City of Palos Hills City Council met Dec. 1.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m. 

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak 

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES: 

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, November 17, 2022 as presented. SECONDED by Ald.Nowak. Upon roll call the following Ald. voted: 

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price 

NAY: None MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING: 

Mayor Bennett, the meeting is open to the public for any comments or questions.

Resident of 11240 Sycamore Lane approached Council to correct his statement from the prior meeting, as the minutes and agenda are posted to the website.

There were no further comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: 

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES  BY ALDERMEN: 

A. BUILDING & LICENSING: 

Ald. Abed MOVED to authorize Commonwealth Edison to install two lights on 78th Avenue between 101st Place to 101st Street at Glacier Park. SECONDED by Ald. Donahue.

Ald. Nowak asked if there was a discussion with Commissioner Violante regarding the lights. No comments were made in response. Upon roll call the following Ald. voted: 

AYE: Lebarre, Donahue, Kleefisch, Stratton, Pasek, Abed, Price, Brachman

NAY: Nowak

ABSTAIN: O’Connell 

MOTION CARRIED 

Ald. Abed MOVED to authorize Glacier Park to remain open until 9:00pm for December, January, and February. SECONDED by Ald. Donahue.

Ald. Pasek asked what was done in the past because the park is just open. Mayor Bennett responded that because our parks are dawn to dusk, this motion would allow that particular park to remain open until 9:00pm.

Ald. Nowak asked if this was discussed with Commissioner Violante. No audible comment was made. Upon roll call the following Ald. voted:

AYE: Donahue, Kleefisch, Stratton, Pasek, Abed, Price, Brachman, Lebarre

NAY: Nowak

ABSTAIN: O’Connell 

MOTION CARRIED

B. CITY ADMINISTRATION: 

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES: 

Upon request of Ald. Price, City Clerk Mulderink assigned Resolution number 666 to A Resolution Approving A 2023 Paratransit Service Provider Agreement Between Pace And The City Of Palos Hills, Illinois.

Ald. Pasek MOVED to waive the reading of proposed Resolution 666. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue NAY: None MOTION CARRIED

Ald. Price MOVED for ADOPTION of Resolution 666. SECONDED by Ald. Kleefisch. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell 

NAY: None 

MOTION CARRIED

D. ECONOMIC DEVELOPMENT: 

Ald. O’Connell mentioned that eating tax reporting shows that businesses are doing very well, and announced that Essential Concepts Research Solutions, GSB Logistics, Culture Corner, and First Choice Medical Center have opened in the City and have been issued business licenses.

E. FINANCE: 

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, December 1, 2022 in the amount of $608,567.20. SECONDED by Ald. Donahue. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch 

NAY: None 

MOTION CARRIED

F. LEGISLATION & ORDINANCES: 

Ald. Donahue MOVED for consideration of An Ordinance Approving The 10058 South Roberts Road Subdivision For The Property Located At 10058 South Roberts Road, Palos Hills, Illinois. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton 

NAY: None

City Clerk Mulderink assigned number 2022-15 to that proposed Ordinance.

Ald. Abed MOVED to waive the reading of proposed Ordinance 2022-15. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Abed, Price, Brachman, Lebarre, Donahue, O’Connell

NAY: Nowak, Kleefisch, Stratton, Pasek 

MOTION CARRIED

Ald. Donahue MOVED for PASSAGE of Ordinance 2022-15, An Ordinance Approving The 10058 South Roberts Road Subdivision For The Property Located At 10058 South Roberts Road, Palos Hills, Illinois. SECONDED by Ald. Abed. Upon roll call the following Ald. voted:

AYE: Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed 

NAY: None 

MOTION CARRIED

G. PARKS: 

Ald. Nowak announced that Santa through Palos will be taking place on Sunday, December 18th from 3:00-4:30pm, for route information you can visit paloshillsweb.org or visit the Facebook page ‘City of Palos Hills Resource and Recreation Department’.

GOLF:

Ald. Pasek announced that the Golf course is now closed for the season, and reminded all that room rental is still available for banquets, parties, etc, and to call for more information.

H. PLANNING & ZONING: 

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY: 

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of November 2022 as follows: 157 traffic tickets were issued, 133 parking tickets, 13 misdemeanor complaints and 1 felony complaint, there were no criminal homicides, there were no robberies, there was 1 aggravated assault and battery; there were 4 burglaries, there were 2 thefts, there was 1 motor vehicle theft, no arsons, and our CID Division handled a total of 31 cases.

Ald. Kleefisch reported that we received two checks: one from Carfax in the amount of $170.00, and the other from Greek Orthodox Metropolis of Chicago in the amount of $810.00.

J. PUBLIC WORKS/SEWER & WATER: 

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Ald. Brachman commended the Building department and Deputy Clerk Ryan for their diligence on a situation involving posted signage on a residence advertising an unlicensed business.

Ald. Pasek mentioned a call he had received from a resident who lives in a multi-family building that was recently sold. The resident did not have the new owner’s contact info to reach them when they experienced an HVAC emergency. Ald. Pasek asked if the new owner’s information could be provided to the City upon closing of a multi-family building. Commissioner Oeffling explained the process through water billing is that a seller’s permit issued, an inspection conducted, and the transfer of the account to the new owner when a property is sold.

Ald. Nowak asked if we could create an Ordinance that requires apartments to post the owner’s contact information in the building.

Mayor Bennett stated that because we are a non-home rule community, we are restricted with regulations of apartment buildings.

13) ADJORNMENT: 

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:21p.m.
