City of Palos Hills City Council met December 5

Meet

City of Palos Hills City Council met Dec. 5.

Here is the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 6:57p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded: 

PRESENT: Price, Lebarre, Marrotta, Kleefisch, Stratton, Pasek, Nowak 

ABSENT: Brachman, O’Connell, Moore

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated November 21, 2019 as presented. SECONDED by Ald. Marrotta. Upon roll call the following Ald. voted:

AYE: Lebarre, Marrotta, Kleefisch, Stratton, Pasek, Nowak, Price

NAY: None

ABSENT: Brachman, O’Connell, Moore 

MOTION CARRIED

6) CITIZENS PETITION:N one this evening

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

Resident, Denise Lipinski, addressed Council on matters pertaining to the Plan Commission Hearing on December 2nd, and stated that there should have been a bigger effort notifying the public of the meeting as she feels the sign was not clear, but did see the notice published in The Reporter.

There were no other comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: Mayor Bennett announced that on Monday the sound system will be worked on and asked Council to clear their spots to allow the work to be done.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Price read the November 2019 building report and noted that 67 permits were issued for a total of $11,524.00 in permit fees.

The Building department is currently reviewing two new house applications, and a permit application and drawings to turn A&H rental and the party place into a Salon Studios.

Roof replacement for the Community Center and Police Department will begin next week.

A contractor contacted the City for permits to demolish the house at 7911 W. 101st Street as soon as Cook County demolition permits are issued.

B. CITYADMINISTRATION/GOLF:

In the absence of Ald. Moore there was no report this evening.

C. COMMUNITYRESOURCES:

Ald. Nowak had no report this evening.

D. ECONOMIC DEVELOPMENT:

In the absence of Ald. O’Connell, Ald. Nowak announced that Derma Plus who provide skin esthetics services located at 10419 S. Roberts Road has been issued their business license.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated December 5, 2019 in the amount of $658,727.11. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Lebarre, Marrotta, Kleefisch, Stratton, Pasek, Nowak, Price

NAY: None

ABSENT: O’Connell, Moore, Brachman 

MOTION CARRIED

Ald. Lebarre stated that there is a proposed ordinance entitled An Ordinance Providing for a Budget and Appropriation for Corporate and Other Purposed for the Fiscal Year Beginning May 1, 2019, and Ending April 30, 2020, for the City of Palos Hills, Cook County, Illinois.

City Clerk Mulderink assigned Ordinance number 2019-20.

Ald. Kleefisch MOVED to waive the reading of proposed ordinance 2019-20. SECONDED by Ald. Marrotta. Upon roll call the following Ald. voted:

AYE: Marrotta, Kleefisch, Stratton, Pasek, Nowak, Price, Lebarre

NAY: None

ABSENT: O’Connell, Moore, Brachman 

MOTION CARRIED

Ald. Lebarre MOVED for PASSAGE of Ordinance 2019-20, An Ordinance Providing for a Budget and Appropriation for Corporate and Other Purposed for the Fiscal Year Beginning May 1, 2019, and Ending April 30, 2020, for the City of Palos Hills, Cook County, Illinois. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Nowak, Price, Lebarre, Marrotta

NAY: None

ABSENT: O’Connell, Moore, Brachman 

MOTION CARRIED

Ald. Lebarre stated that there is a second proposed ordinance entitled An Ordinance Levying Taxes for General Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2019, and Ending April 30, 2020, for the City of Palos Hills, Cook County, Illinois.

City Clerk Mulderink assigned Ordinance number 2019-21.

Kleefisch. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Nowak, Price, Lebarre, Marrotta

NAY: None

ABSENT: Moore, Brachman, O’Connell MOTION CARRIED

Ald. Lebarre MOVED for PASSAGE of Ordinance 2019-21, An Ordinance Levying Taxes for General Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2019, and Ending April 30, 2020, for the City of Palos Hills, Cook County, Illinois. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Nowak, Price, Lebarre, Marrotta, Kleefisch

NAY: None

ABSENT: Moore, Brachman, O’Connell 

MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Marrotta stated how pleased he is that the house on 101st Street is coming down, and asked for the turnaround time for Cook County to take action on that.

Commissioner Hardison stated it typically takes ten days (inaudible) and anticipates just before or after Christmas.

Ald. Marrotta read a letter written by resident Carol Harper:

Ald. Marrotta, I’m hoping you can help with this long-term problem. I live at the end of 99th Place and 78th Avenue across the narrow creek is an industrial building renting to a variety of business owned by Value Industrial Partners. The problem is that one of these businesses is working three shifts; the truck arrives every night at 2:30 A.M., I know this because when the truck backs up it beeps very loud with a very loud alarm. The employees are not respectful of their surroundings or the hour and are in and out of the lot; fighting, swearing, laughing, and playing their music like they’re at a sporting event. I have called the Hickory Hills PD on several occasions to no avail. Is there anything that my Alderman or my City can do to help a resident with this problem? Am I protected by a noise ordinance? It just seems so unfair that we are forced to endure this night after night. Appreciate your time – Carol Harper.

Ald. Marrotta asked for Mayor Bennett and Chief Madigan to reach out to Hickory Hills Mayor and Chief to assist with this issue.

G. PARKS:

Ald. Stratton had no report this evening.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch had no report this evening.

J. PUBLIC WORKS/SEWER & WATER:

In the absence of Ald. Brachman there was no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening. 

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: None this evening.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald.Stratton SECONDED by Ald.Marrotta. By voice vote, all voted AYE.

The Meeting adjourned at 7:10 p.m.
