City of Harvey City Council met Aug. 12.
Here is the minutes provided by the council:
Meeting was called to order at 7:13 p.m. by Mayor Christopher J. Clark.
Mayor Clark asked Deputy Clerk Cheryl Anderson to call the roll of Council members. Present were Alderwoman Shirley Drewenski, Aldermen Marshun Tolbert, Quinton Crudup, Tracy Key, Dominique Randle -E1, Tyrone Rogers and Mayor Christopher J. Clark.
Melville King gave the invocation and the Pledge of Allegiance was led by Rick Seput.
PUBLIC COMMENT: Mayor Clark announced that City Clerk Rosa Arambula is out ill and not here tonight.
Mayor Clark stated that the public comment is limited to three minutes for public comments for agenda items only. We will go in the order they were given.
# 1. Mr. W.C. Wofford commented on our new City Council and let's work together and get behind the mayor and move forward.
#2. Mrs. Smith commented on the posting of meetings on face book. Are you having special meetings to help us as citizens? Where's the special meetings about pot holes, high grass and abandon houses?
#3. Mr. Lacey we would like to build a new community center for our youth. I do see progress is being made in the City of Harvey.
# 4. Ms. Ruth Cameron I want to make a special appeal for the Council to step up and do what we need you to do for the City of Harvey. You can be apart the legacy of Harvey.
#5. Ms. Sharon Mixon commented on stabilizing the city, do what you can, just don't do nothing.
#6. Ms. Sharon Proffitt commented on unity within the City of Harvey, you all have to work together. Where's the budget? We all have the right to see where are money is going
#7. Ms. Rhonda Jackson manager of Gloria's Garden, commented on ordinance about hours of liquor establishments.
# 8. Ms. Chapelle Hooks commented on what can make Harvey better, we as citizens don't get transparency. Everyone needs to sit down and work together.
#9. Ms. Breanna Weisewritter commented on drug deals going down at the Harvey Transportation Center. We need better security at the transportation center.
# 10. Mr. Melville King commented on the three ordinances on the agenda. We need requirements in regards to renting properties, the animal ordinance, liquor license reduce the number of people moving into Harvey.
#11. Mr. Cynthia Childress commented and welcomed the new administration to Harvey and her Alderman Tyrone Rogers of the 6th Ward. We need to work with our Mayor and the new administration. We are here for you.
#12. Ms. Barnett commented and expressed appreciation for her new Alderman of the 2nd Ward Alderman Marshun Tolbert.
Mayor Clark, before we go onto new business, I like to introduce to Council and the public and welcomed our new employee Ms. Latoya Carraway as the Director of Building & Inspectional Services. She brings a wealth of knowledge and experience to the City of Harvey.
Ms. Carraway, Good evening, I bring 20 years as a license Contractor, I am a licensed plumper with State of Illinois. I have a City of Chicago plumping license, I have a 7 years of municipal experience. I have a Cross Connection license with EPA. Please give us time to rebuild.
Mayor Clark recognized and welcomed the first black female Police Commissioner in the Nation Ms. Brenda L. Thompson.

Moved by Alderwoman Drewenski that Council accept the minutes dated Monday - July 8, 2019. The motion was second by Alderman Rogers.
Voting Aye were Alderwoman Drewenski, Aldermen Crudup, Randle -El, Rogers, Tolbert, and Key.

Alderman Rogers In the minutes dated July 22, 2019 I have one correction it states Martin King Jr. his name should be Melville King.
Moved by Alderwoman Drewenski that Council accept the minutes dated Monday - July 22nd, 2019 with corrections by Alderman Rogers. The motion was second by Alderman Rogers.
Voting Aye were Alderwoman Drewenski, Aldermen Crudup, Randle -El, Rogers and Key. Alderman Tolbert -abstained.

Moved by Alderwoman Drewenski that Council accept the minutes dated Monday - July 25, 2019. The motion was second by Alderman Randle-El.

APPROVAL OF BILLS FOR PAYMENT: AUGUST 12.2019
Alderman Randle- El made a motion that the Bills for payment be referred to the Finance Committee. The motion was second by Alderman Rogers.
Voting Aye were Aldermen Key, Randel -El, Rogers, Crudup, Alderwoman Drewenski, and Alderman Tolbert.

ORDINANCES AND RESOLUTIONS FOR THE CITY OF HARVEY:
ORDINANCE # 3382 – An Ordinance of the City of Harvey Illinois, Cook County amending section 17-16-010 of the municipal code concerning residential rental agreements.
Mayor Clark the purpose of this ordinance is to strengthen the crime free housing ordinance that we have on the books presently so that it will have more teeth.
Attorney Krafthefer “It basically says if landlord enters into a lease it's included in the lease the language that this is crime free facility and provide that even if it's one violation it could resolve in an eviction.”
Alderman Tolbert asked the Planning director what is crime free housing and how many chances do they get?
Alderman Randle-El “I have concerns weather or not this will cause eviction to go ramped in the wrong direction, does this mean the if my son is the cause, does this mean we all get evicted because of a family member.
Attorney Krafthefer “Harvey did have a crime free ordinance on the books and it puts the Police Department on notice of certain crimes. If you have someone that is a noted gang member and yes.”
Alderwoman Drewenski motioned that council accept Ordinance #3382. The motion was second by Alderman Rogers.
Voting Aye were Aldermen Crudup, Rogers, Randle-E1, Key, Alderwoman Drewenski, and Alderman Tolbert.

