City of Palos Hills City Council met Feb. 5

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Lebarre, Donahue, O’Connell, Kleefisch, Frankowicz, Abed, Krasowski

ABSENT: Brachman, Stratton

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, January 15, 2026 as presented. SECONDED by Ald. Abed. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Frankowicz, Abed, Krasowski, Price

NAY: None

ABSENT: Brachman, Stratton MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

Ald. Abed presented and read the monthly building report for the month of January 2026: total permits issued 39; total permit fees $9,771.71, total security deposits received $0; total security deposits refunded $0.

Ald. Abed MOVED for consideration of An Ordinance Amending Title 8, Health and Safety, Chapter 8.48, Property Maintenance Standards, Article VII, Vehicles, Section 8.48.620, Parking – Residential District, and Section 8.48.635, Parking Lot Maintenance, of the Palos Hills Municipal Code.

SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Frankowicz, Abed, Krasowski, Price

NAY: None

ABSENT: Stratton, Brachman MOTION CARRIED

City Clerk Nowak-Hayes assigned number 2026-2 to that proposed Ordinance.

Ald. Frankowicz MOVED to waive the reading of proposed Ordinance 2026-2. SECONDED by

Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Frankowicz, Abed, Krasowski, Price, Lebarre

NAY: None

ABSENT: Stratton, Brachman MOTION CARRIED

Ald. Abed MOVED for PASSAGE of Ordinance 2026-2, An Ordinance Amending Title 8, Health and Safety, Chapter 8.48, Property Maintenance Standards, Article VII, Vehicles, Section 8.48.620, Parking – Residential District, and Section 8.48.635, Parking Lot Maintenance, of the Palos Hills Municipal Code. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Frankowicz, Abed, Krasowski, Price, Lebarre, Donahue

B. CITY ADMINISTRATION:

In the absence of Ald. Stratton there was no report this evening.

C. COMMUNITY RESOURCES/PARKS:

Ald. Price announced that the Resource department will be hosting Pizza and Trivia night on Friday, February 13th.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell had no report this evening.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, February 5, 2026 in the amount of $399,732.12. SECONDED by Ald. Donahue. Upon roll call the following Ald. voted:

AYE: Kleefisch, Frankowicz, Abed, Krasowski, Price, Lebarre, Donahue, O’Connell

NAY: None

ABSENT: Stratton, Brachman MOTION CARRIED

Ald. Lebarre reported that he and Ald. Frankowicz were approached by a couple of members of the Horsemen’s Association with concerns of the public not picking up after their horses.

Commissioner Oeffling is looking into a service that Republic may be able to provide where the horse owners would be responsible.

Ald. Lebarre announced that the Fishing Derby will take place on June 6th. Mayor Bennett added that the annual Picnic in the Park is taking place that day as well.

F. LEGISLATION & ORDINANCES:

Ald. Frankowicz had no report this evening.

G. GOLF:

Ald. Donahue had no report this evening.

H. PLANNING & ZONING:

Ald. Krasowski MOVED to set the date for a Plan Commission hearing for Monday, February 23, 2026 at 7:00pm for the consideration of a Special Use drive-thru to be added to a future new construction coffee shop located at 10915 Southwest Highway. SECONDED by Ald. Abed. Upon roll call the following Ald. voted:

AYE: Frankowicz, Abed, Krasowski, Price, Lebarre, Donahue, O’Connell, Kleefisch

NAY: None

ABSENT: Stratton, Brachman MOTION CARRIED

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of January 2026 as follows: 141 traffic tickets were issued, 81 parking tickets, 10 misdemeanor complaints and 8 felony complaints, there was 1 aggravated assault, 3 simple assaults, 1 intimidation, there was 1 robbery, there were 2 larcenies, there were 2 frauds, there were 2 identity thefts, and 5 destruction/damage/vandalism, there was 1 drug/narcotic violation, 1 pornography/obscene materials violation, 1 weapons violation, there were 5 driving under the influence, and 5 all other offenses, and our CID Division handled a total of 23 cases.

Ald. Kleefisch reported that a check was received from Consolidated High School District 230 in the amount of $15,001.43, and a check from Lexis Nexis in the amount of $430.00.

Ald. Kleefisch read a letter from Willowbrook’s Police Chief Kasper thanking Police Chief Cucio for allowing Detective Sows to participate in their ‘Shop with a Cop’ event. Detective Sows represented the Palos Hills Police department professionally and helped make the experience meaningful for the children and families involved. Willowbrook Police department is grateful for the continued partnership and supportive community-focused initiatives. Chief Kasper extended appreciation to Detective Sows for his time, commitment, and positive engagement.

J. PUBLIC WORKS/SEWER & WATER:

In the absence of Ald. Brachman, Ald. Kleefisch stated that at the next meeting there will be a Resolution for approving a grant application for the 2026 Cook County Community Development Block Program which involves the resurfacing project of Terry Drive, 105th Street, and 102nd Street.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: None this evening.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Price.

SECONDED by Ald.Donahue. By voice vote, all voted AYE.
