City of Hometown City Council met September 11.

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, September 11, 2018 at 8:00 p.m.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Kurysz

Roll Call: Roll call indicated that the following were present: Aldermen Reynolds, Kurysz, Smith, Walsh, Barnhouse, Zak and Banasiak.

Absent: Aldermen Grochowski, Finnegan and Touchie.

Also present: Michael Cainkar, City Attorney, Mike Ringbauer, Director of Public Health and Safety, Mark Trlak, Director of Public Works and James Forbes, Building Commissioner.

Press: Kelly White, Hometown Hi-Lites.

Journal August 28, 2018: Moved by Alderman Reynolds, seconded by Alderman Barnhouse to approve as published the Journal of August 28, 2018 Regular City Council Meeting. Roll Call Indicated:

Ayes: (6) Aldermen Kurysz, Zak, Reynolds, Smith, Barnhouse And Walsh.

Nays: (0)

Absent: (3) Aldermen Finnegan, Grochowski And Touchie.

Abstension: (1) Alderman Banasiak.

Motion Declared Carried

Reports And Communications:

Office of the Mayor:

Mayor Casey stated he wanted to appoint Cathy Casey to the vacant seat on the Park Board. Cathy has been at every event for years now volunteering and she has many new fresh ideas. She will be a nice addition to the Park Board.

Moved by Alderman Walsh, seconded by Alderman Kurysz to approve the appointment of Cathy Casey to the Park Board. Roll Call Indicated:

Ayes: (7) Aldermen Kurysz, Zak, Reynolds, Smith, Barnhouse, Banasiak And Walsh.

Nays: (0)

Absent: (3) Aldermen Finnegan, Grochowski And Touchie.

Office of the City Clerk:

Clerk Hacker reported that her office received notification from the Department of Revenue that the Sales Tax collected in the month of June 2018 was in the amount of $20,423.52. The amount collected in the month of June 2017 was in the amount of $16,785.08.

Clerk Hacker reported that her office received notification from the Department of Transportation that the MFT collected in the month of June 2018 was in the amount of $9,858.89. The amount collected in the month of June 2017 was in the amount of $10,052.71.

Clerk Hacker stated her office received a request from the Girl Scouts of Greater Chicago to conduct their Fall Product order taking from October 1-21, 2018 with delivery before Thanksgiving and their door to door cookie sale January 1-21 with delivery in February and Cookie Booths February- May.

Girl Scout Request: Moved by Alderman Zak, seconded by Alderman Kurysz to approve the request of the Girl Scouts of Greater Chicago. Voice Vote Indicated: 7 Ayes 0 Nays

Office of the Treasurer:

Treasurer Roti, absent. Clerk Hacker stated everyone should have copies of the two reports generated by the City Treasurer’s office and if you have any questions he can be reached by email or phone.

Reports From City Appointed Official:

City Attorney: Michael Cainkar, City Attorney had no report.

Police: Louis Dominguez, Chief of Police reported there were 304 Complaints, 366 P Tickets issued, 73 State tickets issued and 11 Local Ordinance Tickets issued. Chief Dominguez reported the officers have become very pro-active and in recent weeks have apprehended subjects that were armed and wanted.

Public Works: Mark Trlak, Director stated they are doing routine tasks. IDOT was out trimming trees on Southwest highway after we had a few branches come down.

Building Dept.: James Forbes, Building Commissioner reported the Cell Tower permits have been issued.

Public Health & Safety: Mike Ringbauer, Director of Public Health and Safety reported that he issued 6 tickets last month.

Reports From Standing Committees Finance Committee:

Accounts Moved by Alderman Banasiak seconded by Alderman Smith to approve for payment the Payable accounts payable vouchers in the amount of $164,032.26 and payroll vouchers in the and amount of $56,956.29 for a total expenditure of $220,988.55. Payroll (List of vouchers marked “EXHIBIT A” attached to and made a part of this Journal) September Roll Call Indicated: 11, 2018:

Ayes: (7) Aldermen Banasiak, Barnhouse, Reynolds, Walsh, Zak, Smith And Kurysz

Nays: (0)

Absent: (3) Aldermen Finnegan, Grochowski And Touchie

Alderman Banasiak acknowledged receipt of the Treasurer’s Report and the Clerk Collector’s report.

Streets, Sidewalks And Municipal Building Committee:

Alderman Glen Zak, Chairman had no report.

Water And Sewer Committee:

Alderman Smith, Chairman had no report..

Parks And Recreation Committee:

Alderman Robert Reynolds, Chairman stated the September meeting was postponed until tomorrow night at 8:00 p.m.

Building Committee:

Alderman Barnhouse, Chairman gave the August Building Report.

License Committee: Alderman Donna Grochowski, Chairman was absent.

Code And Ordinance Committee: Alderman Bob Reynolds, Chairman had no report.

Insurance Committee: Alderman Rick Banasiak, Chairman had no report.

Public Health And Safety Committee: Alderman Luci Kurysz, Chairman had no report.

Police Committee: Alderman Finnegan, Chairman was absent.

Reports From Special Committees

Library: Alderman Grochowski absent. Library Board member present reported the book sale is September 21st and September 22nd.

Legislation: Alderman Spencer Touchie, Chairman was absent.

Fire Department: Alderman Daniel Walsh gave the stats for August.

Personnel Review: Mayor Kevin Casey, Chairman had no report.

Presentation Of Petitions, Communications Resolutions, Orders And Ordinances By Aldermen:

None

Special Events: Alderman Grochowski was absent.

Health, Welfare & Community Awareness: Alderman Grochowski was absent. Clerk Hacker reported that Walgreen’s will be at City Hall October 22nd giving Flu Shots from Noon to 2 p.m.

Unfinished Business: Clerk Hacker reminded everyone that the Hometown Community Chest Queen of Hearts drawing will be on Friday and they are hoping the pot reaches 10k by the drawing, come out and support the Community Chest.

New Business: Mayor Casey stated there have been people showing interest in some of our properties so hopefully we will see some movement soon. One of the questions asked of us is regarding TIF’s, since we are not Home Rule we have no incentives to offer.

Adjournment: Motion made by Alderman Reynolds, seconded by Alderman Smith to adjourn the regular meeting of the Hometown City Council.
