City of Palos Heights Roads & Construction Committee met June 8.

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Clifford called the Roads & Construction Committee to order at 6:30 p.m. In attendance were Alderman Basso, Alderman Begley, and Alderman Lewandowski. Also in attendance were: Public Works Director Adam Jasinski, Aurimas Spucys from Morris Engineering and Recording Secretary Margaret Carey.

APPROVAL OF MINUTES

Chairman Clifford moved to approve the minutes of the Roads & Construction Committee meeting held on May 11, 2021, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.

DIRECTORS REPORT

123rd STREET RECONSTRUCTION PROJECT UPDATE

Director Jasinski reported that NICOR is scheduled to demobilize on June 18, but that might be delayed. Lindahl and their subcontractors will begin June 14 with site prep and mobilization. Public Works hand delivered notices to affected residents. Information about the project is also posted to the City website. Water and sewer work will be completed June through August. Watermain and storm sewers will be going in. Culverts and drainage work will occur August through September. Some residents may lose access to their driveways at that time, but only for 1 day. Then temporary gravel is placed. Residents will be notified ahead of time. Roadway reconstruction will occur September – October and the road will be closed to through traffic. We have notified police and fire. Alternate routes will be used. Detour signs will be placed far in advance. Landscape restoration is scheduled for October – November. Sod can be planted into November.

DRAINAGE PROJECTS UPDATE

Director Jasinski reported that we renewed the National Pollutant Discharge Elimination System Permit. We posted information online for public outreach and education.

CYPRESS / MWRD – The project is 98% complete. We are discussing ways for MWRD to legally access the land.

IDOT CULVERT ON ROUTE 83 – IDOT began design on Culver Replacement

We are working on a comprehensive drainage map for the City to plan future projects.

REQUEST APPROVAL FOR IGA BETWEEN THE CITY OF PALOS HEIGHTS AND THE VILLAGE OF PALOS PARK FOR REIMBURSEMENT OF ROAD RESURFACING OUTSIDE THE CITY LIMITS ON 123RD PLACE. This was discussed at the May 11, 2021 meeting and pertains to the Road Resurfacing Program.

Alderman Clifford moved to approve the IGA between the City of Palos Heights and the Village of Palos Park for the reimbursement of road resurfacing outside the City limits on 123rd Place, seconded by Alderman Begley. On a voice vote, the motion passed unanimously. AGENDA

123RD STREET AND HARLEM AVENUE AUDIBLE PEDESTRIAN CROSSING.

Director Jasinski said this item was brought before this Committee in 2020. The cost is approximately $45 - $50,000. We discussed with IDOT and they have asked the City Council to sign a “Statement of Need.”

Alderman Clifford motioned to approve the draft of a Statement of Need, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously. AGENDA

MORRIS ENGINEERING

UPDATES BY CITY ENGINEER

Aurimas Spucys provided the following updates:

2021 Paving Program – The bid date was 4-20-21 and M&J Asphalt Paving was the low bidder at a total amount of $440,961.32. Contracts have been received and will be forwarded to IDOT for approval.

123rd Street Road Reconstruction – The IDOT Letting was 3-5-21 and the low bidder was Lindahl Brothers at a total amount of $1,470,766.25. The preconstruction meeting was 5-11-21. Construction is set to begin 6-17-21 through 11-30-21. Nicor Gas is finishing with main relocation.

Ridgeland Avenue Corridor Improvements – Final audit completed with IDOT auditor. IDOT is to provide material deficiencies list based on final quantities.

Ridgeland Avenue Median Improvements – Comments received and addressed from Cook County Highway Department. Plans submitted to IDOT Local Roads for review and concurrence.

76th Avenue 131st to 135th LAFO Resurfacing – Approved by Southwest Conference of Mayors. Kickoff meeting held with IDOT on 3-26-21. ADA resolved. Waiting for Phase 1 approval. Phase 2 agreements are at IDOT for review.

OLD BUSINESS

None.

NEW BUSINESS

Director Jasinski said we applied for a $120,000.00 Invest in Cook grant to install a multiuse path to cross Route 83 to the bike trail on Ridgeland Ave. Selection Committee is recommending $60,000.00 to be approved by the Board.

Chairman Clifford asked Jasinski to contact IDOT to trim trees and brush at the access to the bike path at Oak Park Avenue and Route 83 for increased visibility of safety light.

Alderman Basso asked what will be the timeline for fixing Harlem Avenue to prepare for summer events, such as the Car Show. Director Jasinski said the he will contact IDOT about the schedule for re-installation of brick pavers.

There being no further business, Alderman Lewandowski moved to adjourn the meeting, seconded by Alderman Basso. All in favor.
