Brookwood School District 167 Board of Education met April 15.

Here is the minutes provided by the board:

NO CLOSED SESSION

I. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL

The Business Meeting of the Brookwood School District 167 Board of Education was called to order by President Toleda Hart at 7:00 p.m.

Roll call was answered by: Vice President Doreen Davis, Secretary Mary Taylor (7:05pm), Member John Dixon, Member Sandra Washington, Member Roslon Seals via phone, and President Toleda Hart. Absent: Member Mark Myers

President Hart announced just for the public, Member Seals is on the phone via conference call, but will not be a voting member of the meeting; but we do have a quorum just for the record.

III. SUPERINTENDENT’S REPORT 

Superintendent Bethany Lindsay:

Good Evening Board of Education and community members we will have tonight a brief presentation by our Business Manager, Debra Sudd regarding our Interactive Health Recognition status and an update on our yearly annual inspections and audits.

A. Presentation of Interactive Health Recognition

For the Fourth year in the row we have been named one of the top 15 Healthiest companies out of 1,500. We received our official plaque and our balloons. This is in regards to our health and wellness evaluations that the staff does in October; where we get our bloodwork taken. This is what makes us the healthiest company. We have a high participation rate throughout our entire district. So big kudos to our district and let’s keep this up for next year. The plaques will be hung in the district hallway.

B. Update from Debra Sudd, CSBO

The update in regards to our life safety; I just want to give points on what they do every year for the inspection throughout the district.

Annual audits we must do. The inspections are as follows:

 Life and Safety Audit through ROE

 Fire Marshall – Fire Alarms and extinguishers

 Curtains

 Bleachers

 Sprinkler System

 Boilers

 Elevator/Lift Hydraulic System

 Water Backflow Testing

As you can see the last bullet on the slide is Water Backflow Testing. This is the testing done annually that we receive notice from the Glenwood Water Department.

However, I misspoke at our last meeting. This water back flow testing I referred to is not for lead testing.

But we did have our last lead testing done in compliance with Illinois School Code mandated prior to 2017.

IV. FOIA INQUIRY: 

Logan Blaire

Logan Blaire requested the documentation of the last two Superintendents employment contracts approved by the school board. He was sent a copy of Dr. Moore and Superintendent Lindsay’s contract upon request.

V. BOARD REPORTS

Member Washington announced that the Personnel Committee will reschedule the April 25th meeting, she will be out of town. Member Washington asked Ms. Powell to please send out an email to the committee cancelling the meeting.

VI. BOARD COMMENTS:

President Hart:

 Congratulations to staff on a job well done. And continue on with a good job on your Health and Wellness recognition. Keep up the great work.

 Thanks to Board of Education and staff for their flexibility in coming back tonight for this meeting to take care of the recommended actions; I truly appreciate it. I know time is limited for everyone.

 Member Seals you are missed, I am beginning to forget what you look like.

 Member Washington condolences to you and your family. I will be here for you long after April 29th.

 A heartfelt thanks to the district, staff and Board of Education; our family is really going through a difficult time. But I really appreciate all of the prayers, thoughts and well wishes. We are making it one day at a time. I can’t say thanks enough. I wish to acknowledge the community of Glenwood has surrounded our family with lots love. Thanks again for everything.

 Member Washington I just want you to know you are in my prayers continuously and daily. You and your family. And also Member Mark Myers the same.

 Secretary Taylor thank you for bringing back information from the National School Board Conference as I have also done so in the past. It was greatly appreciated.

 I just want to wish everyone a Happy, Safe and Blessed Easter to everyone. Please enjoy your spring break as I am certainly enjoying mine.

The question was asked by Member Seals to President Hart if she is not allowed to vote during recommended actions via telephone. President Hart said that due to board policies, she can participate by phone, but is not allowed to vote. Member Seals stated that to her recollection and best of my knowledge that it had been done in the past; a board member was on the phone and was allowed to vote. Member Seals said I could be wrong. President Hart stated that in keep with board policy, you are not allowed to vote. It has not happened under my leadership as board President. Member Seals said Ok, thank you President Hart. President Hart, you are so very welcome.

VII. RECOMMENDED ACTIONS:

A. Approval of 2019-2020 School Calendar to be submitted to ISBE

C. Approval to hire Autumn Richards as a paraprofessional at Hickory Bend at the USA rate of $16.58/hr

D. Approval to hire Nicole Loudon as a teacher at Longwood Elementary at the GEA salary rate of $41,127

E. Approval of Proposal from Riddiford Roofing Company as recommended by STR to do the roof repairs at Longwood

F. Approval of STR Architects to conduct Decennial Life-Safety Survey 2021 as mandated by ISBE at a cost of $16,360 to be conducted and budgeted for the 2019-2020 school year

G. Approval of STR Architects to conduct a Facility Condition Assessment Survey at a cost of $55,950 to be conducted and budgeted for the 2019 – 2020 School Year

H. Approval of STR Architects to conduct a Roof and Hardscape Surveys at a cost of $5,000 to be conducted and budgeted for the 2019-2020 School Year

I. Approval of Contract Renewal for food service vendor, Preferred Meals Systems Inc. for the 2019-2020 school year at an increase of 2.8% over 2018-2019 school year meal rates

J. Approval of Classroom Blinds from ABC Blinds Inc., for Hickory Bend at a cost of $2,990, Longwood at a cost of $780 and Brookwood Junior High at a cost of $2,340

K. Approval of Resolution to Transfer Funds in the amount of $350,000 from Education fund to the Debt Service Fund as recommended and presented by Rob Grossi Township Treasurer

L. Approval of the resolution to renew authorization for the BOE Attorney to act on the districts behalf with Property Tax Assessment Cases and Appeals to prevent substantial losses to the district from tax revenues

VII. DISCUSSION:

Member Dixon asked President Hart if the Attorney could work on the districts behalf with the TIFs as well as the Property Tax Cases. President Hart responded that one has nothing to do with the other; you are comparing apples to oranges. The village has collected its second tax installment. We will see a significant loss to the School district. Certainly, when Rob Grossi moves forward with the levy schedule. In September, we should have another presentation; I would highly recommend that the district have him to address that, more than likely we will be asking for levies higher than we did last year.

Superintendent Lindsay clarified the PTABs (Property Tax Appeals), we received at least five others earlier this fall. I will give a chart that gives the different appeals (3:5) The lawyer was on the board since February 2018 agenda, for the Attorney to act on behalf of the BOE for PTABs, it is usually updated each year.

President Hart stated that these are good points and she appreciates them bringing it up. 

VIII. CITIZEN’S COMMENTS:

Member Seals – President Hart I’d like to go back to the statement I made about voting, to the best of my memory a board member was able to vote via telephone. I may be wrong, but President Hart you have been our policy chairperson and you have the expertise and the knowledge of board policy. If that did indeed happen, then the board did not follow board policy. So we the board have to do a better job in following board policy. And that is my citizen comment.

President Hart says, “Thank you very much and we will do due diligence to improve.”

A motion to adjourn the meeting. It has been motioned and seconded. Thanks Member Seals for joining us, the meeting has been adjourned and continue to enjoy your vacation.
