City of Palos Hills City Council met December 19

City of Palos Hills City Council met Dec. 19.

Here is the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00 p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Kleefisch, Stratton, Pasek, Moore

ABSENT: Marrotta, O’Connell, Nowak

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated December 5, 2019 as presented. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Kleefisch, Stratton, Pasek, Price

NAY: None

ABSTAIN: Moore

ABSENT: Marrotta, O’Connell, Nowak

MOTION CARRIED

6) CITIZENS PETITION: None this evening

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no other comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: City Attorney Pappas announced that the closing on the property at 8811 W. 103rd Street will take place Monday afternoon.

City Attorney Pappas stated that the lawsuit for the house on Meryton Court will be filed Monday as well.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Price announced that drawings were submitted for Thorntons at 111th and Roberts Road, Toasted Chicken where Philly T’s was located, and the Salon Studios at 105th and Harlem Avenue.

More information will be available at the next meeting regarding those.

Mayor Bennett stated that on Harlem Avenue, the used car dealer, the dog kennel and the property next to it has been sold, and they are to be torn down and redeveloped.

Ald. Kleefisch stated that the impression that Toasted Chicken’s proposed signage is misleading and would like the owner to explain why they chose that kind of signage.

B. CITY ADMINISTRATION/GOLF:

Ald. Moore had no report this evening.

C. COMMUNITY RESOURCES:

In the absence of Ald. Nowak there was no report this evening.

D. ECONOMIC DEVELOPMENT:

In the absence of Ald. O’Connell there was no report this evening.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated December 19, 2019 in the amount of $500,481.39. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Lebarre, Kleefisch, Stratton, Pasek, Moore, Price, Brachman

NAY: None

ABSENT: Marrotta, O’Connell, Nowak

MOTION CARRIED

Upon request of Ald. Lebarre, City Clerk Mulderink assigned Resolution number 637 to A Resolution Authorizing The Mayor And The City Attorney To Execute All Documents Necessary For The Transfer Of Title To Joca Builders Inc., Of City Property At 8811 W. 103rd Street, Palos Hills, Illinois.

After the reading of Resolution 637, Ald. Lebarre MOVED for ADOPTION of same. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Moore, Price, Brachman, Lebarre

NAY: None

ABSENT: Marrotta, O’Connell, Nowak

MOTION CARRIED

F. LEGISLATION & ORDINANCES:

In the absence of Ald. Marrotta there was no report this evening.

G. PARKS:

Ald. Stratton announced that Community Resource and Recreation Department is collecting items such as gloves, hats and scarves for the mitten tree. They are also accepting items for pets such as leashes and toys. They will be collecting these items through the month of December. The Community Center will be closed December 24th, 25th, December 31st and January 1st for the holidays.

Ald. Stratton MOVED to go into Execute Session, to review Executive Session minutes, at the close of business but before adjournment on January 2nd. SECONDED by Ald. Moore. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Moore, Price, Brachman, Lebarre

NAY: None

ABSENT: O’Connell, Nowak, Marrotta

MOTION CARRIED

Ald. Stratton reminded everyone that there is a Parks meeting January 9th at 6:00 p.m. held at the Park Department.

H. PLANNING & ZONING:

In the absence of Ald. Nowak, Mayor Bennett announced that there are some minutes pending from the hearings that took place, and once available everyone will have a copy.

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of November 2019 as follows: 190 traffic tickets were issued, 272 parking tickets, there were 32 misdemeanor complaints and 2 felony complaints, there were no criminal homicides, no robberies, there were 2 aggravated assault/batteries, 1 burglary, 5 thefts and 1 motor vehicle theft, and our C.I.D. Division handled a total of 48 cases.

Ald. Kleefisch announced that Officer Aaron Boatwright will be retiring January 6th, after 21 years of service.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman stated that there was an auto accident where a city street light was damaged, and the total damages including materials and labor came to $3,326.78. Commissioner Oeffling would like approval for City Attorney Pappas to send a demand letter.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12 )MISCELLANEOUS BUSINESS: Ald. Moore shared a picture of the residence directly across from his which displays that there are vehicles being stored as the RV and pick-up truck are covered.

There is supposed to be a three foot setback between them and the neighbor’s property.

Ald. Moore would like for City Attorney Pappas to look at the ordinance and determine if it can be amended, restricting RVs from being parked in front of a residence.

Ald. Brachman is postponing the discussion of the Motor Fuel Tax until the second meeting in January.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald.Stratton SECONDED by Ald.Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:25 p.m.
