Here is the minutes provided by the board:

CALL TO ORDER

President Riley called to order the Summit Village Board meeting at 6:30 p.m. on Thursday, September 12, 2019 at the Summit Village Hall, 37100 Delafield Road.

ROLL CALL AND CONFIRM POSTING

Clerk Michael took roll call and confirmed posting of meeting to the local media as required and requested along with posting on the Village website and posting board. Trustees present were: Richard “Curly” Wentland, Kraig Arenz, Sr., Sandy Casterline and Jim Petronovich. Also present were: President Jack Riley, Administrator/Clerk-Treasurer Debra Michael, Planner Henry Elling, Chief Michael Hartert and DPW Lead Person Bill Miller.

President Riley ANNOUNCED EXECUTIVE SESSION stating that the Village Board may convene into Executive Session pursuant to: Section 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: Review of the 2000 Cooperative Boundary Plan with City of Oconomowoc

The board will return to open session following this discussion. 

PUBLIC COMMENT

Jeff Lee, 37420 Indian Mound Road – read prepared statement about Diamond Club Entertainment proposal, made on behalf of many (approximately 21) residents who are strongly against this project because it is not in alignment with the Master Plan. Moving forward making decision taking look at well detailed plan that is already in place. Master Plan 2020 – why do we plan section, Environmental and Cultural goals, Commercial Office and Business Use talks about sewer and water availability in 2 places, minimize traffic impacts, groundwater resources, and land use information in regards to rezoning requests. Do not believe the project aligns with the vision set forth in the Master Plan, urge board to listen to voices of the Village of Summit.

Amy Johnson, 36752 Lower Lake Road – regarding Item 7H delineation of Lower Lake Road, 3 crock septic system on her property and is located on both sides of the road and simply put would like to protect her septic system. Suggestions: keep the 16’ right of way, widen to 20’ to allow septic system to be out of the right of way along with other encroachments, is a dead end road for very low traffic, gives more room to emergency vehicles, widen the right of way to 30’ but keep the portion in front of her home to 16’, or have her grant an easement for 14’. Can find a solution that meets the Village’s needs but also protects her septic system.

Mike Nevins, 849 N Point View Rd – back in June incident on I94 & 67 wanting to hold Summit and Oconomowoc hostage and wanted to commend the police department for the job they did. Article in the paper after stating a lot of people don’t know where Summit starts and Oconomowoc ends and his response is who cares? Summit is missing a downtown and he doesn’t think we need it. Summit should celebrate what they have and that is what the residents want. Another series of comments that he hopes the village and plan commission will follow through on. Stated that they would give their philosophy on what the Village holds in the future and would like that to be shared publicly so that the residents know what the future looks like, it could be done anonymously without attaching names to what was said.

Troy Burbach, 2834 N Interlaken – would like to see the same thing with the statement from each member and doesn’t think it should be anonymous. Interlaken proposal – tonight’s vote is that if they vote in favor of those that are voting for you. Doesn’t understand what is in the board’s head as they vote so would ask that they give reasons to provide some transparency in their decisions tonight, he is looking for transparency. Mr. Neumann is going to speak tonight and would like the resident’s to be given the right to speak after that.

Cobby Shereff, 2856 N Interlaken – further to what Mr. Burbach said she is concerned about the process and encourages following the process that is in place. This decision was done after long discussions and negotiations. If there is an agreement in place, the community ought to be able to anticipate that that will be adhered to. Doesn’t think the developer should be allowed to come back and request a modification when the process was built for a reason and has integrity. There is good reason why the Plan Commission voted the way they did and hopes the Village Board does the same.

Charles Blumenfield, 3856 N Interlaken – showed a Power Point presentation showing the following: approved plan and requested change, stating the original plan is just fine, Victory Homes and Steeplepoint Homes are the only two builders allowed to build on these sites, 2017 General Development Plan and showing hot the change sought is inconsistent with Summit zoning ordinance 111-359(b), Lake Country Village and Interlaken Village plan, questions and concerns, reviewed reasons indicated by Developer for the request, motion of Plan Commission, which of these two plans would you approve (showing current and proposed change). Ask that the board turn down this request.

Carol Schroeder, 3220 N Interlaken Drive – thanked the board for opportunity to comment, she is a realtor and in October 2016 sold buyer a home and was pleased until he called her about serious water runoff. Has sent emails and letters regarding this issue. The plan shows no retention ponds and the runoff will go right to those driveways. Plan that is proposed is not aesthetically pleasing and will cause a lot of run off issues in this area. Stated that they have been elected to the board and should vote representing the majority of concerned citizens.

