Mayor Ryan called the meeting to order at 7: 36 p.m. Clerk Harding called the roll with the following in attendance: Trustees Dalzell, McLawhorn, Murphy, Nava- Esparza, Perretta and Mayor Ryan. Trustee Juarez was absent.
MAYOR' S REPORT: Mayor Ryan presented: 1) Request for Chuck Geraci to participate and be reimbursed for attending a CERT Conference in Springfield, Missouri from July 15-17, 2021. Chuck is only requesting to be reimbursed $655.00. 2) Elected officials and department heads should contact Becky Smith if you plan to attend the annual IML Illinois Municipal League conference taking place September 23-25, 2021 so that she may register you for this event at the hi a o. 3 The Villa e of Alsip will not be hosting its annual Holiday on Pulaski event Hilton this December 2021 due to COVID related reduction in donations to fund the event. The Village is considering a Fall Festival event to take place in late September 2022, featuring local bands, family friendly activities and local food vendors. A request to establish a committee will be made by the Mayor' s Office soon. Trustee Dalzell suggested talking to Park District about partnering together. 4) Discussion regarding a request to hire a new property management company for the Heritage apartment complexes. Mayor will call for a special meeting to discuss this within a week. He would like to do an RFP for this. Village would need a replacement company by October 1, 2021. Mayor would like to have multiple options: " A" status quo what we have now. Management company manage screening tenants, charge/ collect rent, day to day activities, but Village oversees everything, 26 " B" full property management agreement, village would have minimal input, but still dictate material usage and quality control. " C" hire a realtor for day-to- day operations, lease efforts and Village have control of everything else. " D" sell Heritage properties, plans of options on how to move forward. Trustee McLawhorn stated everyone should decide which of first three options they prefer. Mayor asked Rodger Early when fence at Heritage I is coming down and Rodger said as soon as weather is good. 5) Discussion that Village has the deed and paperwork for the property at 3725 W. 120th Place. Would like to sell this land, it appraised at $ 60,000. There are around $20,000 in fees and $33,000 in fines, that are all paid, so would most likely break even. He will discuss it further in next meeting July 19, 2021. Has a realtor that would be more than happy to market the property.
CLERK' S REPORT: Clerk Harding presented: 1) Presentation of the June 2021 IDOT Motor Fuel Tax Allotment in the amount of $64,706.56. 2) Presentation of the June 2021 FOIA Report. 3) Presentation of Minutes of the July 6, 2021 Board Meeting. 4) Presentation of the June 7, 2021 Committee of the Whole Finance Meeting Minutes. 5) Presentation of the June 14, 2021 Committee of the Whole Finance Meeting Minutes.

FINANCE AND INFORMATIONAL TECHNOLOGY REPORT: Trustee McLawhorn presented: 1) List of payroll and accounts payable. 2) Review of New Hire— IT Technician. Taking this position from part time to full time is a difference of roughly $30,000 plus benefits. Mayor asked Joyce Tucker to describe the need for this position. She discussed how Brian Massari is on call 24/7 and needs the extra help especially with new phone systems coming in. She discussed a prior event regarding print servers getting hacked. Trustee Nava-Esparza noted that degree and work experience should be re- evaluated on what the job description requirements are. 3) Review of New Hire— Finance Associate— Replacement. This would be a replacement for Tom. Trustee McLawhorn suggested changing the title to staff accountant 2 position. 4) Review of RFP for IT Fire Suppression. Joyce Tucker changed timeline. Mayor Ryan suggested having it due September 1st. Chief Styczynski asked if it needed to go through Fire Consultation to verify ifineets requirements. Mayor asked Joyce if she can send everything to Rich Ray before we put out the RFP. 5) Review/Approval of Electric Contract Rate. Joyce Tucker passed out new rates, there was not much change from previous week. Rodger Early will get rates for Heritage and Mayor Ryan will make a couple calls on this to see various municipalities and what they pay. Trustee 60 McLawhorn stated that the more solar power is being used, the rates may come down and suggested if we do a contract to do a 24- month contract. 6) Review of FY22 Budget. Joyce Tucker stated there was no change from before and we have a balanced budget. Mayor Ryan will double check an extra expense of $2,500 for other employee expense with director of emergency preparedness. He asked Chief Styczynski about holiday pay used and projected and why it jumped so high. Chief explained in contract it was given to pay extra incentive for holiday pay. Mayor Ryan asked about tuition reimbursement amount discrepancy, it may be a typo but Chief will look at it again.
FIRE DEPARTMENT REPORT: Trustee Murphy presented: 1) Motion to approve Chief Styczynski to attend the Fire Department Instructor' s Conference in Indianapolis from August 3rd thru the 7th at an estimated cost of $1400.00. This conference has been budgeted. Mayor asked what type of conference this is as it is expensive. Chief Styczynski explained it' s a weeklong conference showing fire service equipment. Hotel is downtown Indianapolis so there is not a cheap place to stay. Trustee Dalzell stated we should probably revisit that ordinance. Trustee McLawhorn said she believes this was revisited not long ago and may have changed the $ SOO limit. Chief has to go through housing to get a hotel, they cannot just book a room through a hotel. 2) A brief overview of the state- wide mutual- aid that was provided during the Rockton, IL fire and recent tornadoes in Naperville and Woodridge area. Chief Styczynski explained that through our state during these types of incidents they have multiple departments responding to help.
POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1) PRESENTATION OF AN ORDINANCE AMENDING CHAPTER 19, TRAFFIC AND MOTOR VEHICLES BY ADDING ARTICLE X, LOAD LIMITS, TO THE MLTNICIPAL CODE OF THE VILLAGE OF ALSIP. 2) Resolution— Agreement between the Village of Alsip and Oxcart Permitting Systems to administer truck permitting software system. The way it operates right now they can request from Police Chief and he can give authority for moving of that vehicle through town. The new system allows them to do this through online system. Chief Miller stated they sent to attorney for some language clean up. 3) Discussion to recall/ rescind ordinance 2020-06-01 authorizing bars and other food/ beverage establishments to resume outdoor seating areas. This was done for COVID- 19 and now that state has gone back on guidelines, they would like to allow indoor seating. Chief Miller stated business have parking issues as it is, so by opening indoor seating would help them with parking issues.
PUBLIC WORKS AND BOAT LAUNCH REPORT: Trustee Murphy presented: 1) Request approval from the Board to purchase one new 2021 Ford F550 dump truck with snow plow and salt spreader from Bonnell Industries in an amount not to exceed $113,664.00. 2) Request approval from the Board to award contract to Whiteline Construction for the removal and replacement of approximately 320 sidewalk square in an amount not to exceed $ 60, 000. 00. Mayor asked if we used to do more, Superintendent Fraider stated that we are staying in the budget proposed and bid awarded this is how many squares are allowed for that amount. 3) Request of approval to bid the Village' s annual MFT Crack Sealing Program at the July 19, 2021 Board Meeting. This project is part of the Village' s annual MFT General Maintenance Program previously approved at the July 6, 2021 Board Meeting. 4) Presentation of the Public Works Department June 2021 Monthly Activity Report.
SEWER AND WATER: Trustee Nava- Esparza presented: 1) Presentation of the Water Department June 2021 Monthly Activity Report. Mayor stated that he received an email from Dan with listing of all unpaid water bills for the last year and we are down $ 81, 300 in unpaid bills. Joyce Tucker pointed out that we don' t want to encroach on Village' s lost revenue as opposed to the unpaid bills. Mayor wants to include this in lost money and incorporate into lost revenue. We do not know if it will be included or not, we are just submitting data at this point to see if we can submit this.
BUILDING AND HEALTH REPORT: Trustee Perretta presented: 1) No report. Mayor stated they was still working on the garbage enclosures.
HUMAN RESOURCES AND INSURANCE: Trustee Murphy presented: 1) No Report. 115
REPORTS OF SPECIAL COMMITTEES
ECONOMIC DEVELOPMENT: Trustee Nava-Esparza presented: 1) No Report. Asked if Firewater BBQ is still scheduled to close on July 16, 2021 and Mayor Ryan responded yes.
VILLAGE PROPERTIES: Trustee McLawhorn presented: 1) No Report. Mayor Ryan stated that this week him and Rodger Early have been working on floor issues at Heritage. Families that were displaced got to move back into their apartments Friday. Rodger had to install plywood and paint floor before concrete could be poured. A part of ceiling also came loose which was fixed and they are double checking all floors for issues. Seventeen families were put up in hotel for a few days. All carpet should be completed in next 4- 6 weeks.
ORDINANCE AND LEGISLATION: Trustee Perretta presented: 1) Discussion on revisiting the animal ordinance, Chapter 5. Trustee Perretta asked all to familiarize themselves with both. With the help from Chief Miller suggested mimicking County Ordinances, Chapter 10. Will have attorney amend ordinance specific for Alsip. 2) Ordinance pertaining to garbage enclosures, Chapter 11, Section 11- 2, Letter C. It needs reworded as it is too vague. Would like to present both to the Trustees for review and possible amendment. It was adopted in 1956 and last revision in 1983. Would like to submit to attorney to reword and amend and put on agenda for approval. Trustee Dalzell pointed out this is only referencing multi- family units. Trustee Perretta stated ordinance just states a 6- foot fence and must be placed in enclosures. Mayar agreed that ordinance is vague and should be updated.
PLANNING & ZONING AND LICENSES: Trustee McLawhorn presented: 1) Presentation of a list of licenses dated July 5, 2021 through July 16, 2021. 2) REQUEST FOR APPROVAL OF AN ORDINANCE OF THE VILLAGE OF ALSIP GRANTING A SPECIAL USE PERMIT AUTHORIZING THE REPAIR AND STORAGE OF TRUCKS AND TRAILERS FOR THE PROPERTY LOCATED AT 12400 SOUTH CICERO AVENUE, ALSIP, ILLINOIS. Maria Toncuska from Impel Union was present, along with their attorney, John Pikarski. They were asked to re- apply for their special zoning permit. Mayor Ryan discussed that they had agreed to build a 13- foot-high fence, as residents requested and that planning and zoning committee approved this with a unanimous vote 6- 0. Mayor Ryan also stated that this business has done extensive water retentions installation, curbs, asphalt parking and all other upgrades and modifications that were asked of them. Will vote next week to approve. Maria stated fence is ready to be done, they have received quotes and are ready to start work. Rodger Early stated they are compliant as of now. Over 3 million dollars has been spent already to be compliant. Planning and zoning put in a stipulation to have a gate put in and Maria confirmed, as well as Rodger, that that has been completed.
PRESENTATIONS, PETITIONS, COMMLINICATIONS: Mayor Ryan conferred with Police Chief Jay Miller that National Night Out will be August 3, 2021 on Mulberry.
