City of Hometown Finance Committee met March 3

Here are the minutes provided by the committee:

Call to Roll Call: The Finance Committee meeting of the City Council of the City of Hometown was called to order by Mayor Frank Finnegan on Tuesday, March 3, 2026 at 7:00 P.M.

Roll call indicated that the following committee members were present:

Aldermen Reynolds and Weber

Absent: Alderman Forney

Quorum present

Also present was Alderman Dolan

Treasurer Roti stated we will go over the expenditures. The first several are pretty much the same. I don’t budget gas per gallon; I go by what we spend on 3 or more vehicles. We will get a better idea with the February numbers. I will move telephone costs from services to Telephone costs. We will be billing the library for their phone services as they have just switched to combine theirs with our phone bill. Clerk Walker said I currently have only one quote from one insurance company; I am waiting on one more. One company already said no. Sal said The Veteran’s Memorial account was higher due to the accident that happened there. Clerk Walker explained she budgeted in the Anniversary account to for the 250th Anniversary of the United States celebration. Sal said I corrected the Treasurers’ salary as I had the wrong amount in there. The Mayor’s budget is the same, as well as zoning. Public Health is pretty much the same. The Police Department, Public Works, and Building are still working on theirs. We get a discount for the liability insurance if we pay in full. I left the audit account the same as last year. Library will be billed separately. With hiring more full-time officers, IMRF is getting close to what was budgeted for last year. Parks and Rec is based on the levy. Corporate gets the money and pays Park and Rec. I am waiting on the Park Board for their budget. For water, the biggest expense is postage. I need to add the sewer project. On to the Library, they approved a $1.00 raise across the board. It is in the budget, need to retain employees. Audit fees were added to services. They receive grants to help with equipment. They have to spend it when they get it. The difference between the budget and what they get per the levy needs to come from their checking account.

The next meeting is March 10 after the council meeting. We will go over Public Works, building and Rec. The Police Department needs to be separate. I will highlight the budgets I am worried about for the next meeting. Mark, I will carry over what you didn’t spend for the red dump truck. Revenue is going down so we will not have a big leeway. Keep that in mind.