Tom Hildebrandt, 3334 N Interlaken Drive – reinforcing everything the others have said and hope they vote against the Interlaken proposal.

Debbie Theine Wojtowicz, 39443 Sunset Drive – regarding the speed study on Sunset Drive request. Lives on the part that is very close to the bar, difficult to cross the road with young children, neighbor’s dog was killed on that road. She went door to door and everybody signed the petition with no opposition. In addition, there are other concerns, one of the farmers has a portion that traffic is using the left lane. Use speed study for alternatives, cars don’t stop for the buses picking up school children.

Jill Neils, 34801 Valley Road – used to live on Interlaken until 1 year ago. Truly listen to us to hear our collective concerns and takes offense to be calling spoiled or privileged, we really care about this community. Reminder – Interlaken residents met with Matt Neumann, made concessions so they could have their development. Piano keys would ruin the road for the existing residents and the new residents of Interlaken. The cul de sac plan is the best plan, why does Mr. Neumann get a do over. One of homes has now sold, so it is happening. What are the new buyers being told about this development, are they in the dark, new buyer should know about this because they are the most affected.

Richard Dwyer, 34311 Venice Beach Road – showing up at meetings for over a year and hearing similar situations that they are facing. Forced to have people park in his yard, asked the Village regarding all the emails regarding the sale of that green space property, was told there is no parking in that area and there were motorcycles parked there all weekend. Pictures of car that crashed into trees. Encouraged people to come to meetings.

Glenn Gessert, 3144 N Interlaken Drive – 2 things to add, if proposed piano keys layout was accepted and the road widened that would make a mess, Spheeris development area is a dead end and in his mind that is not comparing similar circumstances at all.

PLAN COMMISSION

Discussion and action on a Certified Survey Map to combine lots at 1012 Breens Bay Road

MOTION: (Petronovich, Casterline) to approve Certified Survey Map as recommended by the Plan Commission with the following conditions:

A. SUBJECT TO APPROVALS FROM ALL OBJECTING AND APPROVING BODIES: Petitioner shall satisfy all comments, conditions and concerns of the Village Engineer prior to approval of the final Certified Survey Map.

B. NO BUSINESS OR COMMERCIAL USE. There shall be no commercial or business use on these lots, except as specifically permitted pursuant to the applicable Zoning Code.

C. REIMBURSEMENT OF EXPENSES. As a condition precedent to this conditional CSM approval taking effect, the Petitioner shall pay all fees, costs, and assessments due and owing to the Village of Summit, and for reimbursement of any expenses, costs and disbursements which have been incurred by the Village of Summit in the drafting, review or enforcement of this conditional CSM approval, including without limitation by reason of enumeration, design, engineering, inspection and legal work.

D. ONE YEAR TO SATISFY CONDITIONS. Subject to the Petitioner satisfying all of the aforementioned conditions within one year of the Village Board granting conditional final approval of the CSM.

Discussion and action on a Certified Survey Map to attach an outlot on Golden Lake to nearby off-lake property at 39563 Sunset Drive

MOTION: (Casterline, Arenz) to approve Certified Survey Map as recommended by the Plan Commission with the following conditions:

A. SUBJECT TO APPROVALS FROM ALL OBJECTING AND APPROVING BODIES: Petitioner shall satisfy all comments, conditions and concerns of the Village Engineer prior to approval of the final Certified Survey Map.

B. NO BUSINESS OR COMMERCIAL USE. There shall be no commercial or business use on these lots, except as specifically permitted pursuant to the applicable Zoning Code.

C. REIMBURSEMENT OF EXPENSES. E. THREE MONTHS TO SATISFY CONDITIONS. Subject to the Petitioner satisfying all of the aforementioned conditions within three months of the Village Board granting conditional final approval of the CSM.

