City of Burbank City Council met Feb. 26.

Here is the minutes provided by the council:

The meeting was called to order at 7:30 PM by Mayor Dan M. Foy in the Council Chambers at 6530 West 79th Street Burbank. Il.

Mayor Foy requested a roll call which indicated the following members present: Alderwoman Barb Gagle, Alderman Robert Contreras, Alderwoman Sheri Gustafson, Alderman Claude Haerr, Alderman John Pacella, Alderman Mitchell Piznarski, Alderman Jason Pyle, Mayor Dan M. Foy, Clerk Barry' J. Szymczak, Treasurer Dean Viverito and City Attorney Vince Cainkar.

Mayor Foy then asked all to rise for the Pledge of Allegiance.

Mayor Foy asked for a motion to approve the minutes of February 12,2020. The motion was made by Alderman Contreras and seconded by Alderman Piznarski with unanimous approval by voice vote and so declared by the Chair.

Mayor Foy then asked for a motion to approve the current list of bills. The motion was made by Alderman Contreras and seconded by Alderman Pyle. A roll call indicated TAyes and 0 Nays. Voting Aye: Alderwoman Gagle, Alderman Contreras, Alderwoman Gustafson, Alderman Haerr, Alderman Pacella, Alderman Piznarski and Alderman Pyle.

Pursuant to law, Mayor Foy asked City Attorney Vince Cainkar to conduct a public hearing on the proposed appropriation ordinance for the fiscal year January 1, 2020 and ending December 31, 2020. City Treasurer Dean Viverito, along with Mr. Cainkar reported that the 2020 Appropriations for the City of Burbank is $21,498,000.00 which is an increase of $610,000.00 (2.9%) from the previous year. This amount includes a2.5o/o cost of living increase for city employees, as well as statutory contributions for Police, Fire and other municipal employees and contributions to the TIF accounts. An ordinance to adopt the 2020 City Appropriations would be prepared and ready for passage at the March 11,2020 City Council Meeting. At the conclusion, Mayor Foy asked if there were any questions concerning the hearing. There were none. Mayor Foy then stated to have the record reflect that the public hearing was held pursuant to law. A copy of the latest version of the proposed appropriation ordinance or formally prepared appropriation document would be available for public inspection in the Office of the City Treasurer.

Alderwoman Barb Gagle made a motion seconded by Alderman Pyle to adopt Ordinance #4-2-20 amending Chapter 15, Traffrc, Article II, Stopping, Standing or Parking, by adding Section 15-38, Parking or Storage of Motor Vehicles on private property, of the Burbank Municipal Code. This ordinance references the parking of inoperable motor vehicles, the number of recreational trailers, RV's, coach, motorized dwellings, etc. A roll call indicated 7 Ayes and 0 Nays. Voting Aye: Alderwoman Gagle, Alderman Contreras, Alderwoman Gustafson, Alderman Haerr, Alderman Pacella, Alderman Piznarski and Alderman Pyle.

Alderwoman Gagle then made a motion seconded by Alderman Pyle to adopt Ordinance #5-2-20 amending Chapter 15, Traffrc, Article III, Towing of Vehicles, of the Burbank Municipal Code' This ordinance pertains to abandoned vehicles, apparently deserted vehicles, expeditious repairs on vehicles and hazardous and/or inoperable vehicles. A roll call indicated 7 Ayes and 0 Nays. Voting Aye: Alderwoman Gagle, Alderman Contreras, Alderwoman Gustafson, Alderman Haerr, Alderman Pacella, Alderman Piznarski and Alderman Pyle.

Alderman Mitch Piznarski made a motion seconded by Alderwoman Gagle to adopt Resolution #2-l-20 approving a grant application for the 2020 Cook County Communify- Development Block Grant Program. This is a request for a grant for funds for the Program Yeat 2020 in the amount of $150,000.00 for the 2021 Street Rehabilitation Program. A roll call indicated 7 Ayes and 0 Nays. Voting Aye: Alderwoman Gagle, Alderman Contreras, Alderwoman Gustafson, Alderman Haerr, Alderman Pacella, Alderman Piznarski and Alderman Pyle.

Alderman Robert Contreras made a motion seconded by Alderwoman Gagle to adopt Ordinance #6-2-20 approving a real estate sale contract for the sale ofthe property located al 7900 South Lavergnb, Burbank, Illinois. This is slated to be a redevelopment project of eating and drinking establishments on the property east of the Woodspring Suites Hotelproject. A roll call indicated 7 Ayes and 0 Nays. Voting Aye: Alderwoman Gagle, Alderman Contreras, Alderwoman Gustafson, Alderman Haerr, Alderman Pacella, Alderman Piznarski and Alderman Pyle.

Mayor Foy introduced a representative from McDonald's who made a presentation to Chief Shore for fund raising efforts for the upcoming Polar Plunge in March for Special Olympics. $626.00 was raised in the effort and was matched by McDonald's making the total $1,252.00. Mayor Foy also informed the audience that the City of Burbank was recently voted 26h safest city' in Illinois by the National Council for Home Safety and Security.

Alderman Contreras made a motion seconded by Alderwoman Gustafson to ask the City Attorney to prepare an ordinancefor Zoning Petition #20-01-l Natural Buddhist Meditation Temple of Greater Chicago 8241 I 8243 & 8245 South Newland and 8228 South New England Burbank. ll. requesting the consolidation of the aforementioned addresses into 2 lots and to construct a new parking lot, demolish the buildings at 8241 and 8245 South Newland and renovate the existing building on 8243 South Newland. A roll call indicated 6 Ayes and lNay. Voting Aye: Alderwoman Gagle, Alderman Contreras, Alderwoman Gustafson, Alderman Haerr, Alderman Pacella and Alderman Piznarski. Voting Nay: Alderman Pyle.

Alderman Contreras then asked for a motion seconded by Alderwoman Gagle to ask the City Attorney to prepare an ordinanc e for Zoning Petition #20-02-l Rosetia Place, LLC. 5501 West 79th Street Burbank, Il. requesting a special use to convert the existing 4-story offrce building into a hotel with required parking. A roll call indicated 7 Ayes and 0 Nays. Voting Aye: Alderwoman Gagle, Alderman Contreras, Alderwoman Gustafson, Alderman Haerr, Alderman Pacell4 Alderman Piznarski and Alderman Pyle.

The Chair recognized Charles Bandusky 8548 South Lavergne who inquired about the openings of the new businesses coming to Burbank. Mayor Foy stated that Tony's is scheduled for a June opening and there was no specific date for the opening of the new Burlington Coat Factory, which is taking the property formally held by Sports Authority. The Ascend Hotel (formally Cole-Taylor Bankj will be breaking ground very soon. Mr. Bandusky also inquired about the progress of the 50th Anniversary Celebration for the City of Burbank. Alderman Contreras, who is Chairman, stated 90% of the plans are finalized and that the announcement of festivities will be made shortly.

The Chair then recognized Frank Przyula 129 Pinehurst Court rvho notified of illegal parking of vehicles at 79th & Newcastle. Chief Shore would look into the situation.

Mayor Foy then asked any Reavis students who need their government class forms signed to approach any of the City Officials at the adjournment of the Council meeting.

There being no further business, the Chair asked for a motion to adjourn. The motion was made by Alderman Contreras and seconded by Alderman Haerr with unanimous voice approval and so declared by the Chair.

The meeting was adjourned at 7:45 P.M.
