City of Hometown City Council met July 27.

Here are the minutes provided by the council:

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey at 7:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Reynolds.

Roll Call: Roll call indicated that the following were present: Aldermen Zak, Grochowski, Banasiak, Kurysz, Beyer, Barnhouse, Walsh and Reynolds.

Absent: Aldermen Finnegan and Smith.

Also present: Elizabeth Attard, City Attorney

Press: Kelly White, Hometown Hi-Lites.

Journal July 12, 2021 Moved by Alderman Kurysz seconded by Alderman Zak to approve as published the Journal of July 13, 2021 regular City Council Meeting.

Roll call, the vote was:

AYES: (6) Aldermen Banasiak, Zak, Barnhouse, Kurysz, Grochowski and Reynolds.

NAYS: (0)

ABSENT: (2) Alderman Finnegan and Smith.

ABSTENSION: (2) Aldermen Beyer and Walsh

MOTION DECLARED CARRIED

CITIZEN’S HEARING

NONE

PUBLIC HEARING

Motion made by Alderman Beyer, seconded by Alderman Banasiak to adjourn the

regular meeting temporarily for the purpose of the public hearing on the Appropriation Ordinance By a voice vote of 8-0 the motion passed. 7:02 p.m.

Mayor announced the public hearing is opened according to the published notice of July 12, 2021 on the annual Appropriation Ordinance.

Clerk Announced the proposed Appropriation Ordinance has been on file for inspection for over ten (10) days, which includes the proposed Levy.

Mayor asks are there any comments from the audience on the proposed Appropriation Ordinance. Mayor stated there were no comments.

Mayor announced the public hearing is closed on the Appropriation Ordinance. Motion made by Alderman Beyer, Seconded by Alderman Banasiak, that the adjourned regular meeting be re-opened at 7:04 p.m.

Roll call, the vote was:

AYES: (8) Aldermen Banasiak, Zak, Kurysz, Beyer, Walsh, Barnhouse, Grochowski and Reynolds.

NAYS: (0)

ABSENT: (2) Aldermen Finnegan and Smith.

REPORTS AND COMMUNICATIONS

Office of the Mayor

Mayor Kevin M. Casey had no report.

Office of the City Clerk:

City Clerk Mary Jo C. Hacker had reported her office had received a request from the Salvation Army to conduct their annual Red Kettle Days November 1, 2021 through December 24, 2021. Moved by Alderman Grochowski, seconded by Alderman Reynolds to approve the Salvation Army Request. Upon A Voice Vote of 8-0 the motion passed.

Office of the Treasurer:

City Treasurer Salvatore Roti had no report.

REPORTS FROM CITY APPOINTED OFFICIAL

City Attorney: Elizabeth Attard had no report.

Police: Louis Dominguez, Chief was not present.

Public Works: Mark Trlak, Director was not present.

Building: James Forbes, Commissioner had no report.

Public Health & Safety: Director Bonnie Gesiakowski had no report

FINANCE COMMITTEE

Accounts Payable and Payroll July 27, 2021

Moved by Chairman, Christopher Beyer, seconded by Alderman Banasiak to approve for payment the accounts payable vouchers in the amount of $52,687.69 and payroll vouchers in the amount of $70,712.75 for a total expenditure of $123,400.44.

 Roll call, the vote was:

AYES: (8) Aldermen Zak, Kurysz, Beyer, Banasiak, Walsh, Barnhouse, Grochowski and Reynolds.

NAYS: (0)

ABSENT: (2) Aldermen Finnegan and Smith.

STREETS, SIDEWALKS AND MUNICIPAL BUILDING COMMITTEE

Alderman Glen Zak, Chairman, had no report. Mayor Casey stated we are in the process of getting the second reimbursement for Duffy, as explained the two representatives split the grant. We were notified they will be starting 88th Street. Commissioner Daley called to say we were approved for CDBG in the amount of $250,000.00 for Beck Place.

