Lansing Firefighters Pension Fund ranks 130th in Illinois for underfunded status, holding 54.3% of promised benefits in 2024

The Lansing Firefighters Pension Fund stood at 130th place among the most underfunded police and fire pension systems in Illinois for 2024, data from the Illinois Department of Insurance (IDOI) shows.

Operating within the Village or Township pension framework in Illinois, the fund disclosed $36,871,038 in total pension liabilities with an actuarial asset value of $20,037,083.

This resulted in a 54.3% funding ratio, leaving the fund 45.7% below the actuarial assets needed to fulfill all promised retirement benefits.

The assets-to-liabilities difference led to an unfunded liability totaling about $16,833,955 for the pension system.

The Illinois Department of Insurance compiles and provides data on local police and fire pensions, which are financially supported by residents of each municipality.

As of 2024, the state included 300 fire and 363 police pension funds. While some municipalities manage both types of funds, others oversee only one.

Some municipalities have no pension debt. In 2024, 64 municipalities reported that they had no outstanding police or fire pension liabilities and, as a result, were not ranked.

Known as “pension benefits,” police and fire pension obligations function as deferred compensation. Municipal officials commit to paying retirement benefits to public safety workers even if not enough contributions are secured from employees or taxpayers, creating funding shortfalls for municipalities and shifting the burden to future residents. To keep pension systems running, cities make yearly contributions—mainly paid with property tax revenue—outlined in data tracked by the IDOI.

Statewide, Illinois police and fire pension funds showed an average funding ratio of 65.1% in 2024, underscoring substantial gaps across many local public safety retirement accounts.

The Illinois pension fund with the lowest funding ratio was the Glencoe Firefighters Pension Fund at 0.9%.

Savoy Firefighters Pension Fund led as the best funded system, with its actuarial funding valued at $149,803 and a funding ratio of 797.7%, which surpassed its obligations.

Illinois’ total statewide pension debt grew by $1.5 billion in 2024 and reached $143.7 billion, as reported by the Commission on Government Forecasting and Accountability. This marked the third straight annual increase, putting the debt just shy of the 20-year peak of $144.2 billion from 2020.

Analysis from the State Department of Insurance Public Pension Division revealed that suburban and downstate pension funds in Illinois registered $12.1 billion in unfunded actuarial liabilities in 2024, with a combined funding ratio of 49.18%, i.e., more than half the necessary assets to cover accrued retirement obligations were lacking.

A 2024 study by the Equable Institute reported that Illinois dedicated the highest portion of state GDP to unfunded pension liabilities, almost 20%.

The Illinois Policy Institute, identified as a nonpartisan think tank, contends that this is increasing the tax burden on residents. It notes taxpayer contributions to Illinois state pension systems grew from $614 million in fiscal year 1996 to $11.2 billion for fiscal year 2025.
