City of Palos Hills City Council met Feb. 2.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 6:56p.m. 

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak 

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES: 

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, January 19, 2023 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: 

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price 

NAY: None MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING: 

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: 

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES  BY ALDERMEN: 

A. BUILDING & LICENSING: 

Ald. Abed presented and read the Building Department report for the month of January 2023 as follows: Total permits 38, total permit fees $13,828.00, total security deposits received $900.00, and total security deposits refunded $25,100.00

B. CITY ADMINISTRATION: 

Ald. Stratton MOVED for consideration of an Ordinance Amending Title 3, Revenue And Finance, Chapter 3.28, Payments To City, Section 3.28.010, Charge For Insufficient Funds – Designated, Of The Palos Hills Municipal Code. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman 

NAY: None 

MOTION CARRIED

City Clerk Mulderink assigned number 2023-1 to that proposed Ordinance. 

After the reading of proposed Ordinance number 2023-1 entitled An Ordinance Amending Title 3, Revenue And Finance, Chapter 3.28, Payments To City, Section 3.28.10, Charge For Insufficient Funds – Designated, Of The Palos Hills Municipal Code, Ald. Stratton MOVED for its PASSAGE of same. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre 

NAY: None 

MOTION CARRIED

C. COMMUNITY RESOURCES: 

Ald. Price announced that there will be an open house for the 2023-2024 Playschool programs on Monday, May 20th from 10:00am-12noon. The Resource and Recreation department is having Breakfast with the Bunny on Saturday, April 1st and a Bunny Bus on Saturday, April 8th; for more information please contact the Community Center. The Resource department will be hosting an AARP driver safety course on Thursday, March 9th and Friday, March 10th at the Palos Hills Community Center, to register please call 708-430-4500.

D. ECONOMIC DEVELOPMENT: 

Ald. O’Connell announced that Cake N’ Bake, and Sertler & Associates have opened in the City and have been issued their business licenses.

E. FINANCE: 

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, February 2, 2023 in the amount of $332,458.21. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue 

NAY: None 

MOTION CARRIED

Ald. Lebarre discussed the property 9747 S. 90th Avenue which has fallen into disrepair, adding that we have no contact information on the owner. Ald. Lebarre would like to have our City Attorney file a lawsuit allowing the City to hire contractors to bring that piece of property up to code. Mayor Bennett stated that we need to notify them in court and give 30 day notice prior to going onto the property.

Ald. Lebarre MOVED to authorize City Attorney Cainkar to obtain a list of violations from the City’s building department and file suit on the property of 9747 S. 90th Avenue. SECONDED by Ald. Price.

Ald. Pasek mentioned his suggestion of getting phone numbers for owners of multi-family buildings. Mayor Bennett stated that the property has been abandoned and the last number on record is not available. After some discussion, City Attorney Cainkar stated he will check on who had paid the last taxes.

Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell 

NAY: None 

MOTION CARRIED

Ald. Lebarre thanked the Building department, the Public Works department, and Jeanine for keeping on top of this property for two years.

F. LEGISLATION & ORDINANCES: 

Ald. Donahue had no report this evening.

G. PARKS: 

Ald. Nowak had no report this evening.

GOLF:

Ald. Pasek reported that the golf course is closed for the winter.

H. PLANNING & ZONING: 

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY: 

Ald. Kleefisch MOVED to authorize City Attorney Cainkar to draft an amendment to Title 9 concerning trespassing. SECONDED by Ald. Nowak.

Ald. Brachman asked for a brief explanation of what would be different. Ald. Kleefisch stated that this is in conjunction with the SAFE-T Act which the state of Illinois passed and made considerable changes in regards to certain laws, and the Police Chief had indicated that this amendment is needed so that we can properly address trespassing situations. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch 

NAY: None 

MOTION CARRIED

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of January 2023 as follows: 63 traffic tickets were issued, 98 parking tickets, 13 misdemeanor complaints and 2 felony complaints, there were no criminal homicides, there were 2 rapes, there were no robberies, there was 1 aggravated assault and battery; there were 6 burglaries, there were 6 thefts, there were 3 motor vehicle thefts, there were no arsons, and our CID Division handled a total of 65 cases.

Ald. Kleefisch reported that we received three checks: one from the Clerk of the Circuit Court of Will County in the amount of $70.00, the second from Carfax in the amount of $95.00, and the last from Consolidated High School District 230 in the amount of $12,311.98.

J. PUBLIC WORKS/SEWER & WATER: 

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: Ald. Pasek asked if credit card payments could be made for P-Ticket court instead of just cash or check. Jeanine responded stating that credit card payments are not accepted at court due to the lack of staff available if there were to be an issue with the system, but we do offer the option for them to come back the Monday following court during normal business hours if they want to pay by credit card.

12) MISCELLANEOUS BUSINESS: None this evening.

13) ADJORNMENT: 

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:17p.m.
