Village of Alsip Village Committee met Aug. 9.

Mayor Ryan called the meeting to order at 7:31p.m. Clerk Harding called the roll with the following in attendance: Trustees Dalzell, McLawhorn, Murphy, Nava-Esparza, Perretta and Mayor Ryan. Trustee Juarez was absent.

MAYOR' S REPORT: Mayor Ryan presented: Started with a moment of silence for the 2 Chicago Police Officers shot over the weekend. One lost her life and one is still in critical condition. 1) Presentation by Charles Branch of NextSite regarding an agreement to provide research, marketing & consulting services to pro- actively recruit commercial development and re-development. Charles spoke about their business and what they can do for the Village of Alsip. They work alongside with Nicor Gas. They are a commercial development advisory company. They focus on retail and restaurant development. Cost would be $10,000/ year, with a 3- year commitment, and they would look at open lots/properties and work on getting businesses into those locations. They will also work with current businesses looking to revamp their business. 2) Presentation by Chris Slattery, the Planning & Development Manager, of the Forest Preserve of Cook County. She discussed the things that the Forest Preserve has to offer, many of them free. They are getting ready to start work next year extending the Cal Sag Trail East from Cicero to Pulaski. There will be construction on the Swallow Cliff stairs to repair limestone stairs. It will be closed right after Labor Day around 2 months. Any questions on Forest Preserve please contact Chris Slattery at chris.slattervn,cookcountvil.gov. 3) Request to approve intervention by Odelson & Sterk Law Firm to respond to PTAB Property Tax Appeals Board made by: Griffith Foods, NuStar Energy, JAS Trucking, First Midwest Bank, Enterprise, Brad Bruce, Pavolopoulos, Best Choice Meats.

CLERK' S REPORT: Clerk Harding presented: 1) Presentation of the July 2021 FOIA Reports. 2)

Presentation of the August 2, 2021 Board Meeting Minutes.

PUBLIC FORM: Nobody came forward.

FINANCE AND INFORMATIONAL TECHNOLOGY REPORT: Trustee McLawhorn presented:

1) List of payroll and accounts payable. Joyce may bring up about the part time finance employee, waiting to hear back from the Attorney. The new Finance associate in processing right now.

FIRE DEPARTMENT REPORT: Trustee Murphy presented: 1) Update on the construction of the mini- squad. Chief Styczynski will be presenting an update. Chasse will be built in December and we will get it in January 2022. Once chasse is done, it will be 3 months to build. 2) Update on the construction of the ambulance. Chief Styczynski will be providing an update. Waiting on the chasse, there is a chip shortage. We do not know when this will be completed, waiting on Ford to get the chips for chasse. 3) Discussion of using a vendor to assist with worker's comp claims. Chief Styczynski to present a proposal from CompCore to assist with worker' s comp claims. This is a problem that works with workman' s comp incidents. It is designed to keep the employees, doctor' s, and workers comp honest. This company will stay on top of claims to get employees back at work as soon as possible. Example if surgery is needed, push for surgery right away instead of waiting. Elmhurst and Bourbonnais have already started using this. It is $1,500.00 a year for up to 6 people 49 on worker' s comp. This was sent to Charles Carrell to look over and to worker' s comp to review.

POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1) Presentation of the Police Department July Monthly Activity Report. 2) Thank you to all the volunteers & sponsors who made a National Night Out a success. We will have a video highlighting the event in the near future. 3) Letter of Recognition for Officer Michael Saele. Chief Miller read a letter commending officer Saele on his persistence and diligence in an arrest of a convicted felon on parole on July 28, 2021. 4) Chief Miller brought up Trick or Treating hours for Halloween and would like to have an ordinance to change the hours from Weekdays 3:30-7:30pm and Weekends 1- 6pm to now be Weekdays 3- 6:30pm and Weekends 2-5:30pm. He will send the change to be voted on next meeting. Trying to change hours to correlate with resources available.

PUBLIC WORKS AND BOAT LALTNCH REPORT: Trustee Murphy presented: 1) Presentation of the Public Works Department July 2021 Monthly Activity. 2) Request approval to purchase one Envirosight Wireless Camera from Standard Equipment through the Suburban Purchasing Cooperative Contract, in an amount not to exceed $16,000. Mike Fraider stated this is a camera mounted on a pole for quick inspections in man holes.

SEWER AND WATER: Trustee Nava- Esparza presented: 1) No report. Will have July monthly activity report next time.

