City of Palos Hills City Council met Dec. 15.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, December 1, 2022 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price reminded everyone that this Sunday is the Santa parade which begins at 3:00pm. There is a Santa Tracker on the Resource and Recreation Facebook page as well as the City’s website. Commissioner Violante added details about the candy cane hunt on Sunday which begins at 1:00pm at Bennett Park.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell had no report this evening.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, December 15, 2022 in the amount of $1,043,061.43. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None MOTION CARRIED

Ald. Lebarre stated that there is a proposed Ordinance entitled An Ordinance Providing for a Budget and Appropriation for Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2022, and Ending April 30, 2023, for the City of Palos Hills, Cook County, Illinois.

City Clerk Mulderink assigned number 2022-16 to that proposed Ordinance.

Ald. Brachman MOVED to waive the reading of proposed Ordinance 2022-16. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None MOTION CARRIED

Ald. Lebarre MOVED for PASSAGE of Ordinance 2022-16, An Ordinance Providing for a Budget and Appropriation for Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2022, and Ending April 30, 2023, for the City of Palos Hills, Cook County, Illinois. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

NAY: None MOTION CARRIED

Ald. Lebarre stated that there is a proposed Ordinance entitled An Ordinance Levying Taxes for General Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2022, and Ending April 30, 2023, for the City of Palos Hills, Cook County, Illinois.

City Clerk Mulderink assigned number 2022-17 to that proposed Ordinance.

Ald. Lebarre MOVED for PASSGE of Ordinance 2022-17, An Ordinance Levying Taxes for General Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2022, and Ending April 30, 2023, for the City of Palos Hills, Cook County, Illinois. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None MOTION CARRIED

Ald. Lebarre relayed a compliment given by a 3rd ward resident to the Parks and Recreation Commissioner on the great job they’re doing.

Ald. Kleefisch asked what the percentage increase was for the Levy. Mayor Bennett stated that the Levy represents about a one and half percent increase.

F. LEGISLATION & ORDINANCES:

Ald. Donahue MOVED to allow the Public Works department to follow up with the involved residents on Erin Drive in the fourth ward for the dedication of the cul de sac and the possible update of the survey of the cul de sac. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None MOTION CARRIED

G. PARKS:

Ald. Nowak had no report this evening.

GOLF:

Ald. Pasek had no report this evening.

Ald. Nowak MOVED for The City of Palos Hills Municipal Golf Course to apply for a gaming license. SECONDED by Ald. Pasek.

Ald. Lebarre asked why they want to have gambling at the Golf Course.

Ald. Nowak believes it’s a very good idea, and Superintendent Frazier presented the concept to them as the Chairs of Golf.

Ald. Lebarre asked if they’ve exhausted other possibilities such as raising prices, etc. Superintendent Frazier stated that in order to raise the fees we would need to do more improvements.

Ald. Pasek said that if we raise the prices it’ll kill the course.

Ald. Lebarre asked how much revenue is anticipated from the machines.

Ald. Pasek responded somewhere between $20-40k a year.

Mayor Bennett stated that we will now receive an operator’s fee of 30%.

AYE: Pasek, Abed, Nowak, Price, Brachman

NAY: Kleefisch, Stratton, Lebarre

ABSTAIN: O’Connell, Donahue MOTION CARRIED

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch MOVED to deny the request for a front yard fence at 8845 W. 103rd Street with the addendum that if he wishes to plant trees where he wanted the fence then we would agree with that. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell

NAY: None MOTION CARRIED

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: Ald. Stratton announced for the record that there were no Executive Sessions for the past 6 months; therefore there are no Executive Sessions to review.

12) MISCELLANEOUS BUSINESS: Ald. Pasek mentioned the topic from the last meeting regarding landlords and when multi-family buildings are sold. City Attorney Cainkar stated that there is not much that could be done as a non-home rule municipality.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald.Stratton. SECONDED by Ald.Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:20p.m.
