CALL TO ORDER

The regular meeting of the City Council of the City of Blue Island was called to order by Mayor Vargas at 7:00p.m. on March 12, 2019.

PLEDGE OF ALLEGIANCE

Roll Call indicates the following:

Present: 10 Hawley, Ostling, Thompson, Carr, Pittman, Slattery, Poulos, Johnson, Frausto, Bilotto

Absent: 4 Donahue, Fahrenwald, Vieyra, Rita

Present Also:

Randy Heuser, City Clerk 

Carmine Bilotto, City Treasurer 

Cary Horvath, City Attorney

JOURNAL OF PROCEEDINGS

Motion by Ald. Carr, second by Ald. Thompson to approve the City Council Minutes from February 26, 2019.

Ayes: 10 Hawley, Ostling, Thompson, Carr, Pittman, Slattery, Poulos, Johnson, Frausto, Bilotto. 

Nays: 0

Absent: 4 Donahue, Fahrenwald, Vieyra, Rita

Abstain: 0

There being Ten (10) Affirmative Votes, the Mayor declared the motion carried.

Carol DiPace-Greene stated her concerns regarding the appropriations. She asked that the council table the ordinance until they have all the critical information needed to vote in the best interest of Blue Island and its constituents.

Sara Brown shared information about upcoming events including: Best of Blue Island Awards on March 30h, Lunch and Learn Event on April 11th, Dragon Boat Festival on June 1st, Golf Outing on June 5th, and the Drivin' the Dixie on June 15th which will end in Blue Island.

Motion by Ald. Ostling, second by Ald. Carr to approve the Monthly Treasurer's report for the period ending on February 28, 2019,

Nays: 1 Johnson

Absent: 4 Donahue, Fahrenwald, Vieyra, Rita

Abstain: 0

There being Nine (9) Affirmative Votes, the Mayor declared the motion carried

Motion by Ald. Ostling, second by Ald. Hawley to approve Inter-fund Transfers from Unrestricted and Restricted Accounts.

Ayes: 9 Hawley, Ostling, Thompson, Carr, Pittman, Slattery, Poulos, Frausto, Bilotto

Nays: 1 Johnson

Absent: 4 Donahue, Fahrenwald, Vieyra, Rita

Abstain: 0

There being Nine (9) Affirmative Votes, the Mayor declared the motion carried.

CITY ATTORNEY:

ORDINANCE NO. 2019-006

AN ORDINANCE PROVIDING AN APPROPRIATION FOR CORPORATE PURPOSES FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2019 AND ENDING ON DECEMBER 31, 2019.

Motion by Ald. Bilotto, second by Ald. Poulos to table Ordinance No. 2019-006.

Ayes: 8 Hawley, Carr, Pittman, Slattery, Poulos, Johnson, Frausto, Bilotto

Nays: 2 Ostling, Thompson

Absent: 4 Donahue, Fahrenwald, Vieyra, Rita

Abstain: 0

There being Eight (8) Affirmative Votes, the Mayor declared the motion carried.

Upon a yote, the Mayor declared the motion carried.

Motion by Ald. Ostling, second by Ald. Bilotto to approve a settlement agreement in the case of Blue Island V, Angel Rodriguez.

Upon a vote, the Mayor declared the motion carried.
