Village of Palos Park Board of Commissioners met April 27.

Due to the Emergency Declaration by the CDC and Illinois Governor, the Village Council meeting was held by teleconference. Physical attendance at this public meeting was limited to 5 individuals with Village officials, staff and consultants having priority over members of the public and each participating via teleconference in separate offices.

Above Meeting Restrictions per the Open Meetings Act, the CDC directive (no more than 10 persons in attendance at group meetings) and Illinois Governor Executive Order 2020-07 dated March 16, 2020 and “Stay-At-Home” Executive Order 2020-10 dated March 20, 2020, as extended by the executive Order issued April 1, 2020.

The Board of Commissioners of the Village of Palos Park, Cook County, Illinois held its regular meeting on Monday, April 27, 2020. Mayor Mahoney called the meeting to order at 7:34 p.m. Answering to roll call via teleconference were Clerk Arrigoni, Commissioners Milovich-Walters, Reed, Polk, and Pavlatos.

Also in attendance were Rick Boehm, Village Manager; Tom Bayer, Village Attorney; Lauren Pruss, Community Development Director via teleconference, Barbara Maziarek, Finance Director via teleconference; Joe Miller, Police Chief; Kathi May, Community Development Coordinator; and Cathy Gabel, Deputy Clerk,

APPROVAL OF MINUTES OF THE REGULAR COUNCIL MEETING HELD ON April 13, 2020: Commissioner Milovich-Walters moved, seconded by Commissioner Polk, to approve the minutes of the Regular Council Meeting held on April 13, 2020 as presented.

On the call of the roll, the vote was as follows:

AYES: -5- Commissioners Milovich-Walters, Polk, Pavlatos, Reed, and Mayor Mahoney

RECOGNITIONS/PROCLAMATIONS/APPOINTMENTS/PRESENTATIONS: MUNICIPAL CLERKS WEEK: Mayor Mahoney proclaimed May 3-9, 2020 Municipal Clerk's Week

in the Village of Palos Park. The proclamation extends appreciation to our Municipal Clerks for the vital services they perform and their exemplary dedication to the communities they represent. The Municipal Clerk is the oldest among public servants and serves as the information center on functions of local government.

PUBLIC WORKS WEEK: Mayor Mahoney proclaimed May 17-23, 2020 Public Works Week in the Village of Palos Park. Public works professionals focus on infrastructure, facilities and services that are of vital importance to the health, safety, and well-being of the residents of Palos Park. The quality and effectiveness of these facilities, as well as their planning, design and construction is dependent upon the efforts and skills of public works personnel. Public works employees have been recognized by the Department of Homeland Security as emergency responders and train for their roles in preparedness, response, and recovery phase of disasters in addition to their routine duties.

BUILDING SAFETY MONTH: The month of May 2020 was proclaimed Building Safety Month by Mayor Mahoney. Building Safety Month 2020 encourages appropriate steps everyone can take to ensure that the places where we live, work, worship and play are safe and sustainable, and recognizes that countless lives have been saved due to the implementation of safety codes by local and state agencies.

MOTORCYCLE AWARENESS MONTH: May 2020 was proclaimed Motorcycle Awareness Month in Palos Park. Motorcycles are a common and economical means of transportation. Members of A Brotherhood Aimed Toward Education (A.B.A.T.E.) continually promote motorcycle safety, education, and awareness in high school driver's education programs and to the general public in our Village and State. All motorists are urged to join in the effort to improve safety and awareness on our streets and highways.

OLDER AMERICANS MONTH: Mayor Mahoney proclaimed May 2020 as Older Americans Month. Palos, Lemont, Orland, and Worth Townships include a growing number of older Americans who enrich our community through their diverse life experiences. PLOWS Council on Aging is committed to strengthening our community by connecting with and supporting older adults, their families and caregivers and acknowledging their many valuable contributions to society. PLOWS Council on Aging promotes home and community based services that support independent living, involves older adults in community events and provides opportunities for older adults to volunteer, learn, and engage with others.

HEARINGS: PUBLIC HEARING FOR BUDGET ORDINANCE FISCAL YEAR 2021: At 7:38 p.m. a public hearing was held to consider the proposed Budget Ordinance in the amount of $9,266,625.00 for the fiscal year beginning May 1, 2020 and ending April 30, 2021. A draft copy of the proposed budget has been on file for inspection outside the Kaptur Administrative Center. Barb Maziarek, Finance Director, stated the budget serves as the primary planning and financial tool to accomplish many objectives and policies. Following a brief audio presentation, the public hearing portion of the Village Council meeting was closed at 7:45 p.m.

CONSENT AGENDA 

All items on the consent agenda are routine or have been brought forward at the direction of the Board of Commissioners and will be enacted with one motion. If discussion is desired, that item will be removed from the consent agenda and considered separately.

Commissioner Reed moved, seconded by Commissioner Milovich-Walters to:

A. approve the Continuation Agreement between the Village of Palos Park and Southwest

Central Dispatch and Southwest Central 9-1-1 and Emergency Telephone System Board - the Agreement states the Village of Palos Park desires to delay moving 9-1-1 and dispatch services to Cook County and has requested both Southwest Central Dispatch and Southwest Central 911 to provide such dispatching until Palos Park is ready to obtain its dispatching and 9-1-1 services from Cook County at the presently assessed cost of $16,229.61 per month.

B. approve payment of invoices on the Warrant List dated April 27, 2020 in the amount of $80,914.90

INFORMATION & UPDATES: COMMISSIONER OF PUBLIC WORKS AND STREETS/RECREATION & PARKS, NICOLE MILOVICH-WALTERS: Commissioner Milovich-Walters had no formal report this evening.

COMMISSIONER OF BUILDING & PUBLIC PROPERTY, G. DARRYL REED: JULIE LOCATES: Residents are reminded to call JULIE (Joint Utility Locating Information for Excavators) at 811 before starting any digging projects. Julie will mark utility locations on your property within two working days. Respect the marks and dig with care to avoid injury and damage to underground utilities. JULIE's services are free.

BUILDING DEPARTMENT REPORT: Commissioner Reed reported the Building Department issued four (4) permits from April 10, 2020 - April 22, 2020 resulting in $1,381.00 in permit fees. Seven (7) inspections were completed during this time period. No occupancy permits were issued.

COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK: POLICE ACTIVITY REPORT: Commissioner Polk reported the Police Department received 2,293 calls

for service from April 13, 2020 through April 26, 2020. Palos Park Police also issued 7 adjudication tickets, O traffic tickets, 1 written warning, 3 verbal warnings, completed 11 case reports, arrested 2 adults, 0 juveniles, 0 impounds, 14 senior checks, 17 citizen assists and 57 community contact hours.

COMMISSIONER OF ACCOUNTS AND FINANCES, JAMES PAVLATOS: FISCAL YEAR 2021 BUDGET ORDINANCE: Commissioner Pavlatos stated a proposed Annual Budget for the fiscal year commencing May 1, 2020 and ending April 30, 2021 has been submitted for Council approval. Commissioner Pavlatos thanked Barb Maziarek, Directors, and staff for their hard work at achieving a balanced budget. The Fiscal year 2021 Budget continues the fiscally conservative practices of the previous budgets. It is the practice of maintaining fund balances and conservatively

and expenditures, as well as, operating within those limits that still advances the goals and objectives of Village officials and is responsible to Village residents.

Commissioner Pavlatos moved, seconded by Commissioner Polk, to adopt an Ordinance adopting the Annual Budget for the fiscal year ending April 30, 2021 for the Village of Palos Park, Cook County, Illinois.
