The Posen Village President and Board of Trustees met Jan. 10 to approve an accountant for the retirement fund.

MINUTES OF A REGULAR MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF POSEN HELD TUESDAY, JANUARY 10, 2017 AT 6:30 P.M. IN THE POSEN MUNICIPAL BUILDING
CALL TO ORDER
President Donald W. Schupek called the Regular Meeting to order for Tuesday, January 10th, 2017 at 6:30 P.M. in the Posen Municipal Building, 2440 W. Walter Zimny Drive, Posen, Illinois 60469.
ROLL CALL
Upon the Call of the Roll by Clerk Grabowski, President Schupek, Trustees Schnering, Niemeyer, Casillas, and Klapkowski were present. Absent were Trustees Torres and Hulsey. Also in attendance were Village Attorney Peter Murphy, Police Chief Doug Hoglund, Fire Chief Kevin Szewczyk, Public Works Director Jason Rhein and Accountant Linda Arvia.
PLEDGE OF ALLEGIANCE
President Schupek led the Village Board and attending public in the recitation of the Pledge of Allegiance.
RECORD OF THE PROCEEDINGS
President Schupek announced that since we did not have a full Board that attended our last meeting in December, we cannot vote on the Regular Meeting and Executive Session Minutes. They will be voted on at the next Regular Meeting.
President Schupek wants to appoint Virginia McGann as Village Treasurer.
He said that Virginia has a Value Management Company which is a consulting company. She was recommended by our financial advisor, Kane, McKenna & Associates, so he would like to make the appointment of Virginia McGann as our Village Treasurer.
President Schupek called for a motion to approve the appointment of Virginia McGann. Trustee Casillas moved, seconded by Trustee Klapkowski to approve the appointment. All Trustees voted Aye: motion was approved.

FINANCE & ADMINISTRATION – Chairman D. J. Schnering
President Schupek called for a motion to approve Warrant #17-16/17. Trustee Schnering moved, seconded by Trustee Niemeyer to approve Warrant #17-16/17. All Trustees Voted Aye: motion was approved.
Trustee Schnering directed the Clerk to read Resolution #2017-01 Designating Holidays- Personal Leave Time, Vacations and Election Days Off for all full Time Employees of the Village of Posen Other than those Affected by the Police Collective Bargaining Contract for the Calendar Year 2017.
President Schupek called for a motion to approve Resolution #2017-01. Trustee Schnering moved, seconded by Trustee Niemeyer to approve Resolution #2017-01. All Trustees Voted Aye: motion was approved.
Trustee Schnering directed the Clerk to open the bid for the sale of Village Residential Property located at 14407-09 Palmer Avenue.
President Schupek announced the bid was received from Terry Sullivan of Premier Builders for $10,000.00 which will be taken under consideration.
Trustee Schnering announced the Village Offices will be closed on Monday, January 16, 2017 honoring Martin Luther King, Jr. Regular office hours will resume on Tuesday, January 17 at 9:00 A.M.
Trustee Schnering directed the Clerk to read Resolution #2017-02, Appointing Linda M. Arvia as the Village of Posen’s Authorized Agent for the Illinois Municipal Retirement Fund.
Attorney Murphy announced that since the previous Agent, Angelito Alzona, has retired, Linda Arvia was hired as the Accountant for the Village of Posen, she would be the appropriate Agent for this Retirement Fund.
Trustee Casillas moved, seconded by Trustee Klapkowski to accept Resolution #2017-02 approving Linda Arvia as the Illinois Municipal Retirement Fund. All Trustees Voted Aye: motion was approved.
COMMUNITY HEALTH & DEVELOPMENT – Chairman A.C. Hulsey
There was no report due to the absence of Trustee Hulsey.
PUBLIC WORKS – Chairman J.S. Casillas
Trustee Casillas gave the following Public Works Department Report for December:

Police Chief Doug Hoglund gave the following Monthly Report – December 2016:
MAJOR CASES
On December 1st, 2016 members of the police department responded to a call at 14916 Richmond. Officers found two victims who had been stabbed. The investigation revealed the son had stabbed his mother then himself. Both mother and son died of their wounds. (Murder/Suicide)
On December 8th, 2016 members of the police department located an accident at 14338 Harrison. A vehicle traveling at a high rate of speed had struck several parked vehicles. Four occupants of the vehicle were ejected resulting in the death of three young women and seriously injuring a fourth. The driver Wesley T. Rodgers was charged with multiple counts of Aggravated Driving under the Influence of Alcohol.
In both cases the members of the police and fire departments should be commended for their professionalism in the handling of these very complex tragedies.
On December 22nd, 2016 the victim reported the vehicle he was driving was taken from him at gun point by an unknown male black offender (Aggravated Vehicular Hijacking). The victim’s family posted on social media that the Posen police department wasn’t doing our job in attempting to locate the offender. The investigation revealed the victim left the vehicle running outside the gas station and a male black offender entered the vehicle and drove away. The victim advised he was embarrassed so he told the reporting officers the vehicle was taken at gun point. No charges were filed against the victim Robert M. Luth for filing a false police report at this time.
On December 24th, 2016 an employee of the Clark gas station removed approximately $1,000.00 from the cash register and then left work. The offender’s family has made restitution to the owners of the Clark station. No charges will be filed.

Trustee Niemeyer gave the following Community Center Receipts Report for December 2016:

Trustee Niemeyer announced the Posen Community Center Calendar for January 2017 is posted on the bulletin board in the lobby.

A member of our Posen Beautification Program mentioned the Christmas decorations at the “Welcome to Posen” sign.
The same member asked for volunteers for the Posen Beautification Program.
