City of Hometown City Council met July 9.

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, July 9, 2019 at 8:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Walsh

Roll Call: Roll call indicated that the following were present: Aldermen Kurysz, Walsh, Banasiak, Barnhouse, Reynolds, Zak and Finnegan.

Absent: Aldermen Grochowski, Touchie and Smith.

Also present: Michael Cainkar, City Attorney, Louis Dominguez, Chief of Police, Mike Ringbauer, Director of Public Health and Safety, Mark Trlak, Director of Public Works and James Forbes, Building Commissioner.

Press: Kelly White, Hometown Hi-Lites.

Journal June 25, 2019: Moved by Alderman Finnegan, seconded by Alderman Kurysz to approve as published the Journal of June 25, 2019 Regular City Council Meeting.

Roll Call Indicated:

AYES: (5) Aldermen Walsh, Kurysz, Banasiak, Finnegan and Zak.

NAYS: (0)

ABSENT: (3) Alderman Grochowski, Touchie and Smith

ABSTENTION: (2) Alderman Barnhouse and Reynolds

REPORTS AND COMMUNICATIONS

Office of the Mayor:

Mayor Casey stated we have Hometown Days in two weeks and we hope to see many of you there.

We were approved for a County Grant in the amount of $277,000.00 we applied for to remove many corner curbs in town and replace with ADA compliant curbs. We can thank Commissioner John Daley for his assistance in getting approved. Residents are complaining about our streets, if Home Rule had passed years ago we would have many new streets. With us being approved for the reconstruction of three major streets under the Capitol Bill, the sting is less knowing we are reaping some benefits. We will be purchasing a truck for Public Works from Evergreen Park, thanks to Bill Lorenz and Mayor Sexton. Sal is doing well and may be back late August.

Office of the City Clerk:

Clerk Hacker reported that her office received notification from the Department of Revenue that the Sales Tax collected in the month of March 2019 was in the amount of $26,710.87. The amount collected in the month of March 2018 was in the amount of $22,058.27.

Clerk Hacker reported that her office received notification from the Department of Transportation that the MFT collected in the month of March 2019 was in the amount of $8,821.92. The amount collected in the month of March 2018 was in the amount of $ 9,956.02.

Clerk Hacker stated she received a request from the SW Conference of Mayors’ for a foursome and sponsorship for their annual Golf Outing.

Mayor Casey stated that he attends their meetings monthly and they fully represent us in Springfield.

Moved by Alderman Finnegan, seconded by Alderman Zak to approve the request from the SW Conference of Mayor for a foursome and sponsorship for their annual Golf Outing.

NAYS: (0)

ABSENT: (3) Alderman Grochowski, Smith and Touchie.

Office of the Treasurer:

Treasurer Roti was absent.

City Attorney: Michael Cainkar, City Attorney had no report.

REPORTS FROM CITY APPOINTED OFFICIAL

Police: Louis Dominguez, Chief of Police reported we are on target to transition to the County on September 15, 2019. Mayor Casey stated the Police Department is running better than he anticipated, they are making huge arrests, he could not be happier.

Public Works: Mark Trlak, Director stated branch & clean up went well, they will do a branch pick up again in October. There are a few sewer basin replacements left. The 87th Place reconstruction is going well.

Building Department: James Forbes, Building Commissioner had no report.

Public Health & Safety: Mike Ringbauer, Director of Public Health and Safety reported he has issued several tickets. Alderman Walsh asked if we were regulating the solar panels being installed and Commissioner Forbes stated yes per the International Building Code.

FINANCE COMMITTEE

Accounts Payable and Payroll July 9, 2019: Moved by Alderman Banasiak, seconded by Alderman Walsh to approve for payment the accounts payable vouchers in the amount of $176,904.73and payroll vouchers in the amount of $59,792.37 for a total expenditure of $236,697.10.

PARKS AND RECREATION COMMITTEE

Alderman Smith, Chairman absent.

Alderman Barnhouse, Chairman gave the Building report.

LICENSE COMMITTEE: Alderman Donna Grochowski, Chairman was absent.

CODE AND ORDINANCE COMMITTEE:

Alderman Bob Reynolds, Chairman had no report.

INSURANCE COMMITTEE: Alderman Rick Banasiak, Chairman had no report.

PUBLIC HEALTH AND SAFETY COMMITTEE: Alderman Luci Kurysz, Chairman reminded residents to remove all standing water around their properties.

POLICE COMMITTEE: Alderman Finnegan, Chairman reported

REPORTS FROM SPECIAL COMMITTEES

Library: Alderman Grochowski was absent.

Legislation: Alderman Spencer Touchie, Chairman was absent.

Fire Department: Alderman Rick Banasiak stated the meeting was cancelled. Trustee Reinheimer reported there were no reports of injuries from fireworks. He asked residents to remove things in their front yards that are obstacles for their members when answering a call. The HFPD will see everyone at Hometown Days.

Personnel Review: Mayor Kevin Casey, Chairman had no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN

ORD. No. 6-2019: Moved By Alderman Reynolds, Seconded By Alderman Walsh To Approve Ordinance No. 6-2019, an Ordinance Amending Chapter 11, Licenses, Article 36, Tobacco Dealers, Of The Municipal Code Of The City Of Hometown.

Special Events: Alderman Grochowski absent. Mayor Casey said see you at Hometown Days.

Health, Welfare & Community Awareness: Alderman Grochowski absent. Alderman Touchie thanked everyone for supporting the 17th Annual Hometown Community Chest Golf Outing on June 8th. The second Queen of Hearts started and drawings are at 8pm on Friday’s at the Hometown Tap.

Alderman Kurysz thanked Alderman Zak for joining the VFW.

UNFINISHED BUSINESS: Alderman Kurysz asked everyone for good thoughts, the Hometown VFW was headed to nationals with their award winning poppy display. Mayor Casey stated the Ghosien sale was pushed back but still happening.

NEW BUSINESS: Mayor Casey stated Mark Swiecicki Jr. wrote a movie about basketball and growing up in Hometown. He was able to get some funding and he will be shooting some scenes at the Shopping Center tonight at 10:30.

ADJOURNMENT: Motion made by Alderman Reynolds seconded by Alderman Finnegan to adjourn the regular meeting of the Hometown City Council.
