City of Hickory Hills City Council met July 15.

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, July 25, 2019 at 7:33 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley lead the pledge of allegiance.

Alderman Fonte was absent. There being a quorum present, the meeting was called to order.

OPEN TO THE PUBLIC

Alderman Stachnik moved to open the meeting to the public.

Alderman Ferrero second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Gloria Stodolny

8558 S. 83rd Avenue

Mrs. Stodolny stated she lives on a dead end block and next door is an empty lot. She noted a few weeks ago she noticed a man at the empty lot with a chain saw. She asked him what he was doing and he responded he is clearing the land to build four homes and a new street. She is questioning if the City is aware of his plans.

Mayor Howley noted the City is not aware of this activity. He stated the owner would have to notify the city of his ownership of this property and seek permits. Mayor Howley also noted this property may be in the wetlands or flood plain which would require more permits from the MWRD. It was noted that if the man appears again the police should be called.

Alderman Waight moved to close the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Kman moved to approve the minutes of the regularly scheduled meeting of July 11, 2019 as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Waight, Zimmerman aye. Alderman Stachnik pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

No report submitted.

CITY CLERK

Clerk Catizone reported she is in receipt of a block party request on July 28th at 8040 Sandra Lane. The resident would like the street closed at Forest Lane and 89th Avenue. No objections were noted.

Clerk Catizone noted she is in receipt of a thank you letter from Cecilia Connelly for the City’s donation to the American Cancer Society.

CITY TREASURER

Treasurer Vodicka presented the Treasurer’s Report dated June 30, 2019 for approval. Alderman McHugh moved to approve the Treasurer’s Report dated June 30, 2019. Alderman Kman second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Ord. 19-06 – Attorney Cainkar presented Ordinance #19-06, an ordinance amending Chapter 24, building code, by adding Section 24.38, tarps and temporary roof coverings, of the Hickory Hills Municipal Code. Alderman McHugh moved to approve Ordinance #19-06. Alderman Waight second. After some discussion Alderman McHugh amended his motion to remove the sentence “All tarps and temporary roof coverings shall be fire resistant effective against light fire exposure.” Alderman Waight second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Ord. 19-07 – Attorney Cainkar presented Ordinance #19-07, an ordinance levying taxes for general corporate and other purposes for the fiscal year beginning May 1, 2019 and ending April 30, 2020, for the City of Hickory Hills, Cook County, Illinois. Attorney Cainkar stated as in the past, we have prepared the Tax Levy Ordinance with a 4.9% increase from the prior year so no truth-in-taxation notice is required to be published by the City. He noted that because the City is non-home rule unit of government, it is governed by tax caps. The increase in the 2019 tax levy would be in the range of 2.0% and not the requested 4.9%. Alderman McHugh moved to approve Ordinance 19-07, tax levy. Alderman Zimmerman second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Ord. 19-08 – Attorney Cainkar presented Ordinance #19-08, an ordinance amending Chapter 24, building code, by changing Section 24.06, time limitations for building permits, of the Hickory Hills Municipal Code. Alderman McHugh moved to approve Ordinance #19-08. Alderman Waight second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Ord. 19-9 – Attorney Cainkar presented Ordinance #19-09, an ordinance amending Chapter 24, building code, Section 24.13, utility and storage sheds, of the Hickory Hills Municipal Code. Alderman McHugh moved to approve Ordinance #19-09. Alderman Purtill second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar gave an update on the Colonial Apartments sewer construction.

Alderman McHugh inquired on the status of engineering suggestions for the problem on 93rd Street. Mr. Spolar noted this would be prepared in the next several weeks.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the first half of July 2019 in the amount of $358,329.38. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Zimmerman/Public Works

Public Works Director Lehr reported the Public Works Department has issued a purchase order for a new 4-wheel dump truck with snow plow and V-Box through the joint purchasing of Sourcewell. This is a JXPeterbilt for the budgeted amount of $172,000.00. No concerns were noted.

Ms. Lehr noted Public Works has researched asset management programs for infrastructure databases, history and work orders.

Public Works plans to issue a purchase order to Asset Essentials/Dude Solutions in the amount of $13,000.00. The modules included are fleet management, phone logs, water and waste water distribution.

McHugh/Bldg./Facilities

Alderman McHugh reported the Community Center was a cooling center during the last high heat spell. However, no one utilized this facility.

Alderman McHugh notified the Council that Parkview Apartments (7804-7808 and 7805-7809) will be receiving improvements from PermaSeal in the amount of $19,000.00

Waight/Chamber Business Development

Alderman Waight reported he attended the Hills Chamber business after-hours event on July 18th at Webb Auto Outlet on 10926 Southwest Highway. He noted Alderman Ferrero also attended this event.

Alderman Waight noted a garage sale will be held this weekend at the Lutheran Church on 88th Avenue in Palos Hills.
