City of Hometown City Council met Aug. 25.

Here is the minutes provided by the council:

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, August 25, 2020 at 8:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Walsh.

Roll Call: Roll call indicated that the following were present: Aldermen Smith, Zak, Grochowski, Banasiak, Kurysz, Barnhouse, Walsh, Finnegan and Reynolds.

Also present: Elizabeth Attard, City Attorney and Louis Dominguez, Chief of Police.

Press: Kelly White, Hometown Hi-Lites.

Journal August 11, 2020

Moved by Alderman Grochowski, seconded by Alderman Kurysz to approve as published the Journal of August 11, 2020 regular City Council Meeting.

Roll call, the vote was:

AYES: (7) Aldermen Smith, Zak, Grochowski, Kurysz, Barnhouse, Finnegan and Reynolds. 

NAYS: (0) 

ABSENT: (0) 

ABSTENSION: (2) Aldermen Walsh and Banasiak 

MOTION DECLARED CARRIED

CITIZEN’S HEARING NONE

REPORTS AND COMMUNICATIONS

Office of the Mayor

Mayor Casey stated he would like to appoint Joel Fry to the Office of Alderman of Ward Three, left vacant when Spencer Touchie resigned. Joel has many ideas and he understands Hometown. Joel has strong beliefs and will not hesitate in asking why I am doing this that or the other. Joel and his wife Rebecca are very active at the school and has Hometown’s best interest at heart.

Moved by Alderman Walsh, seconded by Alderman Reynolds to approve the appointment of Joel Fry to the office of Alderman for Ward Three.

Roll call, the vote was:

AYES: (9) Aldermen Smith, Zak, Grochowski, Kurysz, Barnhouse, Walsh, Banasiak, Finnegan and Reynolds. 

NAYS: (0) 

ABSENT: (0)

MOTION DECLARED CARRIED

Office of the City Clerk:

City Clerk Mary Jo C. Hacker reported the Shredding Event went well we had triple the amount of last year.

Office of the Treasurer:

City Treasurer Salvatore Roti had no report.

REPORTS FROM CITY APPOINTED OFFICIAL

City Attorney: Elizabeth Attard had no report.

Police: Louis Dominguez, Chief reported any questions regarding the Pulaski closure could be directed to his office. There will be a police presence as much as possible.

Public Works: Mark Trlak, Director was not present.

Building: James Forbes, Commissioner not present.

Public Health & Safety: Director Bonnie Gesiakowski not present.

REPORTS FROM STANDING COMMITTEES

FINANCE COMMITTEE

Accounts Payable and Payroll August 25, 2020:

Moved by Alderman Banasiak seconded by Alderman Finnegan to approve for payment the accounts payable vouchers in the amount of $67,617.38 and payroll vouchers in the amount of $55,507.38 for a total expenditure of $123,124.76.

Roll call, the vote was:

AYES: (10) Aldermen Smith, Zak, Reynolds, Grochowski, Banasiak, Kurysz, Fry, Barnhouse, Walsh and Finnegan. 

NAYS: (0) 

ABSENT: (0

MOTION DECLARED CARRIED

STREETS, SIDEWALKS AND MUNICIPAL BUILDING COMMITTEE

Alderman Glen Zak, Chairman, had no report. Mayor Casey stated thanks to our friend, Commissioner Daley for helping us get grants funds, we have over 60 curbs being reconstructed to bring them into ADA Compliance.

WATER AND SEWER COMMITTEE

Alderman Daniel Walsh, Chairman had no report.

PARKS AND RECREATION COMMITTEE

Alderman Robert Smith, Chairman had no report. Mayor Casey stated they will re-evaluate Kiddy Kapers for the second half of the semester. They ordered new benches for Mayor’s Park as the original ones that were purchased were not industrial. They are getting prices for more shades but they are very expensive.

BUILDING COMMITTEE

Alderman Brian Barnhouse, Chairman had no report.

LICENSE COMMITTEE:

Alderman Donna Grochowski, Chairman had no report

CODE AND ORDINANCE COMMITTEE

Alderman Robert Reynolds, Chairman had no report.

INSURANCE COMMITTEE:

Alderman Rick Banasiak, Chairman had no report.

PUBLIC HEALTH AND SAFETY COMMITTEE

Alderman Luci Kurysz, Chairman had no report

POLICE COMMITTEE

DACRA Agreement: Alderman Frank Finnegan, Chairman moved, seconded by Alderman Zak to authorize the Mayor to sign the agreement with DACRA Tech LLC to supply software for E ticketing.

Roll call, the vote was:

AYES: (10) Aldermen Smith, Zak, Reynolds, Grochowski, Banasiak Kurysz, Fry, Barnhouse, Walsh and Finnegan. 

NAYS: (0)

Mayor Casey stated he could not be prouder of our Police Chief, Investigators and Detectives, there have been many happenings in town and they are getting resolved quickly. In the past, these reports for these events would have been filed and then we would have waited to see if the perpetrators came back into town. With the Chief’s leadership things are happening as they should, this Chief puts in more hours than any other past Chief. We are also seeing cars being pulled over all throughout town. We had a significant incident in town and within 2 days we had the person in custody and they are working with the States Attorney on charges. The officers believe in the Chief and don’t want to disappoint him. The aggravating thing is former employees and officials ripping the Police Department on social media.

REPORTS FROM SPECIAL COMMITTEES

Library: Alderman Grochowski, Liaison reported the next meeting will be in September.

Legislation: Mayor Casey had no report.

Fire Department: Alderman Rick Banasiak, Liaison had no report.

Personnel Review: Mayor Kevin Casey, Chairman had no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS,

ORDERS AND ORDINANCES BY ALDERMEN

ORD. No. 8-2020: Moved by Alderman Banasiak, seconded by Alderman Smith to approve Ordinance No-8-2020, An Ordinance to Amend Ordinance No. 6-2020, Providing an Appropriation for the Corporate and other Purposes for the Fiscal Year beginning May 1, 2020, and ending April 30, 2021 in the City of Hometown Municipal Code.

Roll call, the vote was:

AYES: (10) Aldermen Smith, Zak, Reynolds, Grochowski, Banasiak Kurysz, Fry, Barnhouse, Walsh and Finnegan. 

NAYS: (0) 

ABSENT: (0) 

MOTION DECLARED CARRIED

SPECIAL EVENTS: Alderman Grochowski reported the 9-11 Memorial will take place on September 12 at Mayor’s Park at 1 pm. Refreshments will be served.

HEALTH, WELFARE & COMMUNITY EVENTS: Alderman Grochowski reported on upcoming events. UNFINISHED BUSINESS: NONE.

NEW BUSINESS: Mayor Casey stated Amoco now has Gaming and there was one other license awarded but they have not opened yet. Mayor Casey stated he is in touch with the Plaza owners as well as the Archdiocese. No word on when they will issue Cannabis Licenses. There are issues at Pizza Plus and the Mayor is meeting with the owner.

CITIZEN’S HEARING: NONE.

ADJOURNMENT: Motion made by Alderman Walsh Seconded by Alderman Fry to adjourn the regular meeting of the Hometown City Council.

MOTION STATED CARRIED The meeting adjourned at 8:34 pm
