In 2024, the Blue Island Firefighters Pension Fund was ranked 23rd among the most underfunded police and fire pension systems in Illinois, based on data from the Illinois Department of Insurance (IDOI).

This fund, operating within Illinois’ municipal pension framework, documented $27,630,414 in total pension obligations and an actuarial asset value of $9,138,520.

That results in a funding level of 33.1%, indicating the system fell short by 66.9% of the actuarial assets needed to cover all promised retirement payments.

This asset shortfall led to an unfunded liability of about $18,491,894 for the pension plan.

The Illinois Department of Insurance compiles and releases figures on local police and fire pensions, which are financially supported by residents in their respective cities.

As of 2024, there were 300 fire and 363 police pension funds reported in Illinois. Certain municipalities operate both, while others participate in only one.

Some Illinois municipalities reported no outstanding pension liabilities for either police or fire funds in 2024. These 64 municipalities were not included in the rankings.

Pension obligations for police and firefighters, or “pension benefits,” represent deferred earnings. Elected officials pledge to provide retirement benefits to public safety staff, but often without consistent full contributions from employees or taxpayers. The resulting gap increases pension debt over time, shifting responsibility onto subsequent residents. Municipalities contribute significant annual payments, mostly raised from property taxes, according to IDOI’s data.

Across the state, Illinois police and fire funds averaged a 65.1% funding ratio in 2024, underlining extensive shortfalls in the local public safety retirement network.

Glencoe Firefighters Pension Fund recorded the lowest funding ratio statewide at 0.9%.

Savoy Firefighters Pension Fund had the highest funding level, with a ratio of 797.7% and actuarial funding of $149,803, greatly exceeding its liabilities.

Statewide pension debt in Illinois rose by $1.5 billion in 2024, reaching a total of $143.7 billion, according to a Commission on Government Forecasting and Accountability report. This marked the third annual increase in a row, putting the total just shy of the 20-year peak of $144.2 billion seen in 2020.

A Public Pension Division report from the State Department of Insurance showed that in 2024, suburban and downstate Illinois pension plans held $12.1 billion in unfunded actuarial obligations, with an overall funding ratio of 49.18%. That left them with less than half the assets needed for all promised benefits.

In 2024, Illinois dedicated the largest share of state GDP to unfunded pension debt, nearly 20%, according to research by the Equable Institute.

The Illinois Policy Institute, a nonpartisan research group, reported that this trend is contributing to an increasing taxpayer burden. State taxpayer contributions to public pensions grew from $614 million in fiscal 1996 to $11.2 billion for fiscal 2025.
