The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley at 7:32 p.m. in the City Hall Council Chambers.

JOURNAL OF PROCEEDINGS
Alderman Ferrero moved to approve the minutes of the regularly scheduled meeting of April 11, 2019 as printed subject to deletions or corrections. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Mayor Howley presented a memorandum of understanding between North Palos School District 117 and the City of Hickory Hills. This is an agreement that our attorney has reviewed. It allows School District 117 to provide emergency shelter at the Community Center to students from Dorn School when emergency situations prevent the school from using its facilities. Alderman McHugh moved to approve the memorandum of understanding with School District 117. Alderman Fonte second. Alderman McHugh asked who would staff the Community Center if there was an emergency. Chief Hobart stated the Police would then be involved. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
CITY CLERK

CITY TREASURER
Treasurer Schramm expressed his appreciation to the City Council for working with a dedicated group of people. He noted he is leaving the Treasurer’s position confident that the City is in a good place financially and is also very proud of what the City has achieved. Mr. Schramm thanked Alderman John Szeszycki for closely working with him as finance chairman. He congratulated incoming Treasurer Al Vodicka.

CITY ENGINEER
Mr. Spolar reported a bid letting was held on Thursday, April 18, 2019 for the 2019 MFT Microsurfacing project. The one bid was received from A.C. Pavement Striping Company in the amount of $78,240.51. He noted A.C. Pavement Striping Co. has performed the micro-surfacing for the City of Hickory Hills on many previous projects. Mr. Spolar recommends awarding the contract to A.C. Pavement Striping Company for the bid amount of Seventy-Eight Thousand Two Hundred Forty Dollars and Fifty-One Cents ($78,240.51). Alderman Ferrero moved to award this contract to A.C. Pavement Striping Company in the amount of $78,240.51 (MFT 19-00000-02-GM). Alderman Zimmerman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki. Waight, Zimmerman aye. So approved.
COMMUNICATIONS
BILLS PAYABLE
Alderman Szeszycki moved to approve the bills payable for the second half of April 2019 in the amount of $385,993.13. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
STANDING COMMITTEES
Szeszycki/Finance
Alderman Szeszycki distributed the Video Gaming Revenue Report for the month of March, 2019. He noted it was a record month for March.
Stachnik/Public Safety
Alderman Stachnik reported the City Council should have received the Quarterly Productivity Report for the months of January, February and March 2019 from the Police Department. No questions at this time.
Zimmerman/Public Works

McHugh/Bldg./Facilities

Waight/Laws & Ordinances
Alderman Waight is in receipt of one business certificate application for Moe’s Mini Mart located at 7831 W. 95th Street. This is a convenience store. No objections were noted. Alderman Waight thanked Treasurer Schramm and Alderman Szeszycki for their service to Hickory Hills and also helping him.
Fonte/Health & Environmental Control
Alderman Fonte reported for the month of March Waste Management “At Your Door” service collected 1370 pounds with 17 stops.
Ferrero/Community Affairs/Youth Advisory
Alderman Ferrero reported Arbor Day is set to go on May 4th.
Alderman Ferrero noted she is working on the bands for the Street Fair in June and also working with Sue Lehr on new signs for the Street Fair.
Alderman Ferrero also thanked Treasurer Schramm and Alderman Szeszycki for their service to Hickory Hills.
Kman/Chamber Business Development

UNFINISHED BUSINESS
Mayor Howley presented a proclamation to Treasurer Schramm who has served as City Treasurer for 12 years. He thanked Dan for his countless hours in service to the City of Hickory Hills.
Mayor Howley thanked him and wished him well.It was proclaimed Dan Schramm Appreciation Day on Monday, April 29th.
At this time, Alderman Szeszycki read a statement to the Council. He noted he has been an alderman for 16 years. He thanked the residents that voted for him. He stated he was very proud of his accomplishments that helped residents. He wished all good luck in the future and thanked everyone who helped him.
Mayor Howley read a proclamation honoring retiring Alderman John Szeszycki and proclaimed Friday, April 26th John Szeszycki Appreciation Day.