Discussion and action on a request of Neumann Developments Inc. for General Development Plan revision for the south 23-acre area of Interlaken Village Subdivision and the southern 31 acres of Lake Country Village Subdivision under Section 111-359(J)

Matt Neumann, Neumann Developments, apologized that he was not able to make the meeting last month. Have developed a lot of communities in Southwestern Wisconsin, this is the single largest project that they have done. They are professional developers and their opinions are respectful of neighbors of the projects, has yet to be at a meeting that follows up with applause after they speak, he understands this is in these people’s backyards. Agrees it does look awkward on paper but if you drive out there and look at the property it looks much different from that perspective. Met with many of these people and they know that he was concerned with building on cul de sacs and having homes with roads on three sides. Two builders were priority and one bought four homesites and built a model that just sold and the other builder put up one model but did not purchase the other three lots. To date, in three years they have sold one home. Agrees that there is hopefully a change coming. Presentation is not to antagonize the neighborhood but present something that follows the plan that they originally envisioned. 14 lots approved on the south side and reduced that density to 12 in this new proposal. Thought process was they can’t sell $700,000 homes surrounded by 2 roads, on the southside the sites are over an acre in size and offer more privacy, increased front yard setback to 100’. All objection is about 12 driveways on Interlaken, his opinion and experience of what people are looking for, the values of the homes built will be higher with this proposal than they would be with the existing plan. Would you rather look at the front of homes on larger lot sizes or stick with the current plan and wait for the market to support. Fulfill the vision for higher end homes in the area, biggest change is that just north of us there were five driveways allowed on Interlaken only a year after they received great opposition to it. Piano key is a mirrored image of the approach on the south side of the road. Their goal is to preserve the values and support the vision they originally had and feels this is the way to go.

President Riley stated that Matt is a good salesman, but the current proposal shows 7 homes that are 100’ away, won’t seem like it is less dense when you are walking down the road because you are seeing more houses.

Matt Neumann added that the berms that they would be able to build with the proposal are substantially higher because they have more space. There are five more homes in that area that would be open space in the current plan.

Trustee Petronovich stated that the road was originally put in for the homes on Upper Nemahbin and going from 14 homesites to 12 homesites is a loss to the Utility District which is in the hole, symmetry of the design of current layout is better, agrees with the loss of the neighborhood appeal, sees issues with plowing, more variation with the homesites on the cul de sac design, this was an agreement and a lot of discussion to come up with this design and now this is a change to that. Only thing that is advantage to the Village is that there wouldn’t be any additional Village road.

Trustee Casterline, thinks the piano keys layout doesn’t fit in with the rural character, it doesn’t compare to the Meadows which butts up to a farm and coming off of Henning, and none of those things that are mentioned are positive.

Matt Neumann admitted that he is frustrated by the Village allowing The Meadows to have the driveways off of Interlaken.

MOTION: (Petronovich, Casterline) to accept the Plan Commission’s July 18, 2019 recommendation and reject the amendment to the General Development based on Section 111-359(B)(3) – the proposal does not fit the Planned Development Overlay as originally proposed and 111-359(B)(4) – the proposal would cause an overload on the Village road.

Trustee Wentland stated he will be voting against the motion like he did at the Plan Commission and the reasons for that are numerous: Our nation’s founders erected a firewall against the very nature of every US human being. The US constitution does a remarkable job as that firewall, except for our nature, which is not to be selfless, but rather to be selfish. Not to put others first, but to put ourselves first.

I don’t believe most US citizens wake up every day and think “how can I undermine the US Constitution”. In fact I’ll bet most folks of this great country, consider themselves as patriots who support all things Constitutional. And that would be true, especially when it applies to “other people”.

But when it comes to our space and our issues? Well, we all fold, spindle and mutilate the document we cherish so much.

You say, now wait a second Curly. Aren’t Constitutional issues National or State issues? To be sure there are the National & State battles to defend our Constitutional rights. But make no mistake; most abuse of the Constitution occurs at the local level. The Village of Summit is no exception.

Ask yourself

1) Why do over 50 properties get to have driveways on a public road, and 12 additional driveways should not? It is a public road, right? If you give the prerogative to new driveways to the existing driveway owners, you make it a private road. The Neumann properties should have equal access to Interlaken Dr. as the current residents do. That elected and appointed officials ignore their oath of office and hand the rights of another to a select few is no small abuse of the US & Wisconsin Constitution. Some will say, “Can the road handle 12 more driveways”? Since there was not even a mention of the road capacity when the previous 50+ driveways where established, I have to assume this is more than road capacity issue. So what is the real issue with these 12 driveways?

2) I assert to you the one and only reason that the residents on the East side of Interlaken Dr don’t want to see driveways, homes or a church across from their properties is “They don’t like it”.

