogorek presented a 25-Year Milestone plaque to Quick Pick Food and Liquor, accompanied with the following narrative:

Twenty-Five years ago, Urvish, better known by all as Dave, and his wife bought Quick Pick Food & Liquor and brought it back to life. This mini-mart had been closed for 9 months before they came along to revive it and they have been there ever since. Dave and his wife have put their time and energy into running the store seven days a week from sunrise until sundown year after year. Whether you’re walking or driving, for many of our residents this convenience store is the perfect place for one-stop shopping for groceries, beverages, lottery tickets and much more. The Village would like to wish Quick Pick continued success for another 25 years.

Trustee Ogorek presented a 25-Year Milestone plaque to Technicraft Collision Repair Experts, LLC, accompanied with the following narrative:

George Jachymiak immigrated to this country from his native Poland with the hope and dream of a better future. He was a hard worker, very handy and quickly learned the auto body trade. During his career as a body technician, he had the opportunity to work at several different repair shops and dealerships. All along perfecting his technique and providing a quality product. He also worked after hours in his garage repairing vehicles for family members and friends. It was in March of 1995 that his good friend, the late Andy Bartoszek came to his home and told him of a shop that was selling in the city of Chicago. He convinced him to take the chance and buy a business of his own given his wealth of experience. George rented a shop in the city of Chicago for one year before purchasing TechniCraft Collision Repair in Justice in March of 1996. Together with his son, Sebastian, the father and son team built a business that provided fair and quality collision repair service to the surrounding communities. Owning a shop in Justice came with its challenges in the beginning, however, they were determined, driven and their perseverance led them to this milestone anniversary. Today, TechniCraft has grown significantly partnering with numerous insurance companies and dealerships and expanding its customer base. In addition, Sebastian took the vision even further by purchasing with his wife, Kinga, three additional locations: S&S Paint & Body in Bloomington, Illinois, Schaumburg Auto Body in Schaumburg, Illinois and B&L Automotive Repairs in Chicago. This is truly a success story of a strong family partnership that is excited to continue to grow and prosper.

APPROVAL OF MINUTES:

The Chair will entertain a Motion: To approve the minutes of the October 11, 2021 board meeting as submitted, or if necessary, as corrected.

MOTION: Trustee Kuban so moves (to approve the minutes as submitted.)

SECOND: Trustee Ogorek

VOTE: Ayes – Trustees Kuban, Ogorek, Mills, Allen and Obrochta

Abstain – Trustee Lopez

VILLAGE PRESIDENT’S REPORT:

Mayor Wasowicz expressed that he had received an award from the Polish National Congress in recognition of his public service and his contributions to the development and growth of the Polish community.

VILLAGE CLERK’S REPORT:

Village Clerk David Kroll related that he recently attended the week-long Municipal Clerks of Illinois conference in Bloomington. The year one curriculum included sessions which included parliamentary procedures, new laws, conflicts and trends, the role and function of the office of the municipal clerk, social equality, diversity, and inclusion in public service, and there were roundtable discussions. In addition, there were workshops to increase one’s perception with dealing with others, taking in information, making decisions, and managing time and projects. Clerk Kroll further related that the week’s instruction and networking will be invaluable regarding his service as the clerk of the Village of Justice, and looks forward to future opportunities to attend such functions.

COMMITTEE REPORTS:

BUILDINGS, ZONING AND ORDINANCES: Trustee Lopez

Trustee Lopez related that he had no report at this time.

PUBLIC UTILITIES & INFRASTRUCTURE: Trustee Allen

MOTION: Trustee Allen moves: To accept the proposal from TSC Service Corporation for geotechnical exploration for the 86th Court and 83rd Street improvements at a cost not to exceed $5,000.00.

SECOND: Trustee Mills

VOTE: Ayes - Trustees Ogorek, Mills, Allen, Obrochta, Lopez and Kuban

Motion passed

Trustee Allen related that Public Works will be completing, dependent on the weather, the paving the east alley of 85th & Roberts Road.

FINANCE & INSURANCE: Trustee Kuban

MOTION: Trustee Kuban Moves: To approve posted payables of $37,274.85 Recurring Expenses of $67,555.38, MFT Expenses of $2,882.99, TIF 5 Expenses of $2,600.00, Capital Project Expenses of $10,025.75 and payroll earnings of $165,663.94 (with taxes) for a total of $286,002.91.

SECOND: Trustee Allen

VOTE: Ayes - Trustees Mills, Allen, Obrochta, Lopez, Kuban and Ogorek

Motion passed

Trustee Kuban related that the preparations for the Veteran’s Day Dinner are progressing with responses coming in and volunteer times are in the process of being worked out.

The Village received a letter of notification from the office of the Illinois Secretary of State stating that the 2020 census resulted in the count of 12,600 inhabitants in the Village of Justice, and it was noted that the number is 300 less than the last census. Mayor Wasowicz mentioned that the whole State of Illinois had lost residents to the point that one congressional seat has been lost.

Regarding the Village Holiday Program for this year, letters soliciting donations will be going out along with applications for recipients on November 1, 2021. Due to the Covid pandemic, the Village again will be distributing gift cards. Distribution is set for December 18, 2021.

ADMINISTRATION, COMMUNICATIONS & RECREATION: Trustee Mills

MOTION: Trustee Mills Moves: To approve the services of Dan Weiss for the cleaning and waxing of the floors in the board room, foyer and all-purpose room at a cost not to exceed $2,300.00.

SECOND: Trustee Obrochta

VOTE: Ayes - Trustees Allen, Obrochta, Lopez, Kuban, Ogorek and Mills

PUBLIC SAFETY AND HUMAN SERVICES: Trustee Obrochta

MOTION: Trustee Obrochta Moves: To accept the proposal by Flock Group, Inc. for the installation and implementation of four (4) Flock Falcon Cameras at a cost not to exceed $11,000.00.

SECOND: Trustee Mills

VOTE: Ayes - Trustees Obrochta, Lopez, Kuban, Ogorek, Mills and Allen

ECONOMIC DEVELOPMENT & BUSINESS LICENSES: Trustee Ogorek

MOTION: Trustee Ogorek Moves: To approve a home occupation license for Midway Chicago Taxi operating a home office for a taxi dispatch business located at 8419 W. 82nd Street, Apt# 1W, in Justice.

SECOND: Trustee Lopez

VOTE: Ayes - Trustees Lopez, Kuban, Ogorek, Mills, Allen and Obrochta

MOTION: Trustee Ogorek Moves: To approve a home occupation license for Best Value LLC operating a home office for a traveling auto mechanic business located at 8643 S. 87th Avenue, Apt#115, in Justice.

MOTION: Trustee Ogorek Moves: To approve a home occupation license for Macro Print LLC operating a home office for a marketing/advertisement business located at 8117 Concord Lane, Unit F, in Justice.

MOTION: Trustee Ogorek Moves: To approve the purchase of holiday banners from Street Decor, Inc. at a cost not to exceed $2,300.00.

Trustee Ogorek related that the Economic Planning Board will be hosting a Workshop on Tuesday, October 26, 2021 at 6:00 pm in the Village Hall Board Room. The purpose of the meeting will be to review and discuss the Economic Development Strategic Plan.

The Village has submitted an application to the Chicago Metropolitan Agency for Planning (CMAP) through the CMAP Technical Assistance Program and RTA Community Planning Program requesting planning assistance for a new Comprehensive Plan for the Village of Justice.

Construction of 82nd Street Project has commenced and the project should be completed within the next two weeks. Weather conditions pushed back the 82nd Place project and is scheduled to begin the week of October 25th, 2021.