ORDINANCE # 3383 – An Ordinance amending Title 6 of the Municipal Code of Harvey regulating animals and pets and establishing regulations regarding the same.
Alderman Tolbert motioned to refer Ordinance #3383 to the Legislative Finance Committee. The motion was second by Alderman Randle -El.
Alderwoman Drewenski “Point of order. when will the legislative committee meet. Alderman Tolbert “I will contact the clerk's office."
Alderwoman Drewenski one of the concerns was with pit bulls and dangerous dogs.
Voting Aye were Aldermen Rogers, Key, Crudup, Rogers, Randle-El, Key, Alderwoman Drewenski, and Alderman Tolbert.

ORDINANCE # 3380 – An Ordinance of the City of Harvey, Illinois setting the allowable number of liquor license at 40 and providing for automatic number Reduction. (Referred to Committee July 22, 2019).
Alderman Randle-El “Mayor, I have two agenda's, is there any reason?
Attorney Krafthefer "We're to go with the one that was posted.
Mayor Clark “For the record, I'm going to answer that question later on in the meeting.
Attorney Krafthefer is an ordinance to control the number of liquor license Alderman Rogers “How many liquor licenses does Harvey have?”
Attorney Krafthefer “Harvey ordinance allows 56, we currently have 40.
Alderman Rogers motioned to refer Ordinance #3380 to the Finance Committee. The motion was second by Alderman Randle -El.
Voting Aye were Aldermen Tolbert, Randle-El, Rogers, Crudup, Key, and Alderwoman Drewenski.

ORDINANCE # 3381– An Ordinance amending Chapter 8-32 of the municipal code of Harvey concerning unsecure buildings, vacant properties, foreclosed properties and rental properties. (Referred to Committee July 22, 2019) It is part of the Pro champs program
Alderman Tolbert motioned to refer Ordinance #3381 to the Finance Committee.
Alderman Randle -El we don't need a motion to take it back to committee

Motion by Alderman Randle-El to take items A-G under petitions and communications by omnibus vote. The motion was second by Alderman Key.
Voting Aye were Aldermen Crudup, Alderwoman Drewenski, Alderman Tolbert, Randle El, Rogers, and Key.

EXECUTIVE SESSION: 8:48 P.M.
Approval of actions on matters discussed in Executive Session relating to pending litigations.
Motion Alderwoman Drewenski that Council convene into executive session. The motion was second by Alderman Rogers.
Voting Aye were Alderwoman Drewenski, Aldermen Randle -El, Rogers, Tolbert, Key, and Crudup.

RECONVENE FROM EXECUTIVE SESSION: 9:36 P.M.
Alderman Tolbert made a motion to reconvene from executive session. The motion was second by Alderman Randle -El.
Voting Aye were Alderman Rogers, Alderwoman Drewenski, Aldermen Randle - El Tolbert, Crudup and Key.

Alderman Rogers made motion to authorize Corporation Counsel to negotiate pending litigations as discussed in executive session. The motion was second by Alderman Randle El.
Voting Aye were Alderman Randle El, Rogers, Alderwoman Drewenski, Aldermen Crudup, Key and Tolbert.

Mayor Clark “I am committed to us try to work together, if I drop the ball please call me on the carpet. I am in a somewhat odd position on this evening taking action to present a veto message that I'm not sure is necessary. There was a special meeting held last week and I have not been given any minutes of the meeting. So I'm not sure what occurred. I do not even know if the meeting was legal because it was not held in a location specified in city code. Further, there was no motion listed on the agenda making an appropriations, however if the City Council passed a motion intending to appoint legislative counsel and to compensate legislative counsel, there is an argument that the council passed an ordinance making an appropriation. If that has occurred, I disapprove of any such motion(s) Council and I propose to make an appropriate. There was nothing specified that an appropriation was even being considered by either in an ordinance, resolution of motion. I am therefore presenting these written objections to you at this meeting which is the next regular council meeting after the special meeting and I will file these written objections, constituting my veto of any such motions with the City Clerk”.
ADJOURNMENT: 9:41 PM.
Alderman Tolbert motioned that the Council adjourn meeting. The motion was second by Alderwoman Drewenski.
Voting Aye was Alderwoman Drewenski, Aldermen Tolbert, Crudup, and Key. Voting Nay were Aldermen Randle- El and Rogers.