The current residents on the east side of Interlaken have had plenty of opportunity to keep the farm field across from their properties. Mr. Neumann has offered to sell the land in between Sawyer Rd & Interlaken Dr. as early as August 2016. He made the offer to sell the property for what he had in it. The cost included the Village of Summit Utility District DUE charges for the sewer lines already installed. To date, the residents on the East side of Interlaken have passed on the purchase and control of the property. Why would they take a pass on acquisition? Because they believe you don’t buy the cow, when you are getting the milk for free. The Village of Summit Plan Commission and Village Board have given away the property rights of Mr Neumann to the residents on the East side of Interlaken. It’s that plain & simple.

3) Reasons we abuse the Constitution to accommodate:

A) Special interest groups or what I call unregistered political action groups,

B) Because we want to be liked,

C) We confuse the loud & emotional with a logical & compelling argument,

D) When cry-bullies outnumber those whose position is reasonable.

4) The Constitution protects the few and the many. The Constitution protects the poor and the wealthy.

5) Many have issues when a developer changes plans. In this case the developer was asked, indeed required to do that which he did not want to do. After plan A for the North Interlaken portion was not working Mr. Neumann chose to improvise, adapt & overcome the previous plan for the Southern portion. He’s asking what I believe is a very reasonable request to allow 12 driveways onto Interlaken Dr from that Southern portion of the project. There are 150 Million reasons to listen to Matt Neumann. His development West of Sawyer Rd will provide 150 Million dollars of tax base from a corn field that few if any developers would touch. The Village of Summit needed that growth.

6) To be sure the residents on the East side of Interlaken will be disappointed to see driveways and homes across the street from their places. They certainly have every right to express their displeasure and I will defend their right to say they don’t like it. But, the residents on the east side of Interlaken should hold no power to prevent driveways on the west side of Interlaken! And the Plan Commission and Village Board should not give away the property rights of the owner or owners on the west side of Interlaken Dr.

7) I have seen some pretty remarkable decision making by leaders in this community.

A) Decisions made based on religious bias including being against Christianity or a particular flavor of Christianity.

B) Decisions founded upon retribution.

C) Decisions founded in jealousy, professional or your standard jealousy. 

D) Decisions based on rules are rules.

E) Decisions against the wealthy.

F) Decisions against those that have less.

G) Decisions because the person in power believes they are smarter than those not in power. 

H) Decisions because those in power wish to lord it over those not in power.

NONE OF THESE DECISIONS WERE FOUNDED ON CONSTITUTIONAL ISSUES, even though our oath of office requires it.

8) Ronald Reagan said: Freedom is never more than one generation away from extinction. We didn't pass it to our children in the bloodstream. It must be fought for, protected, and handed on for them to do the same.

9) I wish, the hair on fire emotional plea of our residents would just once include the statement I don’t care how much you raise our property taxes; I prefer this project be stopped.

10) There is not a single doubt in my mind that if we allow the petitioners request for the driveways on to Interlaken, there will ensue real negotiations to buy the property by the Interlaken residents from Neumann Company.

11) The criteria to decide if the Neumann proposal should be accepted is arcane, confusing and lacks any Constitutional awareness. I really think Planner Elling should not have given his opinion on the matter. If the criteria are not easily understood by Plan Commissioners, which was obvious, then it was Planner Elling’s place to better explain, not to enter into the decision with an opinion.

Trustee Wentland showed piano key lots on the road he lives on and explained that it is a good neighborhood, he doesn’t see anything wrong with that type of layout.

Trustee Arenz stated his points: wanted to address some comments about the last meeting; there is a process and we were responding to the applicant and if they cannot be here that is not how the process works, stated there was an exception made for Mr. Spheeris by the Plan Commission and can see why Matt is here, it makes sense, when Neumann came in and the Village allowed them to have their property rights to come up with a plan to be marketable, allowed them a latitude of concessions, to use density of Lake Country Village they were blended up to come up with a plan to make this work so when he sees him come through with this change he feels we have already given him the latitude to do those things. This is a blended community and the board made an exception but states we have the development and have this laid out and would like to see them stay the course.

Trustee Wentland added that he thinks this request is reasonable and goes against oath that we protect. Yes, I will vote against this motion and suggest that the rest of the board do too.

Trustee Petronovich, going from 14 to 12 lots so that will lessen the number of tax bills as well.

