City of Hometown City Council met May 14.

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, May 14, 2019 at 8:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Grochowski

Roll Call: Roll call indicated that the following were present: Aldermen Kurysz, Smith, Walsh, Banasiak, Barnhouse, Reynolds, Zak, Grochowski and Finnegan.

Absent: Alderman Touchie

Also present: Michael Cainkar, City Attorney, Louis Dominguez, Chief of Police, Mike Ringbauer, Director of Public Health and Safety, Mark Trlak, Director of Public Works and James Forbes, Building Commissioner.

Press: Kelly White, Hometown Hi-Lites.

Journal April 23, 2019: Moved by Alderman Kurysz, seconded by Alderman Smith to approve as published the Journal of April 23, 2019 Regular City Council Meeting.

REPORTS AND COMMUNICATIONS

Office of the Mayor:

Mayor Casey proclaimed May 5-11 as the 50th Anniversary of Municipal Clerks Week.

Mayor Casey stated that everyone has noticed the empty chair of Treasurer Roti, he has been having some issues but is expected to have a full recovery, time will tell. I have visited with him several times, he is in good spirits and is doing well. I reached out to Attorney Cainkar to discuss our options and it was decided we would talk to Mike Madden about being a contract employee during Sal’s absence. Mike reluctantly agreed, he will not attend meetings or do any signing of documents. Reports will be given to Finance Chairman Touchie to bring to the City Council. Mike did give us an end date and if it looks like we would need someone beyond that date, Mike has agreed to train someone.

Office of the City Clerk:

Clerk Hacker reported that her office received notification from the Department of Revenue that the Sales Tax collected in the month of February 2019 was in the amount of $16,064.10. The amount collected in the month of February 2018 was in the amount of $11,409.03.

Clerk Hacker reported that her office received notification from the Department of Transportation that the MFT collected in the month of February 2019 was in the amount of $8,581.61. The amount collected in the month of February 2018 was in the amount of $ 8,523.74.

Clerk Hacker reported her office had received a request from the District 123 Educational Foundation for a Hole Sponsorship and a Foursome for the Annual Golf Outing on June 13, 2019.

Moved by Alderman Grochowski, seconded by Alderman Walsh to approve the request for the District 123 Educational Foundation for a Hole Sponsorship and Foursome for the June 13, 2019 outing.

City Attorney: Michael Cainkar, City Attorney had no report

REPORTS FROM CITY APPOINTED OFFICIAL

Police:

Louis Dominguez, Chief of Police reported the department had received a $5,000.00 donation from the Hometown Cooperative Apartments. Part of the funds were used to tune up and re-condition the departments two bikes. We have 2 new IT employees working on updating our IT equipment. The dispatch is moving forward, there is a 60 day transition. Alderman Kurysz thanked Chief Dominguez for his time and effort.

Public Works: Mark Trlak, Director stated the Splash Pad is ready to go. They completed the changing of the Basin at the VFW, in a few weeks it will be patched. They are still working on water break restoration. They have a few trees to cut down.

Building Department: James Forbes, Building Commissioner had no report.

Public Health & Safety: Mike Ringbauer, Director of Public Health and Safety reported he has issued several warning tickets.

Accounts Payable and Payroll March 12, 2019: Moved by Alderman Banasiak, seconded by Alderman Finnegan to approve for payment the accounts payable vouchers in the amount of $71,683.76 and payroll vouchers in the amount of $54,037.19 for a total expenditure of $125,720.95.

CDBG Award: Alderman Glen Zak, Chairman moved, seconded by Alderman Reynolds to Award the Contract for this year’s CDBG Program to the low bidder, M&J Asphalt Paving Co.

Chairman Finnegan moved, seconded by Alderman Zak to Approve an Intergovernmental Agreement Between the Cook County Emergency Telephone System Board and the City of Hometown Regarding Mobile Device Terminals.

Library: Alderman Grochowski reported the Summer Reading program will be held June 10-August 10. There will be a Book Sale on June 21st.

Legislation: Alderman Spencer Touchie, Chairman absent

Fire Department Alderman Rick Banasiak reported there was a fire in town last week, no injuries, there was high praise for Assistant Chief. They received pricing from Hickory Hills, they are looking at 5 years but they need a date from us. There will be an Open House in September. They sent 4 personnel for training, 2 for Fire Officer and 2 for Hazmat training.

Personnel Review: Mayor Kevin Casey, Chairman had no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN

Res. No. 5-2019:

Moved by Alderman Finnegan, seconded by Alderman Reynolds to approve Resolution No.5-2019: A Resolution appropriating the sum of 121,000.00 of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions the Illinois Highway code from January 1, 2019 to

December 31, 2019.

Special Events: Alderman Grochowski reported the Cook County Rabies program will be back on June 11, 2019.

Health, Welfare & Community Awareness: Alderman Grochowski reported the CC Golf Outing is June 8, the Queen of Hearts is back June 7, the VFW will have a Memorial Day celebration Monday at 11:00 a.m. Mondays in June will be branch pick up. Hometown Days is July 19 & 20.
