City of Country Club Hills City Council met Oct. 23.

Here are the minutes provided by the council:

1. CALL TO ORDER - JAMES W. FORD, MAYOR 

A Regular Meeting of the City Council, City of Country Club Hills, Cook County, State of Illinois, was held in the City Hall 4200 W. 183rd Street at 7:02PM. The meeting was called to order by the Honorable Mayor James W. Ford.

1a. PLEDGE OF ALLEGIANCE 

The Pledge of Allegiance was presented by all in attendance and lead by Mayor James W. Ford.

2. ROLL CALL - PATRICIA D. HUTSON, CITY CLERK 

Alderman Lockett, Davis, Edwards, Hutson and City Treasurer Steven Burris. Also in attendance were City Administrator-Carl Estelle and the Administrative Cabinet.

Excused as absent - Alderman Spivey

3. INVOCATION - CLERGY OR DESIGNEE 

An invocation was not presented during this meeting.

4. JOURNAL PROCEEDINGS 

A. Approval - Regular City Councl Meeting Minutes - September 25, 2023

Alderman Lockett moved for City Council approval of Regular Meeting Minutes 09.25.2023. Second, Alderman Edwards. Discussion-None.

ROLL CALL VOTE: 

Ayes: 4 Alderman Lockett, Davis, Edwards and Hutson

Nays:

Abstains: 0

Absent: 1 Alderman Spivey

Motion Declared Carried and Hereby Made a Part of the Original Journal of Proceedings this date. 

5. COMMUNICATIONS AND REPORTS BY MAYOR FORD: 

A. Presentation of 2023 Beautification Awards - Environmental Commission Chairperson - Jennifer Braun-Denton

Environmental Commission Chairperson - Jennifer Braun-Denton presented Beautification Awards to several residents who received awards in 2023.

6. CITY CLERK'S REPORT - PATRICIA D. HUTSON, CITY CLERK 

Clerk Hutson shared information on the upcoming Fall Festival Saturday October 28th

7. CITY COLLECTOR'S REPORT - PATRICIA D. HUTSON, CITY COLLECTOR 

A. City Collector's Report as of September 30, 2023 

Clerk Hutson shared the Collector's information is in the Alderman's packet and if there are any questions to please let her know.

8. CITY TREASURER'S REPORT - STEVEN R. BURRIS, CITY TREASURER 

A. City Treasurer's Report as of September 30, 2023

Treasurer Burris shared the September bank balance was $17,280,123.90. The September Revenues were $1,747,308.09 and the Expenses were $2,271,599.17. Lastly, the current bank balance of $16,755,832.82.

9. COMMITTEE REPORTS: 

Finance, Insurance, & Risk Management - Alderman Lockett, Chairman (Committee Meeting - TBA)

A. Approval - Accounts Payables Vouchers as of October 23, 2023

Alderman Lockett moved for City Council approval of vouchers in the amount of $696,742.84 for 09.25.2023 as funds are available. Second, Alderman Davis. Discussion - None

Nays: 0

Abstains: 0

Alderman Davis shared there was recent work done at the Marycrest Park. He also shared the parking lot will be stripped in the coming days and there was been recent street work completed that was funded by DECO.

Economic Development & Planning, Zoning & Development – Alderman Spivey, Chairman

Education, Parks and Recs-Alderman Edwards, Chairman (Committee Meeting - TBA)

Alderman Edwards asked for a moment of silence for a resident who recently passed away. He also shared he will have an unofficial meeting for the local school districts to see how he can help October 26th at 5:30pm.

10. MOTION TO OPEN THE FLOOR TO THE PUBLIC 

Alderman Edwards moved for City Council approval to open the floor to the public. Second by Alderman Davis. Discussions - None

11. PUBLIC PORTION OF MEETING 

JoAnn Logan, resident, shared her appreciation to the Mayor and the City Council for their assistance on a project.

12. MOTION TO CLOSE FLOOR TO THE PUBLIC 

Alderman Edwards moved for City Council approval to close the floor to the public. Second by Alderman Hutson. Discussions - None

13. ALDERMANIC REPORTS 

Alderman Edwards shared we need people involved in the Parks and Recs Programs. He thanked everyone for their hard work in improving the 1st Ward.

Alderman Lockett shared information on the Fall Festival and the Trunk or Treat scheduled for Saturday October 28th and Sunday October 29th. He also shared FEMA is still accepting applications for basement flooding from June 29th July 2nd.

Alderman Davis thanked all of the department heads for attending and providing resourceful information during the Community Partnership Meetings.

Alderman Hutson thanked everyone for coming out and also thanked the residents and especially those in the 3rd Ward for attending the Community Partnership Meetings along with the department heads for their professionalism. Alderman Hutson then asked Deputy Chief Stegenga to share information on the Smoke Detection Program and the Lock Box Program. Deputy Chief shared the information and shared for more detailed information to contact the Fire Department (708) 798-8488.

Treasurer Burris shared Rich Township is asking for the names of the longest living residents in the Township for a special recognition program. He also shared State Rep Debbie Meyers- Martin is hosting a Halloween Event October 28th from 11-2:30pm.

Alderman Edwards moved for adjournment. Second by Alderman Hutson. Discussion - None
