City of Palos Heights Zoning Board of Appeals met Feb. 11

Call to Order

The public hearing conducted by the Zoning Board of Appeals was called to order by Acting Chairman John Hanley on February 11, 2026 at 6:09 p.m. at the City of Palos Heights City Hall Council Chambers.

Roll Call

The following board members were present: Robert Starzyk, Declan Binninger, John Hanley, Jack Shanahan. Absent: Todd Probasco, Thomas Gregory Jim Hughes. Also present: Assistant City Administrator Aimee Ingalls

Approval of Minutes

Commissioner Hanley moved to approve the minutes from the December 23, 2025, meeting as presented, seconded by Commissioner Starzyk. On a voice vote, the motion passed unanimously.

4(a) DOCKET 2026-UP-01: A petition filed by Ali Karaja

Motion: Recommend approval to allow a barbershop to operate as a special use within the premises located at 13405 S. Ridgeland Avenue, Palos Heights, IL and contained within the following PIN: 24-32-300-039-0000.

Presentation by Petitioner / ZBA Discussion / Q&A: Petitioner has been a professional barber for about 6 years and has worked at another shop. He is starting his own shop and is brining is client base with him. He will have 6 chairs and start with 3 barbers to get started. He will sell hair care products. In his presentation, Mr. Karaja stated there will be no outside activity, no loud music, they will comply with all codes and requirements. Hours of operation are M-F 9am to 9pm and Saturday and Sunday from 9am to 6pm.

The motion was made by Commissioner Starzyk and seconded by Commissioner Shannahan. passed unanimously.

Public Comment: None.

New Business

Ingalls reviewed outcome of previous cases and gave a brief update on Pete’s, Trinity and Culvers.

Adjourn

There being no further business, Commissioner Starzyk moved to adjourn the meeting, seconded by Commissioner Binninger. All in favor. Meeting adjourned at 6:30 p.m.
