City of Palos Heights Roads & Construction Committee met Aug. 13.

Here is the minutes provided by the committee:

The Roads & Construction Committee of the City of Palos Heights met at the Palos Heights City Hall on August 13, 2019. The meeting was called to order at 6:30 p.m. by Chairman Kramarski. Present were Chairman Kramarski, Alderman Clifford, Alderman Basso, and Alderman Lewandowski. Also in attendance were Public Works Director Adam Jasinski, City Engineer Aurimas Spucys, City administrator Dan Nisavic, residents and recording secretary Charlotte Moore.

Minutes

Chairman Kramarski moved to approve the minutes of the July 16, 2019 meeting, seconded by Alderman Clifford. All in favor and motion carried.

Public Works Report: Adam Jasinski

 MFT Road Program

o Director Jasinski mentioned that currently we have completed Evergreen Avenue, W Navajo Court, Park Lane minus curb work repairs. We ground up and did some patching on Palos Avenue. Elm Court is finished. 74th Avenue and 124th Place have been ground up along with some patching.

o The streets left to be done are Richard Avenue, 126th Street, 121st Street and 78th Court.

o The contractor would like to complete the entire road program in a month and a half.

o Alderman Basso asked how the scheduling works for the road work. Adam replied that they start the road program on the streets that have curbs and gutters. Then they move to the longer streets. They don’t have a consistent schedule.

 123rd Street Project Update

o Director Jasinski noted that we are waiting for IDOT approval. We are going through the Southwest Conference of Mayors to try and push IDOT along. 

o Aurimas mentioned that we are not changing the letting. This delay is not delaying the project.

o Alderman Clifford is concerned with obstructions on the side of the easement Alderman Kramarski mentioned that any obstructions will be removed. 

 Southwest Highway Walking Path

o Adam indicated that the retaining wall is slowing moving away from the road. Thanks to Tom Brown and his letters to IDOT, we were able to have IDOT in Springfield pursue the bonding company of the contractor that went out of business. We are trying to have the bonding company pay to fix the retaining wall.

o This may take up to 12 months or longer. Adam was informed by IDOT that this is not a fast moving process. 

 Route 83 Sidewalk Project

o This project is about 90% complete. The tree planting is remaining.

 Drainage work completed

o Adam mentioned that we completed culvert replacement on 120th & 70th Ave, 76th & 124th Place, 130th block & 78th Court, 121st & 68th Avenue. We did some ditch regrading on 124th Place, concrete work on W Navajo Drive, rebuilds on Park Lane and Edgewood Road, ditch regrading on 122nd & 68th Court. Some of the work was along with the contractor during MFT and some was because of residential concerns.

 Request approval to draft an update to Chapter 76 Traffic Schedules Ordinance, schedule IV with the implemented recommendations from the Traffic Study.

o Chairman Kramarski moved to approve the drafting by the City Attorney of the ordinance to update Chapter 76 Traffic Schedule Ordinance, seconded by Alderman Clifford. All in favor & motion carried. AGENDA

o Alderman Basso asked about the stop sign that was removed at 125th & 68th Court. Alderman Basso feels this is a dangerous situation with a three-way intersection. Aurimas mentioned that the removal of stop signs was based on the report.

 Discuss an update to Chapter 151 Flood Control Ordinance with the revised Flood Insurance Rate maps.

o Adam stated that in May we received updated FEMA flood insurance rate maps. Per Federal regulations, we are required to update our ordinance to adopt the new FEMA maps in order to stay compliant and to receive Federal aid during a disaster. This is also for residents who are looking for FEMA assistance. Adam is still waiting for our state coordinator to provide the language they would like to see in our ordinance. Once Adam receives language, he will bring it to the Roads Committee to have the ordinance updated.

 Adam requested partial payment to Lindahl Brothers in the amount of $128,003.28. Chairman Kramarski moved to approve partial payment to Lindahl Brothers in the amount of $128,003.28, seconded by Alderman Clifford. All in favor & motion carried. AGENGA

 Adam requested partial payment to Triggi Construction for Route 83 in the amount of $64,641.56. Chairman Kramarski moved to approve partial payment to Triggi Construction in the amount of $64,641.56, seconded by Alderman Clifford. All in favor & motion carried. AGENGA

Engineer’s Report: Aurimas Spucys, Morris Engineering

 Lake Arrowhead

o Aurimas mentioned that Lake Arrowhead has a completion date for the end of September 2019.  Oak Hills Drainage

o Oak Hills drainage improvement plans have been approved by the city and MWRD. Application forms returned to project engineer for submittal to MWRD.

o The permit has been expired. They will either have to apply for a new permit or apply for an extension. Aurimas will notify Commissioner Kransberger.

Alderman Comments

Chairman Kramarski requested that Adam Jasinski include payout requests on his future agendas.

Alderman Basso asked if there is a device that can go across sidewalks to count the pedestrian traffic. Aurimas doesn’t believe there is a device. This is something that would probably be done manually.

Morris Engineering Invoices

Chairman Kramarski moved to approve payments to Morris Engineering for various projects in Palos Heights in the amount of $7,417.33, seconded by Alderman Clifford. All in favor and motion carried. (Voucher List)

Resident Comments – Doris Tortorici (7000 W 130th Street)

Mrs. Tortorici asked about the updated FEMA map and requested a copy of the map.

Adam will print a copy and drop it off at her home.

Adjourn

There being no further business, Chairman Kramarski moved to adjourn the meeting, seconded by Alderman Clifford. All in favor and motion carried.

Meeting adjourned at 7:00 p.m.
