City of Hometown City Council Met April 27.

Here is the minutes provided by the council:

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, April 27, 2021 at 7:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Finnegan.

Roll Call: Roll call indicated that the following were present: Aldermen Smith, Zak, Grochowski, Banasiak, Finnegan, Barnhouse, Kurysz, Beyer, Walsh and Reynolds.

Also present: Elizabeth Attard, City Attorney

Press: Kelly White, Hometown Hi-Lites.

Journal April 13, 2021 Moved by Alderman Grochowski seconded by Alderman Kurysz to approve as published the Journal of April 13, 2021 regular City Council Meeting.

Roll call, the vote was:

AYES: (10) Aldermen Banasiak, Zak, Kurysz, Beyer, Walsh, Smith, Finnegan, Grochowski, Barnhouse and Reynolds. NAYS: (0)

CITIZEN’S HEARING

Thomas Klutcharch of 8818 Main Street addressed the City Council requesting help regarding his attached neighbor. The neighbor has a pool, hot tub, bar and big screen TV in the backyard and the entertain friends and family. Mr. Klutcharch feels he is not getting satisfaction when he continuously calls the police regarding the noise. He stated because someone that lives there works for the Police Department nothing is being done. When the police come they ask the neighbor to turn the music down and he states as soon as the police leave they turn it back up. He stated the Police Chief was at his house and said he just had to deal with it. When he was done with his complaints Mayor Casey stated as he had told him a year or so ago when they sat in his office, call the police and they will come. With Duplex Housing you hear neighbors when they are in their yard. We have many neighbors in our town complaining about a lot worse than noise. The Mayor advised Mr. Klutcharch to continue to call the police when he is being disturbed. Chief Dominguez told Mr. Klutcharch he had never been to his house and told him he had to deal with it. Mr. Klutcharch said no it was not you. Chief Dominguez asked why Mr. Klutcharch had never visited him to discuss the problem and Mr. Klutcharch stated why didn’t you come to my house to follow up and the Chief advised him he does not go to residents homes to follow up on noise complaints.

REPORTS AND COMMUNICATIONS

Office of the Mayor

Mayor Casey turned the meeting over to Chief Dominguez.

Chief Dominguez stated years ago when he joined the department, he worked with officer Steve Cardamone. He was a hard worker and a team player always willing to support the mission of the PD. I have no doubt that Steve would have been among those sworn in tonight. Although not with us any longer, I am meritoriously and posthumously promoting Steve to the rank of Sergeant. Chief Dominguez called up his widow, Annette Cardamone and presented her with his badge, a new patch and the promotion citation. Sgt. Cardamone served the Hometown Police Department and our residents from April 7th 2014 to July 20th 2019 when our Lord called him to eternal rest. Steve made a memorable positive impact in the PD.

As a Detective, Evidence Custodian, member of the Major Crime Task Force he always served professionally and honorably. Not only did he serve in the mentioned assignments, but he physically built the Investigations offices and the evidence room addressing an ever so important assignment of keeping our evidence organized and secure. Sgt. Cardamone saw and believed the vison for the PD early on as we discussed it often. I have no doubt he would be standing here with us being sworn in with the rest of our new leadership. Steve will not be forgotten, and we thank the Cardamone family for sharing him with us and letting him serve our community. VFW Post 9773 Auxiliary President Debbie Kirby came forward. Debbie Stated the VFW Auxiliary wanted to honor Mayor Casey as Citizen of the Year presenting him with a plaque and medal for all of his help in taking care of our residents in need. President Kirby then presented appreciation awards to: Clerk Mary Jo Hacker for helping with food baskets. Alderman Walsh for his Toy Drive. Alderman Grochowski for putting items in the Hi-lites promoting VFW events. Director Gesiakowski for her FB page promoting the VFW. Alderman Kurysz for being the VFW Chaplain and bringing so many coats and gifts for events. Courtney Jandeska for helping with the food baskets. Chief Dominguez for keeping the community safe.

Mayor Casey proclaimed May as Motorcycle awareness month.

Office of the City Clerk:

City Clerk Mary Jo C. Hacker had no report.

Office of the Treasurer:

City Treasurer Salvatore Roti had no report.

FINANCE COMMITTEE

Accounts Payable and Payroll April 27, 2021 Moved by Alderman Christopher Beyer seconded by Alderman Finnegan to approve for payment the accounts payable vouchers in the amount of $102,940.93 and payroll vouchers in the amount of $60,028.33 for a total expenditure of $162,969.26.

Roll call, the vote was:

AYES: (10) Aldermen Smith, Zak, Kurysz, Beyer, Banasiak, Walsh, Grochowski, Finnegan, Barnhouse and Reynolds.

LICENSE COMMITTEE:

Alderman Donna Grochowski, Chairman reminded everyone that vehicle and animal tags are on sale at the regular price May 3rd to June 30th.

CODE AND ORDINANCE COMMITTEE

Alderman Robert Reynolds, Chairman had no report.

INSURANCE COMMITTEE:

Alderman Rick Banasiak, Chairman had no report

PUBLIC HEALTH AND SAFETY COMMITTEE

Alderman Luci Kurysz, Chairman had no report

POLICE COMMITTEE

Alderman Frank Finnegan, Chairman commended the Chief and the new Supervisors.

REPORTS FROM SPECIAL COMMITTEES

Library: Alderman Grochowski, Liaison reported the circulation was 397 and in 2020 it was 280. The new hours for the library are MWTF Noon to 5 pm, Tuesday 9 am to 7 pm and Saturday 10am to 2 pm.

Legislation: Alderman Christopher Beyer had no report.

Fire Department: Alderman Rick Banasiak, Liaison reported they hope to meet in April.

Personnel Review: Mayor Kevin Casey, Chairman had no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN

SPECIAL EVENTS: Alderman Grochowski had no report.

HEALTH, WELFARE & COMMUNITY EVENTS: Alderman Grochowski reported the VFW will have a ceremony at Patterson Park on Memorial Day at 11: 00 am. June is Branch Pick-up. We should know by the next meeting if Cook County will be coming to give Rabies shots.

UNFINISHED BUSINESS: Mayor Casey reported the Car Wash traffic study has been completed and we should get a response from IDOT soon and if it is a positive result it will move swiftly. The church sale is moving along. There are other new happenings at the shopping center. Go Puff has signed the lease for the old Women’s Workout Site. There is a proposed BBQ drive through.

NEW BUSINESS: Moved by Alderman Walsh, seconded by Alderman Zak to authorize the City Attorney to amend the Zoning Code to make pawn shops a special use.

ADJOURNMENT: Motion made by Alderman Beyer Seconded by Alderman Reynolds to adjourn the regular meeting of the Hometown City Council.
