Village of Willow Springs Combined Committee and Board Met April 8.

President Pro-Tem Melissa Neddermeyer called the meeting to order at 7:01 p.m.
Roll Call: Present: Trustees: Thomas Birks (via ZOOM), Michael Kennedy, Melissa Neddermeyer, Fred Posch, Ernie Moon, and Terrence Carr
Also Present: Administrator Brent Woods, Clerk Mary Jane Mannella, Attorney Erik Peck, Police Chief James Ritz, Public Works Director Keith Grantland, Building Commissioner Bruce Zartler, and Engineer Dan Lynch
Absent: President John Carpino
President Pro-Tem Neddermeyer led the Pledge of Allegiance.
PRESENTATIONS:
Edward McKinney was sworn in as Corporal for the Willow Springs Police Department. President Pro-Tem Neddermeyer read Resolution 2021-R-07.
Motion by Trustee Kennedy, second by Trustee Posch to approve Resolution 2021-R-07, declaring April 11, 2021 through April 17, 2021 as National Public Safety Telecommunications Week in the Village of Willow Springs.

PRESIDENT REPORT:
President Pro-Tem Neddermeyer congratulated Corporal McKinney and the
Telecommunication Operators present. She also wished Administrator Woods a happy birthday this Sunday.
ADMINISTRATOR REPORT:
Administrator Woods congratulated the Clerk’s Office on a fun and successful Easter Egg Hunt last weekend. The event was well attended.
The demolition of the building at 8104 Archer began today and should be completed by tomorrow. The material separation and removal should be done by Tuesday.
Administrator Woods gave an explanation of changes being made to the liquor code in the attorney’s report. The changes allow for catering businesses in the RB & RB-1 license categories to serve liquor at their catered events.
Congratulations were extended to President-Elect Neddermeyer by Administrator Woods as the Village of Willow Springs first female Village President. He also congratulated Trustee Kennedy for his re-election and Rick Mika & Tom Arra for being newly elected trustees.

Motion by Trustee Kennedy, second by Trustee Posch to approve Ordinance 2021-O-08, amending Title 4, Chapter 3, Section 9 of the Willow Springs Village Code regarding Liquor License Classification.

BUILDING AND ZONING COMMITTEE:
In March there were 28 permits issued for the construction value of $308,156 and the fees collected were $11,519. Totals for the year are 42 permits issued for the construction value of $814,076 and the fees collected were $28,588.
FINANCE AND ADMINISTRATION COMMITTEE:
Motion by Trustee Posch, second by Trustee Carr to approve the warrants dated April 8, 2021 as read.

PUBLIC SAFETY COMMITTEE:
For the Beautification Commission, President Pro-Tem/Trustee Neddermeyer mentioned the new seasonal sign at the bus stop. She also reminded everyone to participate in the Earth Day Clean-up on April 24th. We will meet at Public Works at 9:00 AM and finished by noon with a pizza lunch at Public Works. This event counts toward service hours for students.
Chief Ritz covered the department’s incident report. He commended Debra Vines from Autism Awareness for dropping off posters for April Autism Awareness Month.
PUBLIC WORKS COMMITTEE:
Branch pick-up will resume May 3rd. Caterpillar emailed to inform us of a 1-2 week delay past the original date of May 5th for the delivery of the new backhoe. We will be picking the new truck up on Monday.