BUILDING AND HEALTH REPORT: Trustee Perretta presented: 1) Presentation ofthe Health Department July 2021 Monthly Activity Report. 36 complaints, 12 inspections, 27 citations, and 1 call out. 2) Request to have the Village attorney amend ordinance # 83-9-3 Chapter 11 Garbage and Refuse, Sec. 11-7 Location of Containers, as this action will re- acknowledge enforcement of how multi- family buildings must secure the garbage containers and offer specific sizing for such and allow the Building Commissioner the authority to approve a location for each garbage corral, prior to construction to preserve the safety and health of the community. Would like to change the size of the corral and have the building commissioner sign off on the locations of corrals and cans. They would like it to be 2 feet on each side of the can. There would be meetings with building owners giving them a year to complete the requirements. Would like approval to have attorney reword this ordinance. 3) Presentation of the Building Department monthly report for July 2021. 121 permits which is $16,391 collected with a valuation of $1.5 million in estimated construction cost.

HUMAN RESOURCES AND INSURANCE: Trustee Murphy presented: 1) No report.

REPORTS OF SPECIAL COMMITTEES

ECONOMIC DEVELOPMENT: Trustee Nava-Esparza presented: 1) Presentation by Marcia Delaney of the SDA Southland Development Authority, offering consulting services to small minority- owned businesses and assistance with re- branding Pulaski Road. This was not able to happen on ZOOM, but Marcia offered to email all the details to the board. They can offer free services for consulting for Pulaski Road revamp and connecting to businesses to help get more traffic. They can also help with new signage and marketing.

VILLAGE PROPERTIES: Trustee McLawhorn presented: 1) No Report. Trustee McLawhorn asked Rodger Early if carpet is completed at Heritage Buildings. Rodger stated it should be 96 completed within the next 2 weeks.

ORDINANCE AND LEGISLATION: Trustee Perretta presented: 1) APPROVAL OF AN ORDINANCE AMENDING CHAPTER 18, TAXATION, ARTICLE VIII, SIMPLIFIED MUNICIPAL TELECOMMUNICATIONS TAX; OF THE MUNICIPAL CODE OF THE VILLAGE OF ALSIP. This is just to clean up the language of the ordinance.

PLANNING& ZONING AND LICENSES: Trustee McLawhorn presented: 1) Presentation of a list of licenses dated August 2, 2021 through August 6, 2021. 2) Request to have the Village Attorney draft an ordinance to approve Case# 2021-07-S- 900 for I-1 Industrial Special Use for new and used automobile retail or wholesale sales for the property located at 12559 S. Holiday Drive, Unit D, Alsip, IL. The Planning and Zoning Commission held a hearing on Wednesday, July 21st with a vote of 4-0 in favor of. Alfonso Restivo would like to have a car sales lot, where collector cars will be housed inside the building and sales would happen on an appointment only. No cars will be outside the building. 3) Request to have the Village Attorney draft an ordinance to approve Case# 2021-07-5-800 for I-2 Industrial to I-2 Industrial Special Use for truck repair and tire service for the property located at 11643 S. Austin Avenue. The Planning and Zoning Commission held a hearing on Wednesday, July 7th with a vote of 4- 2 in favor of. Farro Parshalabi stated hours would be Monday thru Friday 8am- 5:30pm and Saturday 8am-2pm. 4) Request to have the Village Attorney draft an ordinance to approve Case# 2021-07-V-100 for a variance for an oversized garage at 4607 W. 128th Street. The Planning & Zoning Commission held a hearing on July 7th with a vote of 6-0 in favor o£ Dalila Andriano would like to rebuild their garage that was destroyed by a tree falling on it during a recent storm. They are just rebuilding the same structure that was previously there.

PRESENTATIONS, PETITIONS, COMMLJNICATIONS: None were given.

UNFINISHED BUSINESS: There was none.

NEW BUSINESS: Southsides Bar would like permission to hold a charity event on Saturday August 14, 2021 from 3-8 pm with a live band and propane grill for Sleep in Heavenly Peace. A non- for-profit organization that builds bed for kids in need.

Mayor Ryan asked for a consensus for approval for this item, barring approval from the Police and Fire Departments.

Roll #1: Voting "aye": Trustees Dalzell, McLawhorn, Murphy, Nava- Esparza and Perretta. Consensus granted 5-0.

ADJOURNMENT: Motion by Trustee Dalzell to adjourn and; seconded by Trustee Perretta. All in favor; none opposed. Motion carried. Meeting adjourned at 9:15 pm.