Trustee Casterline stated we have a planned development overlay here and to change that without any benefit to Summit, she wouldn’t vote for it.

President Riley stated this was already before the Plan Commission and their comments. If the constitution is the problem, then you could put anything they want here, doesn’t think the constitution is the issue and there a lot of zoning laws that have put the constitution to the test.

Trustee Wentland stated you want to know the benefits, we will talk about that on the 20th when we are talking about the budget and figuring out how you will pay for things.

Carried. Wentland opposed.

Discussion and action on request from Neumann Developments for Letter of Credit Reduction Request #2 for Lake Country Village – Phase 3

MOTION: (Casterline, Arenz) to approve a second reduction in the letter of credit for the Lake Country Village Subdivision, Phase #3 in the amount of $675,647.16, based on the report of the Village Engineer and subject to payment of all reimbursement charges due and owing the Village of Summit. Carried.

Discussion and action on Proposal from Neumann Developments for Delay in Final Lift of Asphalt for Lake Country Village, Phase 1

MOTION: (Casterline, Arenz) accept the proposal from Neumann Developments for Delay in Final Lift of Asphalt for Lake Country Village, Phase 1.

Delay to the next season, his opinion that we will end up with a better product than if we do paving now, to limit their risk and exposure we kept their warranty period to the same time frame.

Carried.

Discussion and action on Shoreland cutting policy

MOTION: (Casterline, Petronovich) to request staff develop a graduated fee schedule for shoreline cutting permits.

Trustee Petronovich stated he doesn’t understand why people have to pay to cut buckthorn which is an invasive species. Will work with Planner Eling to bring forward proposed policy.

Carried – Wentland opposed.

Discussion and action on compliance and enforcement of Vacation Rental Establishment Ordinance

MOTION: (Arenz, Petronovich) to direct the Village Planner to begin enforcement of Ordinance #71-2019 on January 1, 2020, to allow for property owners to complete the necessary State and County permitting, site improvements and rental agreements. Beginning January 1, 2020 this Ordinance will be addressed on a complaint basis.

Trustee Arenz stated we have identified who will do what. President Riley added that those properties that we always get complaints about should be notified directly.

Carried.

Discussion and action on Lower Lake Road right-of-way delineation

Planner Elling stated the purpose of doing this would be to show what the 60’ right of way would look like and show what encroachments are within that. The 30’ dimension removes the garages on the lake side, it doesn’t remove the septic system of the Johnson property to outside of the right of way.

Trustee Arenz had a policy question about slated turnaround and how we address that and that might help them respond to how we handle the options.

Planner Elling responded that the first direction was to identify and survey the property, now looking to work with the board to determine turnaround location and size of that.

President Riley stated that it was determined it is a public road but what is the width. Planner Elling explained that according to Attorney Macy that means that it becomes a 60’ width.

Trustee Wentland, would the questions and concerns of the Johnson’s be addressed. Planner Elling stated we haven’t done any type of title search to see where that nomenclature came from. That is what would be necessary to find out where that 16’ public or private right of way language came from on their survey. When we make these decisions, we must be clear to the property owners, especially the ones with the septic system, as to whhat rights are afforded to the Village.

Planner Elling stated that is part of his motion, to come up with the process of what is allowed so we don’t have to tell them to remove something, there has to be a mechanism. Trustee Arenz, identify if permanently accessible, and we need to address a turnaround.

Trustee Petronovich, stated if we go with the 60’ turnaround that is cutting off a third of the garage at the end. Trustee Arenz is not opposed to doing a reduction but there are other issues to make that work. Need to address other concerns before we can go forward.

MOTION: (Arenz, Petronovich) to request the staff prepare a procedure to establish a 30 foot right-of-way width and a turnaround area for Lower Lake Road from 36808 Lower Lake Road northeast 625 feet. Carried.

WESTERN LAKES FIRE DISTRICT Monthly Report

Chief Brad Bowen reviewed the August, 2019 monthly call report and the September monthly report (on file).

HIGHWAY DEPARTMENT

Monthly Report

Lead Person Miller reviewed monthly report (on file). Discussion and action on part-time seasonal employees

MOTION: (Petronovich, Casterline) to hire Allen Bouton as a part time seasonal employee @ $18.50 per hour for 2019/2020 to assist with snowplowing operations with no benefits. Carried. Wentland opposed.

