City of Hickory Hills City Council met Sept. 24.

CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley at 7:34 p.m. in the City Hall Council Chambers.

Mr. Khalil was present to inquire if a license is available for a mini mart and tobacco to be located at 8037 W. 87th Street. Mayor Howley explained at the present time there are no tobacco licenses available. Currently, they are limited to 5 establishments. Mayor Howley noted the City Attorney will review this matter. Also, Mr. Khalil must complete a business license application.

JOURNAL OF PROCEEDINGS
Alderman Waight moved to approve the minutes of the regularly scheduled meeting of September 10, 2020 as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Ferrero, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. Aldermen Fonte and Kman pass. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Mayor Howley presented the Finding of Fact for the Hajnos resubdivision located at 8750 S. 80th Court. A public hearing was held on September 14, 2020. There is a current structure on this property that has been demolished. They are requesting to divide the property into two (2) equal lots. The ZBA approved this request unanimously. The owner was present to answer any questions. No questions at this time. Alderman Stachnik moved to approve the Finding of Fact for a resubdivision at 8750 S. 80th Court. Alderman Zimmerman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved. The City Attorney will prepare an ordinance for the next meeting.
Mayor Howley reported he would entertain a motion to appoint Mrs. Theresa Klimek to the Hickory Hills Zoning Board of Appeals to fill a vacancy.
Alderman McHugh moved to approve the appointment of Mrs. Theresa Klimek to the ZBA Board. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Mayor Howley stated he is waiting for direction from the Governor’s office for trick/treating guidelines.
CITY CLERK
Clerk Catizone reported the newsletter will be sent out the first week of October.
Clerk Catizone distributed to the Council a copy of the survey tabulations on the “At Your Door Collection”. Over all, this service has received high ratings by all.
Clerk Catizone reported she has tax appeal forms available in her office.
CITY TREASURER
Treasurer Vodicka presented the Treasurer’s Report dated August 31, 2020 for approval. Alderman Kman moved to approve the Treasurer’s Report dated August 31, 2020. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Treasurer Vodicka distributed a memo regarding the Waste Management contract increase. He noted back in April the City Council agreed to absorb the refuse increase of $0.82 per quarter for the months of July, July and August. This was due to the financial impact of the Covid-19 virus upon our residents. Treasurer Vodicka also noted the “At Your Door” service is scheduled to increase by $0.04 per month in January. This would be a minimal increase for the City to absorb. After some discussion, the Council agreed to absorb these increases rather than passing it on to residents. This matter will be revisited in December. Alderman McHugh moved to absorb the WM contractual increase of $0.76 and the $0.04 “At Your Door” services increase. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
CITY ATTORNEY

CITY ENGINEER
Mr. Spolar reported the City has received notice that they have been awarded a CMAP Comprehensive Plan Project. More information, along with the intergovernmental agreement, will be discussed in the next few months. This is a two -year project.
COMMUNICATIONS
BILLS PAYABLE
Alderman Kman moved to approve the bills payable for the second half of September 2020 in the amount of $493,133.38. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
STANDING COMMITTEES
Kman/Finance
Alderman Kman distributed and reviewed the most recent video gaming revenues with the City Council.
Stachnik/Public Safety
Alderman Stachnik thanked the Council for all their expressions of sympathy on the passing of his mother.
Zimmerman/Public Works
Director Lehr reported the patching continues south of 95th Street. They are pushing the concrete contractor to finish the concrete patch work. Late next week, they plan on milling the remaining interior lanes and asphalting the week of October 5th. She noted on Friday you should see more progress on curb work and sidewalks.
Director Lehr noted on a different project at 87th Street and Roberts Road, utility work is coming along for ComEd and the intersection is planned to be open by the end of next week.
McHugh/Bldg./Facilities
Alderman McHugh reported all is going well at Parkview Apartments. After some discussion, the Community Dinner in November has been cancelled.

Alderman Fonte reported for the month of August, “At Your Door” collected 3100 pounds of recycling with 39 stops.
