Village of Willow Springs Committee and Board Met Oct. 8.

President Pro-Tem Melissa Neddermeyer called the meeting to order at 7:01 p.m.
Roll Call: Present: Trustees: Thomas Birks, Michael Kennedy, Ernie Moon, Melissa Neddermeyer, Fred Posch (via ZOOM) and Terrence Carr
Also Present: Administrator Brent Woods, Deputy Clerk Lori Charles, Attorney Erik Peck, Police Chief James Ritz, Public Works Director Keith Grantland, Treasurer Zabinski (via ZOOM), and Engineer Dan Lynch
Absent: President John Carpino
President Pro-Tem Neddermeyer led the Pledge of Allegiance.
MINUTES:
Motion by Trustee Posch, second by Trustee Moon to approve the minutes of the combined Committee and Board Meeting of September 24, 2020. ROLL CALL: ALL AYES. Motion Carried.
PRESIDENT REPORT:
President Pro-Tem Neddermeyer reported the fundraising Oktober Fest held at BeautificationCommissioner Lucy Mierop’s office was successful. Trustee Moon invited everyone to a tree planting memorial for his wife at Healing Waters Park at 10:30 AM on Saturday October 17th.
ADMINISTRATOR REPORT:
Motion by Trustee Moon, second by Trustee Birks to accept and approve a contract for road salt with the Morton Salt Company. ROLL CALL: ALL AYES. Motion Carried.
Motion by Trustee Kennedy, second by Trustee Moon to accept and approve a contract renewal for hauling and disposal of leaf collections with Rainbow Farms Enterprises. ROLL CALL: ALL AYES. Motion Carried.
The newsletter is being printed and should be out in the next few days.
Administrator Woods reviewed the trick-or-treat guidelines with the board that are outlined in the newsletter.
CLERK REPORT:
No report.
ENGINEER REPORT:
Engineer Lynch reported there will be a pre-construction meeting for this year’s road program.
ATTORNEY REPORT:
Motion by Trustee Birks, second by Trustee Moon to approve Ordinance 2020-O-24, amending Title 10 with regards to police regulations. ROLL CALL: ALL AYES. Motion Carried.
This change, which adopts the state wording, allows police citations for littering or dumping to go to adjudication rather than the circuit court.
TREASURER REPORT:
No report.
BUILDING AND ZONING COMMITTEE:
In September there were 42 permits issued for the construction value of $552,017 and the fees collected were $16,282.75. Total permits issued for the year are 293 for the construction value of $5,436,589.40 and fees collected of $165,201.75.
FINANCE AND ADMINISTRATION COMMITTEE:
Motion by Trustee Posch, second by Trustee Moon to approve the warrants dated October 8, 2020 as read. ROLL CALL: ALL AYES. Motion Carried.
LICENSE AND FRANCHISE COMMITTEE:
No report.
MUNICIPAL BUILDINGS AND GROUNDS COMMITTEE:
No report.
PUBLIC SAFETY COMMITTEE:
Trustee Neddermeyer reported that this week is Fire Safety Week. Fire Chief Sam Molinaro reports that things are going smoothly and they are well prepared. October is Police Appreciation month in Willow Springs.
Chief Ritz reviewed the incident report. He will be contacting last year’s supporters for theNational Child Safety Council program conducted in our schools. Trustee Kennedy requests residents put a blue light on their porch in support of our police officers. Shop with a Cop is scheduled for Saturday December 12th at the Walmart in Hodgkins.
PUBLIC WORKS COMMITTEE:
Trustee Birks indicated that more problems with the backhoe lead us to needing a new one. Director Grantland informed the board of the cost of repairs to get it back to operational. He is currently getting pricing for a three different brands of new backhoe. The hotbox has been received and training has been conducted.
OLD BUSINESS:
Trustee Moon asked if the school was using the Community Center and he was told they are not due to not enough interest.
NEW BUSINESS:
No report.
PUBLIC COMMENT:
Carol Valdez wanted to know if Director Grantland was pricing from various companies. Director Grantland indicated he is only getting pricing from companies offering government discounts. She also had questions about renting the community center. She learned the SSA Bonds need to close to move forward on the Willowbrook property.
