City of Palos Hills City Council met April 21.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:02p.m. 

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak 

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES: 

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, April 7, 2022 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: 

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price 

NAY: None 

MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING: 

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

Mayor Bennett honored and recognized retired Police Lieutenant Mike Collins, and reflected on his 22 year career with the City of Palos Hills.

At this time Mayor Bennett administered the Oath of Office to both Luis Lara and Michael Skrobot to the Office of Patrol Officers.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: 

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: Mayor Bennett stated that he had announced the appointment of our new City Attorney who will be fully appointed at the next City Council meeting.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES  BY ALDERMEN: 

A. BUILDING & LICENSING: 

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION: 

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES: 

Ald. Price announced that in April of 1989 the City of Palos Hills proclaimed that the month of May would be known in Palos Hills as “Town Spruce Up & Citizenship Month”. May is the perfect month to plant flowers, trees, and bushes, pull weeds and tidy up your yards. Also, if you see trash in right-of-ways, on the side of the road, or in parks you can help by picking up litter and throwing it away. Let’s help keep our City looking beautiful.

D. ECONOMIC DEVELOPMENT: 

Ald. O’Connell announced that Park And Field Apres at 10331 S. Roberts Road has been granted their business license and will officially be opening to the public this Saturday, April 23rd and will be open from 3:00pm-10:00pm, and will be revisiting their hours schedule in the near future.

E. FINANCE: 

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, April 21, 2022 in the amount of $363,472.30. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted: 

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman 

NAY: None

Ald. Lebarre announced that the Budget hearings were concluded this evening, and will be moving to adopt the 2022/2023 Budget next meeting.

Ald. Lebarre reminded all that today is the 55th anniversary of the tornado that struck Palos Hills and Oak Lawn. Mayor Bennett stated that the 1967 tornado began in Palos Hills at 95th Street and 89th Avenue before coming down the hill and into Oak Lawn.

F. LEGISLATION & ORDINANCES: 

Ald. Donahue MOVED for consideration of an Ordinance Amending Section 15.30.030 Of Chapter 15.30 Of The Palos Hills Municipal Code. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre 

NAY: None

City Clerk Mulderink assigned number 2022-5 to that proposed Ordinance.

Ald. Lebarre MOVED to waive the reading of proposed Ordinance 2022-5. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: O’Connell, Abed, Price, Brachman, Lebarre, Donahue

NAY: Kleefisch, Stratton, Pasek, Nowak

Ald. Donahue MOVED for PASSAGE of Ordinance 2022-5, An Ordinance Amending Section 15.30.030 Of Chapter 15.30 Of The Palos Hills Municipal Code. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell

G. PARKS: 

Ald. Nowak reported that the Resource and Recreation Department is teaming up with Green Hills Public Library District to provide free programming at Bennett Park. For more information please refer to your 2022 Summer Recreation brochure, or visit Greenhillslibrary.org, pre-registration is required on the library website.

GOLF:

Ald. Pasek announced that the Golf course is now open, and complimented Superintendent Frazier for a job well done.

H. PLANNING & ZONING: 

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY: 

Ald. Kleefisch MOVED for consideration of An Ordinance Amending Sections 10.50.110 And 10.50.120 Of The City Of Palos Hills Municipal Code. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch 

NAY: None 

MOTION CARRIED

City Clerk Mulderink assigned number 2022-6 to that proposed Ordinance.

After the reading of proposed Ordinance number 2022-6 entitled An Ordinance Amending Sections 10.50.110 And 10.50.120 Of The City Of Palos Hills Municipal Code Ald. Kleefisch MOVED for its PASSAGE of same. SECONDED by Ald. Stratton.

Ald. Pasek asked for clarification on collection charges.

Mayor Bennett explained that there is always a fee for collecting, and the firm that we are hiring will be taking in 19% versus the 28% that the prior company charged. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton 

NAY: None

Upon request of Ald. Kleefisch, City Clerk Mulderink assigned Resolution number 659 to A Resolution Authorizing The City Of Palos Hills To Appoint A Firm To Collect Delinquent Accounts.

After the reading of Resolution 659, Ald. Kleefisch MOVED for ADOPTION of same. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek 

NAY: None 

MOTION CARRIED

Ald. Kleefisch stated that he distributed a copy of the letter he is proposing to send to all of the businesses in Palos Hills; the letter compliments all those businesses in town who have taken exceptional care of their business, and the second portion reminds those business owners who aren’t taking good care to please pay more attention to policing your properties and following our City Ordinances in regards to maintenance.

Ald. Kleefisch MOVED to have this letter duplicated on City letterhead, signed by Ald. Kleefisch as Chairman of Public Safety and Beautification as well as Ald. O’Connell as Chairman of Economic Development. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed 

NAY: None 

MOTION CARRIED

J. PUBLIC WORKS/SEWER & WATER: 

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: No report this evening.

11) UNFINISHED BUSINESS: No report this evening.

12) MISCELLANEOUS BUSINESS: Ald. Lebarre reported that the Field of Honor is moving forward with an e-commerce site where people can go to and purchase flags.

Ald. Kleefisch asked if there has been any more discussion concerning the berm on 108th and Roberts Road. Mayor Bennett stated that they are looking to augment the soil there in order for the berm to be possible.

13) ADJORNMENT: 

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald.Stratton. SECONDED by Ald.Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:28p.m.