WATER AND SEWER COMMITTEE

Alderman Daniel Walsh, Chairman had no report.

PARKS AND RECREATION COMMITTEE

Alderman Robert Smith, Chairman was absent.

BUILDING COMMITTEE

Alderman Brian Barnhouse, Chairman had no report.

LICENSE COMMITTEE:

Alderman Donna Grochowski, Chairman asked if residents were still coming in for stickers and Clerk Hacker stated they were. Mayor Casey stated the Police Department are working on stickers and 1/3 of the people are not on the list.

CODE AND ORDINANCE COMMITTEE

Alderman Robert Reynolds, Chairman had no report.

INSURANCE COMMITTEE:

Alderman Rick Banasiak, Chairman had no report

PUBLIC HEALTH AND SAFETY COMMITTEE

Alderman Luci Kurysz, Chairman remarked how nice it is to see less masks.

POLICE COMMITTEE

Alderman Frank Finnegan, Chairman was absent. Mayor Casey stated the officers are on bike patrol. They are very busy, they are working on issues with several houses in town.

REPORTS FROM SPECIAL COMMITTEES

Library: Alderman Grochowski, Liaison reported the Summer Reading Program will end on July 31, 2021. The drawing will be held on August 2, 2021. They will meet again on August 4th, 2021.

Legislation: Alderman Christopher Beyer reported they had opened the grant portal. Mayor Casey stated yes, we submitted our paperwork and hope to receive funds soon to use on the water infrastructure. Mayor Casey stated, for the people complaining about all the gaming places in the shopping center, we are receiving huge monthly checks from those businesses.

Fire Department: Alderman Rick Banasiak, Liaison had no report.

Personnel Review: Mayor Kevin Casey, Chairman had no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN

Ord. No. 4-2021: ORDINANCE NO. 4-2021: MOVED BY ALDERMAN BANASIAK TO APPROVE ORDINANCE NO. 4-2021, AN ORDINANCE PROVIDING AN APPROPRIATION FOR CORPORATE AND OTHER PURPOSES FOR THE FISCAL YEAR BEGINNING MAY 1, 2021 AND ENDING APRIL 30, 2022 IN THE CITY OF HOMETOWN, ILLINOIS.

ORD. NO. 5-2021: ORDINANCE NO. 5-2021: MOVED BY ALDERMAN WALSH, SECONDED BY ALDERMAN REYNOLDS TO APPROVE ORDINANCE NO. 5-2021, AN ORDINANCE AMENDING CHAPTER 11, LICENSES, ARTICLE 2, ALCOHOLIC LIQUOR DEALERS, SECTION 11.37, NUMBER OF LICENSES, OF THE MUNICIPAL CODE OF THE CITY OF HOMETOWN.

On the question: Mayor Casey stated this is adding a license for selling packaged alcohol for the new business Go Puff. Mayor Casey has spoke with the marketing agent, RE agent and permitting department for Go Puff and they anticipate opening in October. He encouraged everyone to go to the website and read the interesting story on Go Puff.

SPECIAL EVENTS: Alderman Grochowski reported they are still planning the memorial for the 20th Anniversary of 9-11.

HEALTH, WELFARE & COMMUNITY EVENTS: Alderman Grochowski reported on several upcoming events. Alderman Grochowski stated resident Helen Laporte is 101 years old.

UNFINISHED BUSINESS: NONE

NEW BUSINESS: Mayor Casey stated Ghosien continues to thin down his vehicles, the new owner is awaiting the stamped approval from IDOT, closing will be mid-august no matter what. The governor will be releasing the pot licenses on July 29, 2021.

CITIZEN’S HEARING: NONE

ADJOURNMENT: Motion made by Alderman Beyer Seconded by Alderman Reynolds to adjourn the regular meeting of the Hometown City Council.

MOTION STATED CARRIED

The meeting adjourned at 7:35 pm
