City of Markham City Council met April 17.

Here is the minutes provided by the council:

Mayor Roger Agpawa called the Regular Meeting of the Markham City Council to order at 7:16 p.m. with the Pledge of Allegiance. Prayer led by Ald. Howard. 

Roll Call was taken by City Clerk, Jennifer Coles.

APPROVAL OF MINUTES FOR REGULAR COUNCIL MEETING APRIL 3, 2019

Motion by Ald. Barron, seconded by Ald. Lofton, to approve Minutes of the Regular City Council Meeting held April 3, 2019 with necessary corrections and/or deletions.

APPROVAL OF MINUTES FOR SPECIAL COUNCIL MEETING APRIL 8, 2019

Motion by Ald. Barron, seconded by Ald. Howard, to approve Minutes of the Special City Council Meeting held April 8, 2019 with necessary corrections and/or deletions.

AUTHORIZATION OF CLAIMS 

Motion by Ald. Howard, seconded by Ald. Barron, to adopt Authorization of Claims and Accounts Bill List $1,138,584.08 manual checks $14,665.00 totaling $1,153,249.08.

MARKHAM CHILD DEV

Motion by Ald. Jones, seconded by Ald. Howard, to Open the floor to Markham Child Development Center, 

Voice Votes: 4 Ayes/0 Nays

Scheduled grand opening for April 29, 2019. Been in Childcare for 20 years. Has locations in Country Club Hills and Tunica, MS. Plans to hire in Markham first, then go outside if necessary. Will Have about 55 kids, open from 6am to midnight. Employees must have some early childhood college, pass a background check through the state,

Motion by Ald. Barron, seconded by Ald. Howard, to Close the floor to Markham Child Development Center.

GRANT LICENSE

Motion by Ald. Jones, seconded by Ald. Lofton to grant Markham Child Development Center a license to do business in the City of Markham. 

Roll Call: 4 Ayes/0 Nays

NETT HANDS HOME CARE, INC Motion by Ald. Jones, seconded by Ald. Howard to Grant Nett Hands Home Care, INC a license to do business in the City of Markham. Note Agpawa: Make sure Building Department has informed them of everything they need to do.

MAYOR'S REPORT

Went to Springfield last week regarding the Capital Bill in an effort to try to get more money for roads and streets. Met with Debbie Myers-Martin and Senator Hastings. Talked about grants and economic development. Talked to new IDOT Director about the condition of the cloverleaf at 167th and 159th Streets. Saw Deborah Sims and talked about cleaning up county highways, Talked to incoming Alderwomen about clean up plans as it warms up. Finance department has served notice to put the brakes on spending. Last meeting for Alderman Howard. Appreciate your service and all you've done including the opening prayer at meetings, we're grateful. Thanks to Alderman Lofton for stepping up and serving when needed and we're grateful for you.

NEW BUSINESS

ALD JONES

Pleasure serving with you all. Appreciate all you've done and thanks for your service Alderman Howard and Alderman Lofton. Applaud the 89 day laborers but what about bringing back the youth program and putting it in the budget. Concern about street lighting, it's dark and we need poles and lighting, Clean up week starts May 1st. When will potholes get filled? Mayor Agpawa -- agree about the youth program and need to find funding. Part of the Capital Bill is lights. We'll need to prioritize the list.

ALD HOWARD

Thank colleagues for kind remarks. Enjoyed working with them. Thank you all for allowing to serve for 16 years, Hasn't been a burden but a pleasure and the support given by constituents. In tenure, seen new city hall, library, park district, etc. Hope his successor will receive the same support and will still be available to help.

ALD. BARRON

When first appointed Ald. Howard was a huge help and will miss him sitting next to him and will miss his whit. It's been an honor to sit next to him. Ald. Lofton does a lot in the community and it was nice of him to sit in and represent the 1st Ward. Clean Up Week info didn't know about. Correct dates May 13 through May 16. Still and issue with culyerts. Had ordinance pulled and would like the Attorney to look at it to clean up the language. Also will reach out to MWRD regarding the drainage issue. Town getting cleaner but still more work to do. Agpawa – Will address the culverts and be moving west regarding clean up now that the weather is cooperating.

ALD. LOFTON

162nd and Justine has large tree limb hanging. Also has a blind person in area that needs a sign. Thank you for inviting to sit on Council and for the Council accepting him. Hope that he was helpful. Appreciate Howard and Miller addressing things he'd drilled them about. Mayor Agpawa – the sign is done.

SPEAKING OF VARIOUS

Rose Williams - 3807 W. 155th. Thank Mayor after April 3rd meeting for coming out in the area. Glad Ald. Barron brought up the culvert and it brought joy to her seeing that everyone took the time to look into this. Mayor Agpawa - want to make sure we get it right. Ald. Barron - culvert was ordered. The age of the culvert and it's caving is restricting the drainage. Trying to get engineering help. Last time the ditches were trenched, don't believe they were done correctly. Some residents have also filled in the ditches affecting the drainage.

Dwight Welch on behalf of MiJack - thanks to Mayor and staff, John Thompson, Steve Miller and Michelle for working with them to expand in Markham. Thanks to Mayor for coming out Sunday with State Fire Marshall. Wants to invite Council at the end of June for a tour at the new building. Training academy has been successful. Have openings for welders, mechanics, engineering, etc on MiJack website.

Mrs. Poole - Alderman Jones touched on it, been there 5 years directly behind Prairie Hills and there's no street light or street sign. Been going back and forth with the city and ComEd for 2 years about who is responsible.

Jim Holloway – 12 year resident. 159th Street has never looked better. Appreciate Ald. Jones for helping with a plumbing issue the city took care of. Now has an issue with a tree that has been an issue for 2 years. If he has a tree cut down can he be reimbursed? Needs a new roof but can't get the roof warrantied due to the tree. Ald. Jones - Work with me and give me time to take care of it. Mayor Agpawa - Tree was left because it wasn't a threat. Wasn't dying and wasn't close to the house but will look at it again.

Ray Ashley - All the Aldermen are doing a beautiful job.

Motion by Ald. Howard, seconded by Ald. Barron, 19-0-2229 to waive the reading of Ordinance - AN ORDINANCE FOR THE CONVEYANCE OF PROPERTY FOR DEVELOPMENT TO MARKHAM DEVELOPMENT LLC.
