Kirby School District 140 Board of Education met Sept. 17.

Opening of Meeting.

Call to Order and Pledge of Allegiance. At 7:00 P.M., President Martelli called to order the Regular Meeting of the Board of Education, Kirby School District 140, Cook County which was held with Board Members present. While there were a few members of the community physically present at this meeting, most of the public viewed and heard the live Board Meeting virtually using Zoom Video Conferencing; and led the Pledge of Allegiance to the Flag.

Roll Call. Board Members present: Mrs. Deborah Kowalski, Dr. Jacqueline Kelly-McHale, Mr. John Lutz, Mrs. Carol DeMicheal, Mr. Chuck Augustyniak and Mr. Thomas Martelli; Board Members absent: Mrs. Lisa Strand. Others present: Dr. Shawn Olson, Superintendent; Mr. Michael Andreshak, Director of Business Services; and Mrs. Karen Jamraz, Recording Secretary.

Correspondence. Incoming: There were several emails received from parents regarding their concerns about eLearning; Outgoing: None.

Approval of Minutes Summary of Previous Meeting - Regular Meeting of August 20, 2020. It was moved by Mr. Augustyniak and seconded by Mr. Lutz and Mrs. DeMicheal to approve the Minutes Summary of Previous Meeting - Regular Meeting of August 20, 2020, as presented. The voice vote was: Ayes: 6; Nays: 0; Abstains: 0. The motion carried; whereupon President Martelli, as attested by Secretary DeMicheal affixed their signatures to said minutes summary.

Public Comments.

Open Public Hearing - Tentative Budget Fiscal Year 2020-21. Being in compliance with statutory regulations, it was moved by Dr. Kelly-McHale and seconded by Mr. Augustyniak to open the public hearing to consider comments regarding Tentative Budget - July 1, 2020 through June 30, 2021. The roll call vote was: Ayes: Dr. Kelly-McHale, Mrs. Kowalski, Mr. Lutz, Mrs. DeMicheal, Mr. Augustyniak and Mr. Martelli; Nays: None; Abstains: None. President Martelli declared the motion carries and the hearing opened for comments.

Close Public Hearing - Tentative Budget Fiscal Year 2020-21. There being no public comments, it was moved by Mr. Augustyniak and seconded by Dr. Kelly-McHale to close the hearing. The roll call vote was: Ayes: Dr. Kelly-McHale, Mrs. Kowalski, Mr. Lutz, Mrs. DeMicheal, Mr. Augustyniak and Mr. Martelli; Nays: None; Abstains: None. President Martelli declared the motion carried and the hearing closed.

Recognition of Public. There were four emails received and read aloud by Mrs. Jamraz. The subject of all of these emails were in regard to our current remote learning plan. There was one person attending the meeting in person that asked to be recognized. This parent spoke to the Board about the remote learning and asked for them to consider changing to in person learning for the sake of the students. The Board will take all of these comments into consideration.

Financial Reports.

Monthly Expenditures Consent Agenda. It was moved by Dr. Kelly-McHale and seconded by Mrs. DeMicheal to approve the expenditures including payroll, accounts payable, procurement card in the aggregate amount of $3,223,392.00. The roll call vote was: Ayes: Mrs. Kowalski, Mr. Lutz, Mrs. DeMicheal, Mr. Augustyniak, Dr. Kelly-McHale and Mr. Martelli; Nays: None; Abstains: None. The President declared the motion carried whereupon Mr. Martelli, as attested by Secretary DeMicheal, affixed their signatures to said expenditure report.

Statement of Revenues and Expenditures. Mr. Andreshak presented the report stating that the District has received about 80% of our property tax money.

Administrative Report.

Superintendent.

Current Remote Learning Plan/Back to School. Dr. Olson talked about the current remote learning plan. He addressed the fact that several emails have been sent to the Board from parents who are in favor of returning to school. He stated that today was the 8th day of remote instruction. There have been some issues, which we have been addressing these issues and will continue to do so until they are resolved. We originally said that we would continue remote learning until the end of the 1st quarter, we have 6-weeks left until the end of the 1st quarter. As of today, if we were to return to full in person learning, we would not be able to abide by the guidelines set forth by ISBE and IDPH. We are into different hybrid models or continue with remote learning. Dr. Olson addressed several questions from the Board Members. Our goal is and always has been to bring our students back safely. There was a discussion about putting another survey out to parents and staff. There was a consensus from the Board to send a survey out as soon as possible to parents and staff for their input on full remote learning or a hybrid model. Full remote learning will still always remain an option for parents. When asked what the turn around time is for this survey, Ms. Haynie stated that survey results can be back in approximately 10-days.

6th Day Enrollment Report.

Accept Memo of Agreement Between the Board of Education of Kirby School District 140 and the Kirby Paraeducator Association. Based upon the recommendation of Administration, it was moved by Dr. Kelly-McHale and seconded by Mrs. DeMicheal to accept the Memo of Agreement between the Board of Education of Kirby School District 140 and the Kirby Paraeducator Association, as presented. The roll call vote was: Ayes: Mr. Augustyniak, Dr. Kelly-McHale, Mrs. Kowalski, Mr. Lutz, Mrs. DeMicheal and Mr. Martelli; Nays: None; Abstains: None. The President declared the motion carried.

Extend the Superintedent's Contract. Upon consensus of this Board of Education, it was moved by Dr. Kelly-McHale and seconded by Mrs. Kowalski and Mrs. DeMicheal to extend the contract of Superintendent to Dr. Shawn M. Olson continuing from July 1, 2020 through June 30, 2023. The roll call vote was: Ayes: Dr. Kelly-McHale, Mrs. Kowalski, Mr. Lutz, Mrs. DeMicheal, Mr. Augustyniak and Mr. Martelli; Nays: None; Abstains: None. The President declared the motion carried.

Adopt New Board of Education Policy Manual - Press Plus. Upon the recommendation of Administration, it was moved by Dr. Kelly-McHale and seconded by Mrs. DeMicheal to adopt the newly edited Board of Education Policy Manual as presented by the Illinois Association of School Boards. Ayes: Mrs. Kowalski, Mr. Lutz, Mrs. DeMicheal, Mr. Augustyniak, Dr. Kelly-McHale and Mr. Martelli; Nays: None; Abstains: None. The President declared the motion carried.

Closed Session. There was no reason to enter closed session.

Personnel - Consent Agenda. It was moved by Mr. Augustyniak and seconded by Mrs. DeMicheal to approve the presented items on consent agenda. The roll call vote was: Ayes: Mr. Lutz, Mrs. DeMicheal, Mr. Augustyniak, Dr. Kelly-McHale, Mrs. Kowalski and Mr. Martelli; Nays: None; Abstains: None. The President declared the motion carried.
