Here are the minutes provided by the council:

1) Call to Order 

The Regular Meeting of the City Council of the City of Blue Island was called to order by Mayor Bilotto at 7:00 p.m. on March 14, 2023.

2) Pledge of Allegiance

Roll Call indicates the following:

4) Presentation of Journal of Proceedings 

Motion by Alderman Johnson, second by Alderman Carr to approve the City Council Minutes from the January 24, 2023 Special Meeting of City Council.

Ayes: Johnson, Rita, McGee, Carr, Roll

Nays:

Absent: Fahrenwald, Montoya

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

Motion by Alderman Roll, second by Alderman Rita to approve the City Council Minutes from the February 28, 2023 Regular Meeting of City Council.

Ayes: Johnson, Rita, McGee, Carr, Roll

Nays: 0

Absent: Fahrenwald, Montoya

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

7) New Business 

a. Louis Tiberi 90th Birthday Proclamation.

Motion by Alderman Johnson, second by Alderman Rita to approve Tiberi's 90th Birthday Proclamation.

Absent: Fahrenwald, Montoya

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

The Mayor indicated Louis Tiberi was born on March 23, 1933, and graduated Blue Island Community High School which is now known as Dwight D. Eisenhower High School. He served in the U.S. Army as an MP at the Korean War. He has three children and six grandchildren. He was an inspector for the City from 1981 to 1985. He served as the Blue Cap School's chairman and played a key role in laying the foundation for Blue Cap's first campus. Additionally, he secured Senator Charles Percy's speech at the groundbreaking. In addition, he served as a mentor for Eisenhower, the Youth Football Club, and the Untouchables. The Mayor and the City sincerely thanked Louis Tiberi for his important and valuable contributions to the City of Blue Island.

a. Motion for Approval of Payroll for March 3, 2023, for $393,801.58 (gross).

Motion by Alderman McGee, second by Alderman Roll to approve Payroll for March 3, 2023, for $393,801.58 (gross).

b. Motion for Approval of Accounts Payable dated March 13, 2023 for $503,767.07.

Motion by Alderman Roll, second by Alderman McGee to approve Accounts Payable for $503,767.07.

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

Alderman Carr asked about Flock Cameras. The Mayor indicated that they were the new license plate readers throughout the City.

c. Resolution No. 2023-006: Resolution of the City of Blue Island, Cook County, Illinois Authorizing the Illinois Municipal League to Collect the 2% Foreign Fire Insurance License Fee For the Foreign Fire Insurance Board of the Blue Island Fire Department.

Motion by Alderman Carr, second by Alderman Johnson for Adoption of Resolution No. 2023-006.

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

d. Resolution No. 2023-007: Resolution of the City of Blue Island, Cook County, Illinois, to Authorize and Approve a Proposal between the City and All-Right Sign Inc. Relating to a Digital Marquee for City Alerts and Events.

Motion by Alderman Roll, second by Alderman McGee for Adoption of Resolution No. 2023-007.

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

e. Mayor's Announcements/Comments.

The Mayor stated that Mai Fest will return this year and that he is looking forward to this wonderful celebration.

9) City Clerk's Announcements/Reports/Comments 

a. City Clerk's Announcements 

City Clerk, Raeann Cantelo-Zylman, invited everyone to attend District 218's Trivia fundraiser on 3/17/23 at Incarnation Church.

City Clerk, Raeann Cantelo-Zylman, told the City Council that the Best of Blue Island Awards Dinner Banquet would be held by the Chamber of Commerce on March 18, 2023, at 6 p.m. at the Lyric Theater.

City Clerk, Raeann Cantelo-Zylman, notified the City Council that the Blue Island American Legion Post 50 will be having their annual "Poppy Days” sale on 5/19 and 5/20.

City Clerk, Raeann Cantelo-Zylman, informed City Council that the Blue Island Park District will host a number of Easter activities. Pizza with the Easter Bunny will take place on March 25, an outdoor flashlight Easter egg search will take place on April 3, and an Easter egg hunt at Memorial Park will take place on April 8.

City Clerk, Raeann Cantelo-Zylman, informed City Council that on 3/29/23 there will be an indoor flashlight egg hunt at Eagles.

City Clerk, Raeann Cantelo-Zylman, invited everyone to attend a free event at the New Pentecostal on York and Western.

City Clerk, Raeann Cantelo-Zylman, suggested that everyone mark their calendars for Mai Fest, which will be held on May 13, 2023 from 12 – 5 pm. And will feature over 90 vendors.

City Clerk, Raeann Cantelo-Zylman, informed the City Council that the Clerk's office is accepting applications until 4/1/23 for Hometown Heroes.

City Clerk, Raeann Cantelo-Zylman, reminded everyone the Community Cleanup will be on April 29, 2023. She noted that the City was currently looking for volunteers and sponsors.

City Clerk, Raeann Cantelo-Zylman, invited everyone to the Flower Sale and Chalk Walk on 5/20/23 and 6/3/23 at York and Western.

City Clerk, Raeann Cantelo-Zylman, thanked Chief Farr, Deputy Chief Schultz, and Officer Jaila Cole-Clark for participating at Veterans Memorial Middle school for Pi day.

City Clerk, Raeann Cantelo-Zylman, read a letter in which a Blue Island citizen thanked Public Works for cleaning city's streets.

10) Treasurer's Report

Treasurer, Jairo Frausto, stated that all of the treasurer reports are available online.

12) City Administrator's Announcements/Reports/Comments 

a. City Administrator's Announcements/Comments 

City Administrator, Thomas Wogan, stated that if the Aldermen would prefer to review a hard copy of the annual appropriation, it was available both online and at the Clerk's office. He noted that there would likely be a few small adjustments prior to the public budget hearing on 3/30/23.

City Administrator, Thomas Wogan, claimed that the city's extremely outdated water meter system occasionally causes issues by reading "0" water reads on properties and charging customers a minimum of two thousand gallons of water. The City was aware of and working on a solution for the complaints relating to the same.

13) Aldermanic Announcements/Reports/Comments

14) Executive Session: Adjourn to Executive Session pursuant to 5 ILCS 120/2(c)(11) to discuss litigation that has been filed and is pending before a court or an administrative tribunal and actions of probable or imminent litigation and to discuss collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees, pursuant to 5 ILCS 120/2(c)(2).
