City of Palos Heights Water and Sewer Committee met June 25.

CALL TO ORDER
Chairman Bylut called the Water and Sewer Committee meeting to order at 6:30 p.m. at the Palos Heights City Hall, 7607 W. College Drive. In attendance were Chairman Bylut, Aldermen Basso, Alderman Lewandowski, Alderman McGovern, Adam Jasinski, and Recording Secretary Margaret Carey. Also in attendance was resident, Trudy Erickson.
APPROVAL OF MINUTES
Chairman Bylut made a Motion to approve the minutes of the Water and Sewer Committee meeting held on May 28, 2019, seconded by Alderman McGrogan. On a voice vote, the motion passed unanimously.
PUBLIC COMMENT
Resident Trudy Erickson was present to discuss a problem with her water bill. According to Ms. Erickson she received a bill for time period December – March that showed over 100,000 gallons of water used. She indicated there is no water leak at her home and is unable to identify the cause of this reading. Her current reading is back to the normal usage. She appealed to the Committee for assistance to resolve the issue. Chairman Bylut said the City could waive the late fees and give her extra time to pay, pending her continued investigation into the possibility the meter is faulty.
DIRECTOR’S REPORT
Public Works Director Adam Jasinski presented the following reports:
Water main repairs: There have been 18 water main breaks YTD.
Oak Hills Pump Maintenance: This pump was repaired by an outside contractor.
Smoke Testing Update: Smoke testing will begin June 26th. The Police and Fire Departments have been notified. Door tags will be hung daily.
MWRD
Public Works Director Adam Jasinski reported:
The Long-Term Operation and Maintenance Program (LTOMP) and the Private Sector Program (PSP) are in final review and will be issued next week.
PROFESSIONAL SERVICES
Director Jasinski sought approval for:
1. A proposal from Strand Associates in the amount of $28,350.00 to perform tank inspection and prepare bid documents for the Rt. 83 Water Reservoir Rehabilitation project. Jasinski indicated he sought 3 proposals for this project. Strand’s proposal was the lowest bid that included all of the required elements.
Alderman Bylut moved to approve the proposal as described in the amount of $28.350.00, seconded by Alderman McGrogan. On a voice vote, the motion passed unanimously. Agenda
2. A payment to RJN Group for professional engineering services rendered in the months of April and May totaling $14,933.60. The services provided included: MWRD Submittal Preparation, Manhole Scanning, Data Modeling, Rain Gauge Rental, Flow Meter Checks, and GIS Kick-Off.
Alderman Bylut moved to approve the payment to RJN Group in the amount of $14,933.60, seconded by Alderman McGrogan. On a voice vote, the motion passed unanimously. Agenda
OLD BUSINESS
Alderman Basso inquired if we have any “late pay” water customers. Director Jasinski said there are – and the City is following up with them.
Alderman McGrogan followed up on the earlier conversation about unusual water bills and potential meter errors. He suggested 2 potential remedies: (1) setting up a reserve account to cover residents who encounter a similar situation, (2) looking into purchasing an “insurance policy” to cover such events. Director Jasinski will look into both possibilities and report at a future meeting.
