Village of South Holland President and Board of Trustees met July 6.

Public Hearing
President De Graff opened the public hearing for the Annual Appropriations Ordinance and asked Mr. Lapp to provide an overview. Mr. Lapp provided a brief overview and the floor was opened for questions and comments. There were none. President De Graff closed the public hearing.

President De Graff called the meeting to order and Clerk Penman called the roll.

Trustee Reed opened our meeting with prayer. President De Graff thanked Trustee Reed
Minutes
Trustee Russell moved that the reading of the Minutes of the June 15, 2020 meeting be dispensed with, copies thereof having been distributed to each trustee, and the Minutes as presented be approved. Trustee Reed seconded the motion.

Resident Comments
Jackie Franklin had several concerns. She expressed her desire for the continuation of a 7:00 pm starting
time for the board meetings, as well as the possibility of Zoom board meetings. She asked about the status of COVID-19 in the village as well as whether we had a plan. President De Graff shared that in terms of COVI-19 cases, we were doing okay. He also explained that we do have a plan of operation during COVID-19, which includes the adjustment to the starting time and number of people attending the Village Board meetings. We will, at some point, need to return to our Committee meeting, which are extremely valuable to operations. Ms. Franklin asked whether the random fireworks that we have been experiencing were illegal, and she expressed concerns regarding someone hanging up on her mother when she called the police office to complain about fireworks. President De Graff confirmed that fireworks were illegal in the Village and shared that although enforcement is difficult, we have made an effort to get a handle on it for fire and safety reasons. Chief Staples will meet with Ms. Franklin after the meeting to get more details.
Engineer’s Report
There was no report given in Mr. Hilsen’s absence.
Attorney’s Report
Mr. Lapp had one report this evening, the Annual Appropriations Ordinance, establishing our annual spending authority, in accordance with our budget. Trustee Russell moved to adopt the Ordinance as presented. Trustee Reed seconded the motion.

Community Development
Trustee De Young moved for approval of Building Permit between No. 20-0139 – 20-0490,
representing a value of $754,000 in community investments. Trustee Perkins seconded the motion. Trustee De Young shared that a number of the permits were for remodeling, fencing and roofing.

Parks and Recreation
Trustee Perkins had no report this evening.
Community Coordination
Trustee Nylen reported that the Village is hosting two drive-in movies this summer, in lieu of our Movies in the Park. The movies will take place in the parking lot of First Reformed Church, 15924 South Park Ave. We will show Trolls World Tour on July 25th and Overcomer on August 29th. Tickets are free but are only available for South Holland residents. You can reserve your tickets at the South Holland Community Center beginning July 13th. ID is required.
Finance
Trustee Russell moved for Approval of payments of vouchers as listed on Register No. #11 for $2,034,448.09 covering day-to-day operations, vendor payments and payroll. Trustee Johnson seconded the motion.

Public Safety
Trustee Johnson had no report this evening.
Public Works
Trustee Reed had no report this evening.
President De Graff asked if there were any additional business.
President De Graff acknowledged the effectiveness of Public Safety over the Fourth of July holiday as well as the efforts of the Public Relations and Marketing group in coordinating the Fourth of July parade as an alternative to our July 4th celebration.
President De Graff also offered a special thank you to the South Holland Ministerial Association for their prayers at the gates of the village, which was meaningful and will attended, with strong participation for a number of churches.
In light of COVID-19 not going away anytime soon, we will continue holding one board meeting each month, therefore the next Village Board meeting will take place August 3rd. The starting time will again be 7:00 PM, however we hope to return to our Committee meetings in the Fall or possibly hold Zoom meetings.
There being no additional business to come before the President and Board of Trustees, Trustee De Young moved that this meeting adjourn. Trustee Nylen seconded the motion. Ayes all on the roll. Meeting adjourned. Next regular meeting of the President and the Board of Trustees will be held on Monday, August 3, 2020, at 7:00 PM, in the Council Room of the Municipal Building, County of Cook, South Holland, Illinois.
