Village of South Chicago Heights Board of Trustees Committee of the Whole met March 2.

A Committee of the Whole meeting was held at the Village Hall, 3317 Chicago Road, South Chicago Heights, Illinois. Mayor Terry Matthews called the meeting to order at 7:16 p.m. 

PUBLIC COMMENT: None.

DISCUSSION - MSI AGREEMENT: Mayor Matthews asked Administrator Gomez to explain. Administrator Gomez explained that this was an agreement between MSI and the Village of South Chicago Heights for the use of their website to allow anyone to pay Local Ordinance, "C" and parking tickets online. Discussion ensued amongst the Board regarding the 1.7% fee being paid by the Village or having the violator paying the fee. Attorney Welch explained that an administrative fee could be added to the ticket so that the cost is passed along to the violator. The Mayor and the Board agreed to add the administrative fee.

DISCUSSION – AN ORDINANCE AMENDING CHAPTER 14 OF THE VSCH CODE RELATED TO SALE OF BUILDING TRANSFER CERTIFICATE: Mayor Matthews asked Attorney Welch to explain. Attorney Welch explained a traditional transfer tax stamp is a tax on the transfer of property but that it can only be done by referendum. Attorney Welch explained that the Village could still require a stamp that is a code compliance mechanism so, that when a property transfers a stamp would only be issued if the building has been inspected and that the fee is the cost of the inspections. Attorney Welch explained that a property transfer cannot be recorded in Cook County without a transfer certificate issued by the Village. Building Director Goncher stated that title companies will be aware of this process. Discussion ensued amongst the Board regarding this process, the current process, and the fees for the inspection.

DISCUSSION – AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS RELATED TO ADMINISTRATIVE CODE HEARINGS: Mayor Matthews stated that this was a court cost for not guilty offender at a hearing. Attorney Welch explained that if citations are issued for non-compliance, an offender has a right to a hearing. At the hearing the offender can provide proof of compliance and the hearing officer can waive the citation fees. Attorney Welch explained that this ordinance would allow the Village to charge administrative fees that covers the Village's cost to bring this offender in compliance with Village codes. Discussion ensued amongst the Board regarding the different type of tickets, the fees, and cost. The Mayor and the Board agreed to proceed with this ordinance.

ADJOURNMENT: With nothing further to discuss, Trustee Bosco motioned to adjourn the Committee of the whole meeting, seconded by Trustee Stanton. On a voice vote, all ayes, no nays; the motion so ordered. Meeting adjourned at 7:35 p.m.
