City of Palos Heights Municipal Grounds and Property Committee met Aug. 27.

Here is the minutes provided by the committee:

CALL TO ORDER

Chairman Basso called the Municipal Grounds and Property Committee meeting to order at 7:05 p.m. at the Palos Heights City Hall, 7607 W. College Drive. In attendance were Chairman Basso, Alderman Bylut, Alderman Kramarski, Alderman Lewandowski, Public Works Director Adam Jasinski, and Recording Secretary Margaret Carey.

APPROVAL OF MINUTES

Chairman Basso moved to approve the minutes of the Municipal Grounds and Property Committee meeting held on July 23, 2019 seconded by Alderman Kramarski. On a voice vote, the motion passed unanimously.

PUBLIC COMMENT

None.

DIRECTOR’S REPORT

Public Works Director Adam Jasinski presented the following reports:

 Requested approval to replace the existing boiler in City Hall a new high-efficiency hot water boiler through a purchasing cooperative with Trane U.S. Inc. at a cost of $91,066.00.

A motion was made by Alderman Basso to approve the purchase of a replacement boiler through a purchasing cooperative with Trane U.S. Inc. at a cost of $91,066.00, seconded by Alderman Bylut. On a roll call vote, the motion to approve the request was:

Ayes: (4) Basso, Bylut, Kramarski, Lewandowski

Nays: (0) None Agenda

 Requested approval to ask the City Attorney to draft an ordinance authorizing the sale, by auction, of a 1996 Ford F250XL with 176,853 miles - that was used by the Vehicle Maintenance department – though the Southwest Conference of Mayors auction. Director Jasinski added that this committee has already previously authorized the purchase of a replacement vehicle.

A motion was made by Alderman Basso to approve the request of a draft ordinance authorizing the sale, by auction, of the 1996 Ford F250XL, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously. Agenda

 Requested approval to hire Temple Display to install, remove, and store the 2019 holiday decorations at a cost of $7,663.95.

A motion was made by Alderman Basso to approve the purchase of installation, removal, and storage of 2019 holiday decorations from Temple Display at a cost of $7.663.95, seconded by Alderman Kramarski. On a voice vote, the motion passed unanimously. Agenda

Director Jasinski asked the committee if they were interested in purchasing additional decorations for the 2019 season. Alderman Bylut said residents have expressed to him they are very happy with the decorations. Chairman Basso suggested Jasinski bring a few options to the next meeting to review/discuss.

OLD BUSINESS / NEW BUSINESS

Alderman Kramarski said she received resident calls saying what a great job our staff did cleaning up after the recent storm.

Chairman Basso inquired whether the State will maintain the property where the recent drainage and roadwork was completed on Route 83. It doesn’t appear to be maintained. Director Jasinski explained it is the State’s responsibility. Our Public Works can assist with minor tasks. Chairman Basso and Alderman Kramarski suggested Jasinski follow up with the State to make sure they are doing it.

Alderman Bylut received a call from a concerned resident that the temporary bike path at the Arrowhead Lake project is a safety hazard – with hanging branches and bushes near 131st Street. It now appears to have been cut back. Director Jasinski indicated that visibility and signage was discussed with the Project Manager during the bi-weekly construction meeting. The project manager took care of it. Alderman Kramarski suggested Jasinski update the Police Chief because the same issue was brought up in the Public Safety committee meeting.

Chairman Basso inquired about maintenance of the gazebo. Director Jasinski said it was painted but the lights have not yet been replaced. Chairman Basso asked Jasinski to bring lighting samples to the next meeting. He also inquired about his request to put security cameras on the gazebo. Jasinski does not yet have information on that.

Director Jasinski said the new welcome signs were shipped today. He also said Homer Tree Care will begin working on trees near the pool tomorrow and then move to the trees on Oak Park Avenue. Chairman Basso suggested Jasinski take a look at the trees on the Harlem Avenue right-of-way. Some of the tops look dead. Director Jasinski said he will look, but action will depend upon the budget.

There being no further business, Alderman Basso moved to adjourn, seconded by Alderman Kramarski. All in favor.
