The Roads & Construction Committee of the City of Palos Heights met at the Palos Heights City Hall on May 14, 2019. The meeting was called to order at 6:30 p.m. by Alderman Clifford. Present were Alderman Clifford, Alderman Basso, and Alderman Lewandowski. Also in attendance were Public Works Director Adam Jasinski, City Engineer Aurimas Spucys, City Administrator Dan Nisavic, Alderman Jerry McGovern, guests and Recording Secretary Charlotte Moore. Chairman Kramarski was absent
Minutes
Alderman Clifford moved to approve the minutes of the April 9, 2019 meeting, seconded by Alderman Basso. All in favor and motion carried.
MFT Road Program – Bid Tabulation review.
o Director Jasinski began by saying we received bids for the 2019 MFT Resurfacing Program.
o Adam is requesting approval to award the 2019 MFT Resurfacing program to Lindahl Brothers Inc. for $482,709.40 including Option1 for Metra Lot Resurfacing. The bid came within the requested amount.
o Alderman Clifford moved to approve the amount of $482,709.40 for the 2019 MFT Resurfacing Program to Lindahl Brothers, seconded by Alderman Basso.

AGENDA
Update on remaining work from 2018 MFT Resurfacing Project
o Director Jasinski indicated that Lindahl is back on site and are currently doing shoulder work. The next step will be to finish the miscellaneous patches that we still have budgeting for in the 2018 project.
Navajo Hills Signage and Garden Layout Review
o Director Jasinski mentioned that the garden layout review was put together by Ed Dombrowksi for the Navajo Association.
o The previous sign was removed by IDOT when work was done on Route 83 and they requested that the sign not be placed in their right-of-way.
o The sign will be installed in the median on Oak Park Avenue, away from the IDOT right-of-way. The sign and plantings will beautify the entry way into the Navajo subdivision.
o Mr. Dombrowski is requesting help from Public Works on installing the sign. He would also like to know if there is a time frame on when the sign will go in the ground. Director Jasinski mentioned that we can work on having that scheduled after Council approval.
o Mr. Nisavic wanted to make sure an easement agreement between the City and Navajo is done before installation. Director Jasinski will have an easement agreement ready for the next Roads & Construction meeting.
Update on the shoulder work near 74th Avenue and 127th Street
o Director Jasinski discussed this issue with the IDOT maintenance team. They were scheduled for repairs two weeks ago, but weather delayed them.
Update on the guard rail request at 74th Ave and 127th Street
o Director Jasinski mentioned that Morris Engineering went to the IDOT design team. Aurimas mentioned that he is meeting with IDOT on Friday, May 17th.
They are going to try a pitch the need for the guard rail.
Update on the drainage issues from the past storms.
o Director Jasinski received several calls and concerns about standing water in the ditches and around properties. We didn’t have any basement related flooding.
o Public Works is addressing issues of homes that are located in a lower area of town. We are looking to help with right-of-way improvements for 9 homes.
Update on Ridgeland Project
o Director Jasinski said the landscapers will be out this week to work on some paver driveways.
Engineer’s Report: Aurimas Spucys, Morris Engineering
2018 Paving Program
o Aurimas mentioned that we are still holding 5% retainage. The inspection of last year’s roads showed some minor edge cracking. We will try to completed those minor items and hopefully for the next Road meeting we will ask for release of the 5%.
o Alderman Basso is concerned about the deterioration on 69th Court where it goes of the creek.
Misc.
o Aurimas mentioned that he had a meeting with MWRD and the project engineer for the Cypress project. Cypress recommendations are under review.
Alderman Comments
Alderman Basso asked about the cyclone fence on Route 83 that was supposed to be replaced with an iron fence. Aurimas mentioned that the Route 83 project is not closed out. We can go back and revisit this after we get the final bill and get reimbursed. The City does not owe anything to IDOT. Alderman Basso wants to make sure it is not forgotten about.
Alderman Clifford asked Aurimas if he would be involved in the sidewalks that Spectrum will install. Aurimas mentioned that Spectrum will do the sidewalk to the outlot. Aurimas will check where the sidewalks will go on Route 83 and Harlem.
Morris Engineering Invoices
Alderman Clifford moved to approve payments to Morris Engineering for various projects in Palos Heights in the amount of $5,897.53, seconded by Alderman Basso All in favor and motion carried. (Voucher List)

There being no further business, Alderman Lewandowski moved to adjourn the meeting, seconded by Alderman Basso. All in favor and motion carried.
