Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, November 13, 2018 at 8:00 P.M.
Pledge of Allegiance:
The Pledge of Allegiance was led by Alderman Zak.
Roll Call:
Roll call indicated that the following were present: Aldermen Kurysz, Smith, Walsh, Grochowski, Touchie, Barnhouse, Zak, Finnegan and Reynolds. Absent: Alderman Banasiak.
Also present: Michael Cainkar, City Attorney, Louis Dominguez, Chief of Police, Mike Ringbauer, Director of Public Health and Safety, Mark Trlak, Director of Public Works and James Forbes, Building Commissioner.

Office of the Mayor:
Mayor Casey stated everyone should have a packet on the proposal for a new business, everything is going along on this nicely. They are shovel ready once all the paperwork is completed. Mayor Casey stated he attended the VFW event, dinner for the Blind Vets, they fed 21 vets. It was a very nice event. The Leaf Raking went well, luckily Gary Scheckel did the majority of the houses days before due to the weather turning cold. Mayor Casey stated he a few kids needing community service hours did the remaining houses.
Office of the City Clerk:
Clerk Hacker reported that her office received notification from the Department of Revenue that the Sales Tax collected in the month of August 2018 was in the amount of $20,675.77. The amount collected in the month of August 2017 was in the amount of $15,856.46.
Clerk Hacker reported that her office received notification from the Department of Transportation that the MFT collected in the month of August 2018 was in the amount of $7,941.42. The amount collected in the month of August 2017 was in the amount of $8,393.15.
Office of the Treasurer:
Treasurer Roti stated everyone should have copies of the reports generated from his office, the Investment Portfolio and the Treasurer’s report. We will be passing the Tax levy at the first meeting in December.
City Attorney: Michael Cainkar, City Attorney had no report.
Police: Louis Dominguez, Chief of Police reported there were 192 Complaints, 260 P Tickets issued, 43 State tickets issued and 10 Local Ordinance Tickets issued.
REPORTS FROM CITY APPOINTED OFFICIAL
Public Works: Mark Trlak, Director stated the additional Branch Pick-up went well. The sidewalk program was completed after Halloween, they cut four trees down and have a couple more catch basin repairs to do before the weather gets too cold.
Public Works: James Forbes, Building Commissioner had no report.
Building Dept.: James Forbes, Building Commissioner had no report.
Public Health & Safety: Mike Ringbauer, Director of Public Health and Safety reported that he issued 5 tickets last month.
REPORTS FROM STANDING COMMITTEES FINANCE COMMITTEE
Accounts Payable and Payroll November 13, 2018: Moved by Alderman Touchie seconded by Alderman Zak to approve for payment the accounts payable vouchers in the amount of $29,519.23 and payroll vouchers in the amount of $57,477.06 for a total expenditure of $87,096.29.

WATER AND SEWER COMMITTEE
Alderman Smith, Chairman had no report.
PARKS AND RECREATION COMMITTEE
Alderman Smith, Chairman, Zoo Lights Bus Trip December 1 with the bus leaving the Shopping Center at 4:30 p.m. and leaving the Zoo at 9:00 p.m. to return. There will be a Tree Trimming Extravaganza at the Gazebo in Mayor’s Park on Sunday, December 2 at 2:00 p.m. and the lighting will be at 4:00 p.m.
BUILDING COMMITTEE
Alderman Barnhouse, Chairman notified the City Council that there will be a Building Board of Appeals hearing on Wednesday, November 21, 2018 at 7:00 p.m. at the request of Pedro Martinez of 8922 S. Pulaski due to the denial of his request to keep the color shingles he recently put on his house. Chairman Barnhouse gave the October Building Report. Mayor Casey stated he has two open positions on the Zoning Board, if anyone knows of someone, please forward the names to his office.
LICENSE COMMITTEE: Alderman Donna Grochowski, Chairman had no report.
CODE AND ORDINANCE COMMITTEE: Alderman Bob Reynolds, Chairman had no report.
INSURANCE COMMITTEE: Alderman Rick Banasiak, Chairman had no report.
PUBLIC HEALTH AND SAFETY COMMITTEE: Alderman Luci Kurysz, Chairman had no report.

Library: Alderman Grochowski stated the Library is working on the per capita grant. The circulation for October 2017 was 666 for 2018 was 573. The Library is having a Craft Day November 19 at 1:30 p.m. and again at 5:30 p. m.
Legislation: Alderman Spencer Touchie, Chairman reported that the Veto sessions started today and is the first scheduled day of the General Assembly’s fall veto session lasting until November 15th and then they are expected back on November 27 for their final veto session. The IML has bills posted on their website and what they will mean to municipalities if vetoed.
Fire Department Alderman Rick Banasiak, absent.
Personnel Review: Mayor Kevin Casey, Chairman had no report.
PRESENTATION OF PETITIONS, COMMUNICATIONS RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN
RES. No. 7-2018: Moved by alderman Touchie, seconded by Alderman Kurysz to approve Resolution 7-2018 a Resolution Appropriating $43,000.00 in MFT funds for the improvement of 87th Place from Kostner to Keeler.
