Village of South Chicago Heights Board of Trustees Committee of the Whole met May 4.

In recognition of the ongoing COVID-19 health crisis, the Village is making every effort to ensure the health, safety and welfare of its residents. To avoid the transmittance of the COVID-19 virus, residents of the Village are invited to attend this meeting telephonically.

Specifically, residents were encouraged to call into the following teleconference line (712) 775-7031 in order to listen to the live meeting. After dialing the teleconference line, they will be prompted to enter the following conference ID: 245-795. After they have entered this conference ID, they would be able to listen to the meeting.

A Committee of the Whole meeting was held by teleconference and at the Village Hall 3317 Chicago Road, South Chicago Heights, Illinois. Mayor Terry Matthews called the meeting to order at 7:25 p.m. Mayor Matthews requested the Village Clerk, Catherine Linan, to call the roll.

Mayor Matthews stated that residents were encouraged to email their questions and public comments to clinan@southchicagoheights.com prior to and during the meeting. The emails will be read during the public comment portion of the meeting.

PUBLIC COMMENT: Clerk Linan stated that no questions were submitted electronically.

DISCUSSION - SMALL WIRELESS FACILITY/5G DEPLOYMENT IN THE VILLAGE: Mayor Matthews asked Attorney Welch to explain. Attorney Welch summarized what the act was and what the small wireless 5G deployment was. Attorney Welch stated that they cannot be prohibited and that they must be allowed so, now would be a good time to implement regulations prior to the Village being approached. Attorney Welch explained some regulations implemented in other communities. Discussion ensued amongst the Board regarding the spacing on pole, type of vendors, limitations, regulations, fees, and prohibiting the antennas. The Mayor and the Board agreed to regulate by ordinance. Mayor Matthews updated the Board on the Dacav property. Mayor Matthews stated that the realtor was still interested in the property. Mayor Matthews stated that a new proposed financing offer was submitted. Discussion ensued amongst the Board the offer of $490,000, $122,000 as a down payment and the balance balloon payment due May 1, 2022. The Mayor and the Board agreed for the buyer's attorney to draft the documents and the Village will review and approve.

ADJOURNMENT: With nothing further to discuss, Trustee Fiorenzo motioned to adjourn the Committee of the Whole meeting, seconded by Trustee Bosco. On a voice vote, all ayes, no nays; the motion so ordered. Meeting adjourned at 8:06 p.m.
