City of Hometown City Council met July 23.

Here is the minutes provided by the council:

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, July, 23 2019 at 8:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Reynolds.

Roll Call: Roll call indicated that the following were present: Aldermen Kurysz, Smith, Zak, Reynolds, Banasiak, Walsh, Barnhouse, Touchie, Finnegan and Grochowski.

Also present: Elizabeth Attard, City Attorney.

Mayor Casey asked for a moment of silence for Corporal Cardamone who suddenly passed away. Mayor Casey stated Cpl. Cardamone will be missed as he was the head of the evidence and he was a big part of the station remodel. Please keep his family in your prayers.

Journal July 9, 2019: Moved by Alderman Kurysz seconded by Alderman Smith to approve as published the Journal of July 9, 2019 regular City Council Meeting. Roll call, the vote was:

AYES: (7) Aldermen Kurysz, Walsh, Banasiak, Zak, Reynolds, Finnegan and Barnhouse

NAYS: (0)

ABSENT: (0)

ABSTENSION: (3) Aldermen Touchie, Smith and Grochowski

Office of the Mayor

Mayor Casey thanked Clerk Hacker, Courtney Jandeska and his wife Cathy for all of their hard work for Hometown Days, it was a nice event, well attended. Thank you to the Police Department and Fire Department for their presence. We had no arrests or injuries.

Office of the City Clerk:

Alderman Touchie moved, seconded by Alderman Banasiak to adjourn the regular meeting temporarily for the purpose of the public hearing on the appropriation ordinance at 8:02 p.m. Voice Vote was 10 Ayes 0 Nays.

Mayor Casey announced the public hearing is opened according to the published notice of July 13, 2019 on the annual appropriation ordinance.

Clerk Hacker announced the proposed appropriation Ordinance has been on file for inspection for over ten (10) days, which includes the proposed levy.

Mayor Casey asked if there were any comments from the audience on the proposed appropriation ordinance.

Mayor Casey stated “There were no questions”

Mayor Casey announced the public hearing is closed on the appropriation ordinance at 8:04 p.m.

Motion made by Alderman Touchie, Seconded by Alderman Banasiak that the adjourned regular meeting be re-opened.

Roll call, the vote was:

AYES: (10) Aldermen Kurysz, Walsh, Banasiak, Zak, Reynolds, Touchie, Smith, Grochowski, Finnegan and Barnhouse.

NAYS: (0)

ABSENT: (0)

City Treasurer Salvatore Roti absent.

City Attorney: Elizabeth Attard reported Attorney Michael Cainkar enjoyed Hometown Days.

Police: Louis Dominguez, Chief, not present.

Public Works: Mark Trlak, Director, not present.

Building: James Forbes, Commissioner, was not present.

Public Health & Safety: Michael Ringbauer, Director, was not present.

FINANCE COMMITTEE

Accounts Payable and Payroll July 23, 2019: Moved by Alderman Touchie seconded by Alderman Banasiak to approve for payment the accounts payable vouchers in the amount of $90,899.80 and payroll vouchers in the amount of $59,057.01 for a total expenditure of $149,956.81.

Roll call, the vote was:

AYES: (10) Aldermen Kurysz, Walsh, Banasiak, Zak, Reynolds, Touchie, Smith, Grochowski, Finnegan and Barnhouse.

NAYS: (0)

ABSENT: (0)

Alderman Touchie acknowledged the Treasurers Report and the Clerk Collector Report

STREETS, SIDEWALKS AND MUNICIPAL BUILDING COMMITTEE

Alderman Glen Zak, Chairman had no report. Mayor Casey stated we were notified we were approved for the CDBG Grant again next year to reconstruct 89th Street.

WATER AND SEWER COMMITTEE

Alderman Daniel Walsh, Chairman had no report.

PARKS AND RECREATION COMMITTEE

Alderman Robert Smith, Chairman had no report.

BUILDING COMMITTEE

Alderman Brian Barnhouse, Chairman had no report.

LICENSE COMMITTEE:

Alderman Donna Grochowski, Chairman had no report.

CODE AND ORDINANCE COMMITTEE:

Alderman Robert Reynolds, Chairman had no report.

INSURANCE COMMITTEE:

Alderman Rick Banasiak, Chairman had no report.

PUBLIC HEALTH AND SAFETY COMMITTEE:

Alderman Luci Kurysz, Chairman had no report.

POLICE COMMITTEE

Aldermen Frank Finnegan reported the towing has increased.

REPORTS FROM SPECIAL COMMITTEES

Library: Alderman Grochowski, Liaison reported the circulation for June 2019 was 551, 2018 was 612. The Library will be closed August 5, 2019 so the staff can go to a training meeting in Burr Ridge. The door in the computer room needs to be looked at by Public Works. The summer reading program has 15 children and 6 adults participating. The Book Sale returned a $47.00 profit, the next meeting will be August 7, 2019.

Legislation: Alderman Spencer Touchie, Chairman had no report. Mayor Casey stated the legislation passed a bill allowing non-home rule communities to apply a 6 cent tax on gasoline. City Attorney Michael Cainkar is looking into this and it will require a Resolution.

Fire Department: Alderman Rick Banasiak, Liaison had no report. Mayor Casey stated the HFPD has been very helpful the past few months.

Personnel Review: Mayor Kevin Casey, Chairman had no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN

Ord. No. 7-2019:

Motion made by Alderman Touchie, Seconded by Alderman Banasiak to approve Ordinance No. 7-2019 an Ordinance providing an Appropriation for Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2019, and Ending April 30, 2020, in the City Of Hometown, Illinois.

Roll call, the vote was:

AYES: (10) Aldermen Kurysz, Walsh, Banasiak, Zak, Reynolds, Touchie, Smith, Grochowski, Finnegan and Barnhouse.

NAYS: (0)

ABSENT: (0)

MOTION DECLARED CARRIED

SPECIAL EVENTS: Alderman Grochowski report they were working on the 9-11 memorial service.

HEALTH, WELFARE & COMMUNITY EVENTS: Alderman Grochowski reported on upcoming/ongoing events. Alderman Kurysz congratulated Debbie Kirby and the Hometown VFW Post 9773 for taking first place at Nationals for her Poppy Display.

UNFINISHED BUSINESS: NONE

NEW BUSINESS: Mayor Casey stated he touched base with the owner of the new Car Wash and they ran into a few hiccups with Ghosien but they are still planning on being opened by the Spring 2020.

CITIZEN’S HEARING: NONE

ADJOURNMENT: Motion made by AldermanTouchie seconded by Alderman Zak to adjourn the regular meeting of the Hometown City Council.

MOTION STATED CARRIED