Discussion and action on request to place donated bench at Peter Prime Park in memory of Harvey and Jeannette Johns

MOTION: (Arenz, Wentland) to approve the request of Jay & Jeanne Johns to donate a bench to be placed at Peter Prime Park in memory of life long Summit residents, Harvey & Jeannette Johns. Carried.

Trustee Arenz requested that the bench be placed on a foundation of poured concrete to reduce the maintenance.

POLICE DEPARTMENT

Monthly report

Captain Schroeder reviewed the monthly report (on file). Discussion on Nuisance Ordinance

Captain Schroeder stated this came about in relation to the vacation rental ordinance and one of the things that came up was that the ordinance doesn’t solve many of the issues. Captain did some research on chronic nuisance ordinances that other communities have adopted. Currently we have two ordinances that may apply, one is noise ordinance that was recently passed and is certainly enforceable but with the turnover of renters it could be a recurring problem. Nuisance ordinance which includes loud noises, keeping loud animals however enforcement arms on that is to abate the nuisance within 24 hours. So, neither of those really address the issues.

Chronic nuisance ordinance will take things such as; loud noise, trespassing, battery, disorderly conduct and if your property has a certain number of citations under that, they will have to abate the nuisance. Most apply to single, multi-family and commercial property, most say 3 violations within a year, they are notified of chronic nuisance and have to come up with a plan in 10 days to abate the nuisance and meet with Village representative to review and approve.

President Riley stated he thinks that is exactly what we are looking for. Bring an example for the board to review. Include Building Inspector and Zoning Administrator as needed.

Report on Hogg Alley Special Events

Captain Schroeder stated there were two special events in August, did some traffic control by completely barricading east side of Venice Beach Road and a partial on the west side. For the event on the 18th it cut down on traffic and parking but on the 24th people legally parked on Venice Beach Road and the Police Department relayed that they could hardly get the squad through the road and had concerns that an emergency vehicle would not be able to get access. Other items related to the special event and concerns about people trespassing on Mr. Dwyer’s property and Mr. Stoll put up yellow tape and cones along Mr. Dwyer’s property to deter people from going on his property.

Trustee Arenz stated he envisioned that there should be local traffic only signs on both sides of Venice Beach Road.

Discussion and action on parking regulations for Venice Beach Road

Captain Schroeder stated one of the concerns that has been brought up is parking and that emergency vehicles can’t get through and the bar is using the road for their parking lot. Took it to the residents that live on the road and asked their preferences. 5 of the residents wanted no parking on both sides, 4 unsure, 2 leave as is and 3 were not reachable. Talked to Fire Chief Bowen about this and he agrees it is an issue to even have parking on one side of the road there because it is narrow to begin with and it is curvy.

Direction to bring back a visual map showing the results of all the responses by property and delineate where the existing no parking signs are posted.

Discussion and action on petition to request that the Wisconsin Department of Transportation perform a speed study on Sunset Drive (STH 18) in the area of Golden Lake Road (CTH BB).

MOTION: (Casterline, Petronovich) to approve the Notification of General Records Schedule Adoption to Opt In and adopt the entire schedule as adopted by the Public Records Board on August 27, 2018. Carried.

VILLAGE BOARD

Discussion and action on creation of interview panel for Public Works Superintendent position

Trustee Arenz stated he would direct the DPW liaison and Administrator to come up with a group for the interview panel.

President Riley stated his preference would be to include a DPW representative from similar or larger size community with similar position, Chief of Police or someone from the department who has participated in panel interviews and/or a Village resident with HR experience.

Discussion and action on plan for gathering public input toward adopting a slogan defining Summit

Trustee Casterline stated we have had previous discussion about developing a slogan for the Village and other things that might benefit down the road. A group has met twice and bottom line is that the police department would like to have a presence around the community a couple times a year and might come forward with an event for the Winter. The group discussed asking the residents to submit slogan ideas and the Village would review them and select a winner.

Trustee Arenz likes the idea but not the “winner” portion of it, if she wants to get people together to meet and come back with a proposal that would be acceptable. The Village needs to have a consistent marketing brand going forward.

President Riley questioned the presenting of an event and what are we wanting to market? To bring in development or ? Trustee Arenz clarified that his idea of branding is what people think of when they think of Summit.

President Riley stated he is fine without having an event in Summit, doesn’t understand what need we are trying to meet. Doesn’t hear people saying that they want events in Summit, people live close to Oconomowoc, Dousman and Delafield and go there for events.
